‘Large number of locals on contract @ BVIHSA’ - CEO

ROAD TOWN, Tortola, VI – Chief Executive Officer of the BVI Health Services Authority (BVIHSA) Darlene A. Carty-Baptiste said that a large percentage of persons employed by the Authority are on contract with a large number of them being locals and that this is mandated by the Board of Directors.

Ms Carty-Baptiste was at the time speaking as a guest on the radio talk show Straight Talk, hosted by Donald E. De Castro on ZBVI 780 AM last evening December 3, 2014.

She was asked by host De Castro how is it that there are so many contractual employees in the system.

“It is a mandate from the Board in reference to switching over into contractual arrangements. We do have a large number of persons who are permanent and pensionable but those persons are the ones who came over in 2005 when the Authority was established,” she said in response.

“So the contractual arrangements that are currently existing within the Authority or by virtue of Board mandate…those persons are coming into the system based on contracts,” she said.

Asked whether it was cheaper to employ persons on contracts rather than permanent, she said, “You have to weigh…it is hard to do apples and oranges."

"Those persons coming in on contract, once they have adjusted into the system they become part of our pension scheme. So the fact that they contribute and the BVIHSA matches their contribution so at the end of the tenureship once they reach that point of 10 years and they remove themselves from the system there is a recognized benefit to them greater than a non-contributory pension scheme," she said.

Asked by de Castro how many Virgin Islanders compared to expatriates were on contract, Ms Carty-Baptiste said that she did not have an exact number for the contracts but she said that a significant number of Virgin Islanders who are on contract with the BVIHSA.

      Why can't a local get the same benefit as expatriates? Don't we have financial needs to? We are just filling the pockets of others and forgetting that we the locals are entitled to the same benefit as others. When the expats leave, they are compensated much more than one who might have put in 25 or more years in the Government service.

    locals get great treatment just before each election..only our vote counts or opinion does not matter right after elections....come 2015 the locals can get almost whatever they want

    When you go to the hospital there are so much disgruntled staff members. Minister Skelton the writing is on the wall we need a REAL CEO. HRM gots to go!

    They ve a set of educated duces working at the hospital ,and people who ve diplomas and degree are step over .why so much cleaners and cook in an hospital you need nutritionist and dietician not a streetside cook .

    I wonder how man people are aware that the BVI a health Services Authority is very close to operating on a budget that is close to being in the red? People don't want to pay their hospital bills. They want free services not taking into consideration that there are operating cost attached to the provision of that service. We need the national healthcare to come in soon. They will take lots of strain off the system.
