ROAD TOWN, Tortola, VI- The National Democratic Party (NDP) Administration has rehired one of its losing candidates, Kevin C. Smith aka ‘OJ’ on a two year consultancy.

The new consultancy commences January 2016.

Mr Smith, a Virgin Islander, contested the 2011 and 2015 general elections with the NDP against Hon Julian Fraser RA, who is now the Leader of the Opposition for the Third District seat.

Mr Smith, according to our newsroom’s well placed sources inside the NDP, signed a two year consultancy contract in January 2016 and he is assigned to the Ministry of Finance.

$100G consultancy contract 2016

The value of the two year contract is approximately $100,000 a year plus benefits. It is unclear the scope of Mr Smith’s assignment with the Ministry of Finance as both the Minister of Finance and Territorial At Large Representative Dr The Honourable D. Orlando Smith and Financial Secretary Neil M. Smith could not be reached for comments.

Following the 2011 elections, after his first defeat by Hon Julian Fraser (R3), the same administration hired Mr Smith as a consultant to be a Business Development Liaison in the Premier's Office on a two year contract. Once the contract expired he eventually became the Acting Director of Trade and Consumer Affairs, the post he left around 2014.

After leaving the Government post of Acting Director of Trade and Consumer Affairs, Mr Smith took up an appointment with Digicel (BVI), as the Commercial and Operations Director responsible for the development and implementation of Digicel BVI's commercial strategy.

He left the Digicel post in 2015 to contest the Third District seat for the second time with the NDP.

With the 2015 elections of last year over and his second lost to Hon Julian Fraser, Mr Smith is back again with another two year contract working for the Ministry of Finance.

The indigenous Virgin Islander is no stranger to that Ministry, having also served as the Post Master General before the 2011 elections under the same Ministry where he was praised for helping to modernise the postal services.

Prior to coming to Government, Mr Smith worked in the private sector and also served as a religious leader.

Is OJ coming back?

It remains unclear if Mr Smith will contest the Third District seat for a third time against the longtime incumbent Hon Julian Fraser RA, who has held on to the seat with the Virgin Islands Party (VIP) since 1999.

In the 2011 elections, Hon Fraser won the seat against Mr Smith in a two man race, with the VIP candidate receiving 613 votes to Mr Smith’s 557. In 2015, in a snap election, Hon Fraser again defeated him with 596 votes to Mr Smith’s 561.

When does this all end? A 2 time defeated looser back on the government nipples sucking the treasury dry. Premier you are a disgrace, no wonder people complaining about you giving your wife a big fat contract to run a department under your own portfolio.

Wife returned civil servant, over 60 and back on the government payroll.

Kevin Smith run for political office 2 times lost two times, and every time he loose this same Premier give him a 2-year government contract.

Where the hell is the governor!

That is the reason why I told my daughter who went to business school
In the States to please don't come back here and work, she is working for a company in the States making $35.00 per hour. No matter how much she knows and have a Masters in Business, they will never give her a chance here.

The man is not getting anything for free and he is serving his country. At least he is doing better than many who has been trained by the taxpayers and they have never come home to contribute to the country. Furthermore, he must be a damn rolling stone to be so marketable? Could get jobs in the private and public sectors? Brilliant young man. Kudos to him.

What is Mr. Smith being paid this money to do ? What are his qualifications ? All Government employees with similar qualifications should be paid the same $ 100,000 per year too. Consultancies are utilised to enrich other people and at the end of it, you don't see how Government benefits. For instance, Government should explain to the people who elected them how much money has been spent on consultancies (unending expenditure) from 1982 when General Orders was revised until today's date. Is the Public Service any better ? Did all of these consultants (Ernst and Young, KPMG, and all,the others) work for free ? Tell the truth, but you think it hard to give increments. On another note, those half increments some year ago was and still is illegal.
