JVD cop accused of preying on 14-year-old girl

EAST END, Jost van Dyke, VI – A mother is accusing a policeman of preying on her 14-year-old daughter on the sister Island of Jost van Dyke.

The policeman allegedly told the teenager how attracted he is to her and even gave the girl his personal telephone number.

It is also alleged that he tried to convince the child to sneak out of her mother’s home to meet him in the late of night.

The upset mother of the child told Virgin Islands News Online that she made a report to the Royal Virgin Islands Police Force (RVIPF) as recently as yesterday February 19, 2015. Before moving ahead with the story, this news site did make contact with the RVIPF’s Public Relations Officer Ms Diane Drayton to confirm if any such report had met the department. Ms Drayton has promised to check on this and give a response sometime today.

The mother said she decided to reach out to the public via the news and social media because the accused police officer allegedly took it upon himself to confront the child’s step father, accusing him of scandalising his name. She told this news site that this happened on Wednesday February 18, 2015.

“Last night he met my husband at Foxy’s and him and my husband had a big altercation out by Foxy’s, they almost fight because he threatening to lock up my husband because he say my husband scandalising his name…” alleged the mother.

According to the woman, in the midst of several others who were at the time at Foxy’s on Jost Van Dyke the cop and her husband had a heated argument which almost ended up in a physical altercation but it was quelled before reaching that stage.

In relating the incidents that led to her being concerned about her 14-year-old being a target, the woman said it was on January 27, 2015 her daughter was approached by the accused cop while walking home from school (in her school clothes) and he had questioned her about her age as he said he had an attraction to her.

She alleged, “He stopped and asked her if she wanted a ride and she told him no and he continued questioning her, he wants to know her name, what school she does go, what form she in, how old she is and when she tell him her age, when she tell him she is 14 he said wow two more years to go.”

“In my case two more years to go you telling my child that two more years means that she is 16, that mean she legal for people like you to trouble,” said the mother.

The mother claims that the following day, January 28, 2015 the accused again saw the child walking home from school and as she was passing Customs’ Office, the woman’s sister allegedly observed him “eyeing them” as he drove slowly in the police vehicle.

“He stopped and asked her if she can do him a favour and she asked him what? And she say he just smiled and he drive off….he drove and he come to East End close to the South side and he parked his police vehicle…. It’s one house or two house around but it’s not close to where he parked his vehicle and he waited there because that wasn’t in the public eye, and he waited there for her to reach up by that spot and when she got there he called her and he asked her if she wanted a ride and she turned down his ride also. He gave her a paper with his number on it and told her that he can’t wait, he has a crush on her and he wants her to call him tonight around 11:00pm so she could sneak out of my house to come meet him.”

“He came over on Monday, that’s when I actually see him because he didn’t know who I was and I really didn’t know who he was. I just put the number she gave me in my phone and that’s how I see a picture of his face on Whatsapp,” alleged the mother.

The woman said that when she called the number the police officer had given to her daughter she gave him the “full length of her lips”. She said that the person on the other end of the call had denied the allegations made against him. “After he denied it I told him what I had to tell him, I said I am not calling the police phone I am calling your personal cell phone because this is the number you gave my child…. And then he started to apologise, he sorry….”

According to the woman, the cop claimed that he had never before gotten into such a situation for the number of years he has been in the territory.

After hanging up, the mother alleged that the accused returned several calls to her phone continuing to apologise and after calling for another time and didn’t get any response from her he decided to send a text apologising. “That’s where he set up himself when he called back and he apologising,” according to the woman. 

The mother has since met with personnel from the Social Development Department whom she said told her, among other things, that, "these things take a process."

      She tried the avenues before she came to the media-see article _she made a report to the RVIPF as recent as yesterday, she went to Social development Department. It seems as if she has gotten no response so now she took it to the media especially if the police is a threatening the step father. Next thign you know the step father in jail because he protected himself from the approaches of the police. People become defensive when they are caught , but give them a chance they will do what they want in the dark. I am happy it came out because I can warn my daughter that not all police men are seeminlgy there to protect. And if she is offered a ride even in the police car to run and scream. It is a pity that we cannot trust those who are to protect us. MEN leave the children alone and let them grow to adulthood in peace! It is sickening!

          Lawyer:- You is correct it is alleged. However, is it the protocol for cops to give school children, who they do not know, their personal phone number? This mother has a right to be more than VEX. In any social setting, the norms are to respect our children and protect them. “This website is not a lynching ground” It is a source to intellectually use for support. The action of this officer is not one this community should ever support; whereby finding excuses for his action. I would suggest that some types of counseling is given to this officer, that the plight of observing young children can be dangerous to both him and the family.

    Nothing is missing. And the mother's character or mistakes have nothing to do with the decision this officer made to trouble a child. I wonder how many times he has done this and got away. I commend the mother forward to this news site because it might give other victims the courage to come foward. We must always remember that we are free to make our own decisions but we must pay the price for or actions.

    Consent:

    Section 124 (2) states:-
    A girl under the age of sixteen years cannot in law give consent which would prevent an act being an assault for the purpose of this section..

    Section 125 states:-
    ["Any person who commits an act of gross Indecency with OR towards a child under the age of fourteen years or who incites a child under that age to such an act with him or another commits an offence and is liable on conviction to imprisonment or fine.

    Innocent until proven guilty. I am standing by this police officer. I think this woman is blowing this out of proportion, and is doing all within her means to tarnish this policeman good name. I like the lawyer comment, the number could have been given for any reason, he apologized for giving the number, what she wants blood. I am speaking from the perspective of having a young daughter myself. Stop opening your big mouth people. My prayers is with this police officer and his family.

    I am not defending the officer but the mother has some of the facts wrong .....................The officer did not confront the husband....the husband came or drove up to the officer as he was in the police vehicle and start the noise...the officer went to him and told him he needs to stop scandalizing his name and blowing the incident outta proportion....it makes me wonder what else she has embellished about the circumstances.

    Nobody asked for your input in anything. It doesn't matter if Husband approach officer and made noise. Because husband wouldn't of had to make noise if officer was doing his Damn job what he was sent to do than look damn 14 year old young girl. Some of ayo just don't have no damn heart!!! The point is the officer was way out of damn line. And too the mother and daughter I applaud you for every step forward you made with this decision. Too "I was Der" you have no heart and I hope you gain some common sense soon.

    Deport him and let him pay the price for his wrongful act!

      Know the law! Do you read the headlines ? Mom ACCUSE police officer for preying on 14 year old ....don't judge! It's an accusation ....no arrest has not made yet it's under investigation, so y you action like its so true:.... Were you there? You can know who has sense..And for the people who want him go back where he from shame on you! Cause JVD never produce a police officer yet ...99.9 of the force are from across the world . Only the court of law will prove he should sue them when he done but what a pitty they has nothing not even a job ! Things to talk!

    If you was really there i hope you see me they wid my phone recording it. I wish I could have upload it right here . Yes the husband aproach him and ask him y is he sending messages to him with other ppl and he seeing him every day. And if you was really they you would see when the cop got out the jeep and blow up . Ayo really something else to come on here wit ayo crap. Since you say you was they I'll be more than happy to pass my stuff on to the man so he get all the proof he need bout that night

    Hahahah I hope you guys come good in court cause now you saying 'yes ' the hubby approach him but in your statement in the headlines stated 'the accuse officer take up on his self and approach your hubby ' ah tell you all time will tell with this lying family and trouble kids ....You have to Remember the hubby NOT from here so he is reliable for deportation also..... Stop the lying!!! But the daughter train under you so we can't expect nothing better!

    I personally know a 15 years old girl that repeatedly told her mother about this same police dude arassing her but every time the girl told her mom, her mother told her don't study him! Is just sex he looking. I really commend this 14 years old girl and her mother for showing up this child praying dirty cop. He makes the rest of good police officers look bad !!!!!!

    most of these police on Tortola are perverts! Take it from me . They always breaking there necks to watch teenage girls like me. I was in a situation when a police approached me in his vehicle and I ignore him because of what was said . He then turn around and ask if "I'm scared of him " I was so scared even though it was high day .

    You should see how that girl does be getting on in the class I have with her ...she cussing of children and bullying them. .. Every day in school she does act like she is a big woman. I got a ride with the bus she does be on cause I was going pussers by my aunt and the way that girl was getting on cussing bad words ..I never went back on the bus again ...she needs some training!
