John M. Samuel resigns as Ag MD @ BVIPA; March 18, 2020 last day

- Resignation coincides with his 3-month temporary appointment

PORT PURCELL, Tortola, VI- Our newsroom has been informed by multiple sources familiar with the BVI Ports Authority (BVIPA) that the interim Managing Director (MD), Mr John M. Samuel resigned a few weeks ago.

The reasons for his sudden resignation are unclear; however, today, Wednesday, March 18, 2020 was his last day on the job, according to two BVIPA Board Members.

Mr Samuel took over in January on a 3-month temporary appointment from St Lucia national Mr Lenius Lendor, who was hired as BVIPA MD by the National Democratic Party (NDP) in 2018, after they refused to renew the contract of a local resident.

Mr Samuel is qualified 

Mr Samuel, a 2019 former Sixth District candidate and a former acting Permanent Secretary in the then Ministry of Communications and Works also served as the Head of Shipping Registry, and is the current Chairman of the Board of H. Lavity Stoutt Community College (HLSCC).

He holds Bachelor and Master’s degrees and has years of experience in the marine and shipping sectors. The next step in his career is unknown; however, there were unconfirmed reports that Mr Samuel would be going to head up the Shipping Registry but a source close to Mr Samuel rejected that notion.

Who is in charge?

The same Board Member, speaking to our newsroom last week on condition of anonymity, said no interim Director has been named and a BVIPA Board meeting scheduled for today March 18, 2020 did not take place on the request reportedly of the Premier who holds the portfolio of all ports.

Months ago, the same Board confirmed Mrs Oleanvine Pickering-Maynard, a former Labour Commissioner and Clerk of the then Legislative Council, as Deputy Managing Director of the BVIPA.

She is expected to be in charge until a decision is made on a new Managing Director.

Meanwhile, efforts to get a comment from Chairman of the BVIPA Board Mr Nathaniel Isaac and Premier and Minister of Finance, Honourable Andrew A. Fahie (R1) were futile up to time of publication.

          When a person is in high position they have to make touhh decisions... We nedd to understand that . Somerimes they are been presured by PS nd polititians.. Most time sad to say one unpopular decision and they deem you as bad . Inspite the fzct that they have helped lots of people. Ms Maynard is not a bad person. I guess if she let the workers do as thry wish what they wnt they will say she is a good person... We have to be empathetic....

    ANYWHERE he goes he has a place and a roll to play.The John Samuel that I know is an intelligent man and is a all rounder. So he will be moving around in any space where he can contribute to this territory. A great son of the soil. This is a man to keep your eyes on.

    Too much drama in the VI. Amongst the Novel Coronavirus (Covid-19) pandemic that is posing an existential threat to the VI, the VI seem to be on a hot seat and a roll-a-coaster carousel with its statutory bodies and boards. The uncertainty will definitely impact the stability of the operations of these bodies. Fix the situation.

    And the madness doesn't stop there the minister in charge of port is aware of all fullishness that is going on and his response is that BVIPA board won't stress him. What do expect John Samuel to do ? That's the way resigned to go!

      Will or has? Who can represent on an international stage? Who can have a conversation with cruise execs? Who is capable of continuing the dialogue regarding cruising and tourism? It is a lot more than having a fancy speech writer or advisor.
      Many have come to the Ports trying to salvage their "already over" careers. So many have been brought in with inflated salaries yet still you can not see any contributions or improvements being made while others are in a fight for control and ultimate power.

      The extra layer on the org chart was never needed. The only thing needed was funding and conversations and some team spirit.

    Don't pay too much attention to distractions. We need to keep our eyes on our finances. We need to ensure certain spending and financial decisions are being properly channeled and not being bounced passed all the way to the "rim" by certain heads. Identify old colleagues working in teams. We also need to be vigilant and read all communications in its entirety especially when it is lengthy and loaded with jargon. Read Read Read and ask questions especially when you are required to make a documented decision.
