Jaime Scatliffe allegedly entered VI illegally; had undeclared $48K

- said $$ were from boat charters & sale of boat engines

ROAD TOWN, Tortola, VI- Jaime Scatliffe appeared before Magistrate Ayana Baptiste-DaBreo yesterday June 3, 2016 charged with landing in the territory without leave of immigration officer, failing to declare monies over $10,000 and for having suspected proceeds of criminal activity.

He pleaded not guilty to the charges.

The court heard that on October 6, 2015, Scatliffe reportedly had $48,546 with him.

Police were at the time carrying out patrol duties in a patrol boat when they came upon the vessel occupied by the defendant.

They identified themselves and asked where he was coming from to which he responded St Thomas, USVI and that he was going to Village Cay dock.

The officers informed Scatliffe that they were looking for a boat that left St Thomas, USVI and therefore they needed to ask him some questions.

After escorting him to Village Cay officers asked him whether he had cleared with Immigration and Customs and he answered no. He said it is customary that when he comes late at night he presents himself to the authorities the next morning.

When asked whether he had anything to declare he took out a bundle of cash and said that the amount of it should be under the limit of $10,000.

However, the officers allegedly noticed an unusual bulge from his front pants pockets and informed him of their intention to conduct a search of him. They also asked to search a bag he had and the vessel itself.

Scatliffe objected saying that he should not be searched at that point.

He then allegedly eventually emptied his pockets revealing the additional cash.

He allegedly told police officers that he got the money from yacht charters and the sale of boat engines. However, he had no documents or receipts to substantiate what he was saying.

Bail was granted in the sum of $100,000 with the condition that he reports to Road Town Police Station between 6:00 am and 6:00 pm Monday to Friday.

Scatliffe is to return to court on September 23, 2016.

    who gives an accurate account for these large sums of cash that law enforcement officers in this territory are taking from people: after the trials where does the money go and who account for it(just asking) because 3 of them are accused of tampering with evidence inclusive of money:

      It doesn't matter if you are coming home. If you have left the territory and are returning, you are required BY LAW to pass through customs and immigration. You also must declare all monies over the sum of $10,000.00.

      He did neither of those things and obviously had no intention of declaring the $48,000.00 he was carrying. He "allegedly" broke two laws, THAT is how he could enter the country illegally.

      When will people learn? SMH, jeesh!

        @ miss mary: you know a lot because I know that citizens come here after business hours for immigration/customs then goes to the authorities first thing the following morning...the rule book is always used against the people...how you know the man actually that sum of money(BVI have crooked enforcement officers)....talk that; as you know talk is cheap!!!!

    @to the point. U have 12hrs to clear not 24 and the police fighting a loosing battle. How they know the man wasnt goin declare the money when he check in in the morning. Stupid cops wasting the court time.

    I'm sure that he's quite aware of the hours that Custom/Immigration closes, and having his own boat could have leave Stt within a reasonable time to catch the West End authorities open to declare his goods and vessel. It seems to have been the norm for these young men to have no regards for law and order and think that they can come and go as they wish. Things have change and at some point if they don't change they will be caught on either side of the border and will suffer the consequences. Just unfortunate!
