‘It’s childish of NDP to say VIP left country broke!’ – Ralph T. O’Neal

-said that is something he has never done and would never do

ROAD TOWN, Tortola, VI – Former Chairman of the Virgin Islands Party (VIP) and Leader of the Opposition Honourable Ralph T. O’Neal OBE (R9) said that it is childish for the National Democratic Party (NDP) Government to be saying that the previous administration under the VIP left the country broke.

Hon O’Neal was among the panelists on VIP’s radio show ‘Let’s Talk’ last evening November 26, 2014 on ZBVI 780 AM.

It had become the hallmark of the present NDP administration to keep repeating the line that the VIP left the country broke after it left office in November 2011 even though this was repeatedly refuted and the numbers proving that this was not the case.

“I would tell people that if I took over the Government and I met it broke, I would never do that. I have never done it and I have no intention of doing it,” Hon O’Neal said.

“What any Government does is submit estimates…you are not sure that you are going to get the amount of money…you are not you are going to get to spend [all of it],” he said.

“So I find it childish for big men to go around saying that the VIP leave the country broke…how we could leave the country broke when you are spending money all the time for the people to get work, not for your friends and your family but for the people to get work,” he said.

“When we [took the Government] in 2007 within three months we had to go back to the council to get approval for $21 million to spend [for various outstanding matters],” he said.

“But I didn’t come out and tell the people that they [left the country] broke. I wouldn’t do that. It is childishness, foolishness!” he said.

He said that soon after the 2007 elections, a classmate of his came to see him and told him that the then previous NDP administration had promised to purchase his property for $1 million for a proposed development and that he was worried now that with the change in Government the sale would not go through.

Hon O’Neal said that after doing his own investigations and ascertaining the veracity of the person’s story, he made arrangements to pay the sum of money to the person and close the transaction.

“But I didn’t go on the radio and [say anything] about the previous government leaving the country broke,” Hon O’Neal said.

    It's childish of the VIP to say NDP is only developing the Airport for the rich whites and that they do not care about locals, despite all the things that they are doing for the country. Politics is a dirty sport and you shouldn't put out what you cannot take. If Mr. Oneal wants to play Mr. Above Board then he needs to tell his team to cut the bulls..t themselves. The nasty, vile, blatant lies being parroted by the VIP totally embarrassing. Even when Fahie got up and called the Cruise Pier investment scheme for locals a ponzi scheme, is that someone that loves the BVI? He was the same one that said we don't need any outside people investing when we can invest in our own, but all of a sudden because it will make Govt. look good, it's an issue. Mr. Oneal go enjoy the rest of your golden years and leave this dirty business alone please. We all know that you are no fan of Fraser and only fighting for yourself.

      Its not that some of us citizens (in our right minds), are against the expansion of TB Airport; but that like every other development, whether here or wherever, subscribes to a "Feasibility Study and Business Plan", we the taxpayers are similarly entitled to similar studies. McDonalds, Kentucky Fry, Subway Sandwiches or any other business for that matter, will never venture into new territory or expand into the old, unless the figures are there to support the investment outlay.
      I very well recall the evening in Long Look/East End when Hon Done Deal Pico announced that, "His government had decided on the expansion of the airport". There wasn't any study then, or after, to suggest the expansion was necessary, or that it would deliver the positive results we would expect. Even the estimated cost of $77-million thrown out days and weeks after the meeting was not based on anything, other than numbers picked from thin air.
      While many in the audience offered their support for a less expensive and more realistic expansion, including professional architect and long time resident Mr. Michael Helm, Hon Pico responded that "it had to happen; that it was a sovereign matter". Without any supporting research, statistics or feasibility study, is it any wonder that some folks (perhaps many), are seeing the project as being developed for and with a totally different group in mind?

        So our country should suffer because a few people believe that NDP is going to spend millions developing an Airport for rich white people? Are we that dumb? Further, who do we want coming to the country, poor white people walking the street? When I listen to some people and read these blogs I swear......Why are we so afraid of this whole white man nonsense? We invest in hotels, nice taxis, nice restaurants to welcome poor people because we hate rich white people? Let us wait on the findings from the Airport. IF the findings show that no commercial carrier is willing to come then we can make our own assessment of the situation. The same thing we are blaming the Government for, some of us are guilty of. We are saying they're making decisions without information and facts and here we are doing the same thing. What leads us to believe that they are developing the AIrport for white private jet people, other than the fact that some people started the rumour? Why are we conveniently leaving out the part about VIP being the ones who started the Airport expansion works? Why are we not talking about when Dr. Pickering not once, but TWICE publicly thanked Hon. Fraser for bringing the expansion works to such a stage where he could pick up and keep moving? So when its popular, it's a VIP project that NDP stole. Now it seems unpopular, it's all NDP? I can bet next year this time if it's shown that the AIrport expansion will benefit us you will hear how VIP is who started it and a bunch of other nonsense. Let's be real here man, this stupid behavior gets us nowhere. A rich white man will always be a rich white man whether we like them or not, whether they come here or not, whether they use our expanded airport or not.

    "As a matter of fact, it has been confirmed that between November 7th 2011 the date upon which the NDP took office, and the end of year December 31st 2011, that within that short 7 weeks the NDP collected $53 million from the Financial Services Commission alone."

    "But not only that, the NDP was the beneficiary of another $22 million from additional sources during that same time period. In short, the NDP inherited $75 million from the outgoing Virgin Islands Party Government in 2011." This is a quote from Representative Fraser's National Address. 7 weeks AFTER the NDP took office they collected 53 million dollars and was the benefciary of another 22 million from additonal sources during the same period. This was not money that was left in the treasury this was money the country earned 7 weeks after the VIP left office. These are Mr. Fraser's own words. No one is fabricating this. Is he trying to make us believe that the VIP left this money for the NDP to Spend?

    According to the Government of the Virgin Islands Treasury Department Forensic Examination Report 2008-2011, in 2007 the National Democratic Party left a cash balance of 76 million dollars and found after they returned to office in 2011, that over a 4 year period the Virgin Islands Party had spend the 76 million dollars, spent all of the money in the reserves and had engaged in deficit spending of more than 75 million dollars. They had also increased the public debt by 41 million dollars and left a 51 million dollar debt to local contractors and other service providers. The United Kingdom, realizing the Virgin Islands Party government had brought the country's finances to its worst, prevented it from using the 15 million dollars borrowed from the Caribbean Development Bank for infrastructure repair. Surely the People of the British Virgin Islands remember this situation. It was a big campaign issue. the VIP had exceeded the borrowing guidelines. that was one of the reasons they were voted out of office. It is the NDP that the UK Government allowed to spend that money. No one is making this stuff up. It is there for anyone who is interested in the truth to find.

      You muat first understand the government budget system before trying to analyze what Fraser said. So let me help you.

      The government budget is based on recurrent revenue, and likewise recurrent expenditure, and more importantly, the budget year is from January to December. Now if you don't already figure where I'm going with this, I suggest you ask one of those hamburger flippers in one of your restaurants.

      And yes, that $75 million was inherited from the VIP.

        You can ignore the facts all you want. And try to defend the lies with your faulty logic. If the company you managed spent more than it earned you were spending borrowed money. If you were fired because of the deficit spending, the money the company earned 7 weeks after you were fired is money you left? The VIP really think BVILanders stupid. Then the new manager and the contractors you owed had to wait till the company earn more money to pay off the debt you left because the money that you claiming to have left was not enough.
