Increments yet to be paid to civil servants! Broken promises

- Central Government employees still awaiting the 2015 increments after being promised publicly by Premier Smith that they will be paid in 2016

ROAD TOWN, Tortola, VI- The Government employees who work daily to keep the wheels of the bureaucracy moving and help to implement the ruling Administration's policies have been shafted yet again.

Civil Servants have not been paid their increments from 2015 and there are reports that a few have been still outstanding going back to 2014.

Another broken promise to pay up

Under pressure from the Opposition, the Civil Service Association and the Media, Premier and Minister of Finance Dr The Honourable D. Orlando Smith (AL) announced on March 22, 2016 in the House of Assembly (HoA) that all increments owed to civil servants for 2015 would be paid in 2016; however, like many other broken promises, this did not happen.

Last year, the Smith Administration came under fire from Opposition Leader Hon Julian Fraser RA (R3) during the debate on October 31, 2016 to raise the salaries and allowances of two Junior Ministers- Hons Marlon A. Penn (R8) and Archibald C. Christian (AL)- while civil servants were owed increments for years.

Hon Fraser blasted the ruling National Democratic Party (NDP) Administration when he told the HoA “you have civil servants who haven’t been getting increments and police who haven’t been getting increments but you giving Junior Ministers a raise," Opposition Leader, Hon Julian Fraser, said.

The straight talking Hon Fraser went on to state in the same debate that he is still puzzled as to what are the duties of the two Junior Ministers.

We needed civil servants’ increment money- Premier

During the NDP campaign prior to the June 8, 2015 elections, Premier Smith had announced on May 12, 2015 that his Administration had to withhold payment of increments because the Government needed the money to do "other things."

“…We recognised that we had to be thrifty. Remember that our mothers thought us to be thrifty and not spend spend spend. And so we held back on the civil servants’ increments just for a little while because we needed that money....” said the Premier.

Another new promised to pay up

In a circular sent to all civil servants a few days ago via an internal email, the Government promised again to pay all civil services their increments for 2015 in early 2017.

It was Honourable Fraser who first raised this issue in 2012/13 about the civil servants increments and has been consistent in advocating for civil servants to be paid their due monies. It was again hammered home by now Virgin Islands Party boss Honourable Andrew A. Fahie (R1) on payment of performance increments for Public Officers in his January 24, 2015 speech at Capoon’s Bay Recreational Grounds on Tortola.

    A Contract Verbal or written should be honored.. The Question is..Are we in that financial vibrant State at present to be dishing out increments. The bigger Question is.. Would we ever recover from this financial doom...

    He keep telling lies but i guess we know who is the head of the household. " i have influence over my husband" so i guess we know why they were not paid their increments.

    The weak economy has caused lots of crime to manifest in this little nation including a record of robberies which has now led to death of one of our hard working citizen and I am blaming the NDP for developing this mess.

    Promise to pay the people who does the real work their increments but instead design money taking schemes to rip them off.

    So this is the 1000 dollar question here:

    How can you pay what you already thief?

    I never like accounts but it is clear that after the millions have been squabbled from the cruise pier project, the ripple effect is being felt from the shortage of money for years to come since the books can't be balanced.

    So here is the million dollar question now:

    How the hell are we going to get the airport expansion paid for?

    If this is the trend under these white collar criminals, we will be suffering for a very long time!

      Easy - the airport will be funded by a huge loan from the PRC (China) with all the built-in kick-backs that ALL of us will have to foot the bill for decades to come! The PRC will also fund the Prospect Reef re-development and supply all the fixtures/fittings straight outta Fish Bay via Shanghai!
      More 'local' millionaires will be made overnight and the shabby roads we have now will seem like a past dream as the Chinese will get that work in the long-term as we will be on their hook and indebted to them for life.

    Some departments in his ministry have neglected to even complete and submit performance appraisals for all of their employees for 2015. But I'm certain they've ensured that they themselves have been compensated for there lackluster performances

    Don't just blame the Premier, if the junior ministers didn't have self interest they would have never requested or accepted a raise over we increments. The whole NDP squad is of self interest. If they say anything different please ask them to get out your face. Time we all smart up and stop being used by Premier Smith and his National Denial Party.

    I think it would make much more sense to cut all Gov't salaries by 10%. This would be more than reasonable as the lazy, whiny gov't "employees" (can't say "workers", maybe "slackers") rarely put in more than 60% on a daily basis. Doesn't look like too many of them missing a meal either. New office chairs must be on order...again.

      @Belt. OMG. U hit the nail on its head. To add to what you said. They already getting 40 hrs pay for a 35 hr week of work. They get paid for their lunch hour . Then they take 11/2 hr lunch. Then in the morning at 9am they on the road hustling fo go to work for 830..This happening under both parties. So we see the Politicians are not capable of managing..

        Both of ya'll need to seriously just stfu! Not because a few engages in such practices means it's the majority. Grow some common sense. As a hardworking govt employee, I am insulted by these remarks. As I am one like many, who is swamped with work on a daily basis, go in early, work through lunch, and stay late (sometimes up to 8pm) to ensure deadlines are met. I also go to work on weekends periodically. In case you didnt know THERE ARE bad EGGS in EVERY ORGANISATION! Not just Government - as I have seen some bad practices in trust and private companies as well. But you don't see me on here blasting the ENTIRE private/trust companies. Ya'll are just sickening. I, like many others I know worked hard for our increments - and whether we get them or not, we will continue to work hard. I don't normally blog but your ignorance was hard to ignore. Like I said there are hard working people in goverment as well as trust and private companies. There are slackers in Government - just as in trust and private companies. Just remember that! What I do believe is that politics plays a big part in how swiftly disciplinary matters are handled within the public service - so slackers are allowed to vacation for too long. Trust and private may deal with such matters more swiftly as they have a no tolerance policy.

          What some persons don't realize is government workers are very much underpaid. They are expected to do more with less. In addition governments salary haven't been revised since 2005. You have persons starting to work with a BS degree making 28k tell me where else in the world you would find that. The employees must be demotivated yes if they only making coins. What is the director of HR doing?

      @ belt I agree with you them come in to work nine. Take two hr lunch and looking increment.

      Don't get me wrong it have some hard working people in government but out of hundred only 50 out of it.

    Increments??? For mediocre service? I'm sorry, I understand that working in the public sector is no easy task especially when your customers are not cooperative. But that's no excuse to serve the patrons in such manner.

    My two cents, train customer service employees in customer service and then when service improves, then pay out increments until then please do not waste my tax dollars.

    So how many are we talking about here? How many have been appraised (genuinely) and recommended for increment?
    Only they have cause to complain about non-payment. Increments are not a right unless in your contract terms and conditions. Sorry to say, but there must be a lot of non-performers in our bloated, over-staffed civil service, not to say that there are not some hard workers.
