‘I wish I was making $16K per month’ - Skelton-Cline

BAUGHERS BAY, Tortola, VI – While confirming that his company, Grace Consultants, is in receipt of a $16,000 per month consultancy contract from the Government of the Virgin Islands, commentator Mr Claude O. Skelton-Cline has refuted claims he takes home a $16,000 sum from the Government at the end of the month.

Second District Representative, Hon Melvin M. Turnbull, speaking during the September 29, 2020, House of Assembly (HoA) sitting, had revealed that Mr Skelton-Cline’s latest government contract was worth some $16,000.

He further questioned the purpose of the contracts issued to Mr Cline and what reports or updates were available for Grace Consultants, telling the House, “Because the only time you hear him is on the radio on Tuesdays and Thursdays.”

According to Mr Skelton-Cline, responding to the claims on is show, Honestly Speaking, on ZBVI 780AM on October 6, 2020, “One of the things that member for the Second [District] said is that I make $16,000 a month. That's an extremely misleading statement… Claude Skelton-Cline does not make $16,000 dollars a month, I wish I made $16,000 a month.”

Referencing the new contract, Skelton-Cline said it is not a ‘secretive clandestine document’, rather public information that is available in the public domain.

He further said personally, he does not make $16,000, given the money is taxed under his consultancy company. He further suggested that the $16,000 contract in fact is a discount for services offered to the Government due to the COVID-19 pandemic.

“As we currently sit, given the conditions, given what the country and the world is going through… even that particular from any previous contract has been drastically reduced because of where we are… and everybody is having to cut here and there,” he said.

In the past, Premier Andrew A. Fahie (R1) had said that Mr Skelton-Cline would be fired if he doesn't deliver on the promises of his consultancy contracts.

    Dear Pastor Cline as a pastor you should know better. When you go to the bank for a loan and they ask you your monthly income, will you say 16,000 a month or will you given them the figure after deductions. I let educate you Pastor because you know so much about everything and seemingly little about anything. You salary is 16,000 a month PERIOD.

    Technically CSC is correct since the monies are being paid to his consultancy, and may be further divested to cover business costs such as travel, telephone usage, and monies legitimately spent in the course of fulfilling his contractual obligations. He would assign himself a salary, and that (and that alone) is what he would declare as taxable income subject to deductions by BVISSB, NHI and IRD, etc. More likely something in the neighborhood of $4000/mo.

    Of course there are ways to increase his actual take-home beyond whats acknowledged on paper, through some clever accounting, but its the smart business-like way to conduct himself.

    I think the bigger questions, the REAL questions to be asked are...

    (1) What exactly are the expected returns for the $16,000/month that is being paid to Grace Consultants (and in turn to CSC)? What are the deliverables he was contracted to deliver?

    (2) What timelines were given for expected results?

    (3) To date, what has he produced so far that is quantifiable?

    (4) What were the returns received by the Government on his previous contract? Did they justify the renewal of his contract, at an increased rate (in spite of the purported "discount" given)?

    (5) Is there any conflict of interest whatsover in his being a consultant, advising the Government on various matters (which have yet to be revealed), and his ongoing public commentary and advocacy on various matters currently in the public sphere and actively being pursued by the sitting government? In other words, is he in effect being paid to be a public advocate for causes and issues the government either doesn't wish to publicly state, or are interested in pursuing but need to have the public opinion favorably swayed beforehand?

    These are REAL questions, and considering that the public purse (yours and my tax dollars) are funding CSC's employment, we have the right to know at least these basic questions. We elected (hired) the present administration to carry the country forward and to undo / not repeat some of the bad choices / mistakes of the previous administration, NOT to give their cronies jobs and no-bid contracts for vaguely defined roles.

    Transparency is what we need. The words and actions must match.

      at the end of the day it costs to conduct business....is he the owner and also the sole employee, or are there other people that work for his company and need to be paid a fair salary as well? and do businesses not pay taxes and incur operating expenses? just because my business may make 100k doesn't mean that I get 100k. business 101, separate business assets and personal assets. not trying to jump to his defense but i wish ya'll would be logical and reasonable sometimes.

        Get real. You have a company to minimise the payroll tax and social security . Companies pay no revenue or profit taxes in BVI. You pay yourself less than the company takes to pay fewer taxes but then have the company buy your car, your clothes, your meals out etc. Though you are supposed to declare this benefit in kind no one does.

    @Slim Jim. It does not matter if he takes home the $16,000 per month. The fact that he or his company is paid a gross of $16,000 per month is literally the same thing. When Government pays it public officers a certain salary a month, that is your salary and it does not matter what tax is deducted because by the law of the land, that has to be done. The salary when given takes into consideration all those things. How Skelton Cline $16,000 is disbursed does not take away that he or his company is collecting @16,000 from the taxpayers.

      You people are really fools to be analyzing the intended clever response, and he is silly to carry this further. He gets $16,000 before taxes like everyone else. It’s paid through a company but it’s his money. Let him say if he has employees if he will be honest. And what does it matter if he does? What services is Grace giving Govt for $16,000 per month is the real question.

    So he has this grand company and is only one contract he gets. So if the gov did not give him a contract the company would be dead. If he is running a vibrant company he should have another 4 contracts or this company only latch on to the goverment tits.
