'I haven't seen any victimization!' - Governor John S. Duncan

ROAD TOWN, Tortola, VI – Governor of the Virgin Islands His Excellency John S. Duncan OBE said that in the almost three months he has been in the Territory he has not witnessed any instance of victimization.

He was at the time sitting as a guest on 'Straight Talk', a radio programme aired on ZBVI 780 AM and hosted by Donald E. De Castro.

“I don’t think, certainly in my time here, I have seen instances of victimization. I have seen instances where politicians are not happy with certain aspects of service delivery and it is my role working with Deputy Governor V. Inez Archibald to resolve those problems and to try to make sure that the politicians’ desires are met and the just concerns of the public servants are equally taken into account,” he said.

“But as Governor don’t you have a responsibility to protect the citizens from the politicians, for instance this cruise ship pier project that going on. The vast majority of people have objected to it because we see in the long run it is going to be a disastrous situation?” asked De Castro, also noting that the landside development will see rentals that are out of reach for the ordinary person.

In response, Governor Duncan said that he does not agree that the project will be a disaster since there had been political consensus on the need for such a project.

“In terms of the landside development there is a careful balance to be struck there and I think that the Government is doing its best to achieve that balance. We need to build capacity in the local economy for people to be able to get into business and to sell products. We also have to [ensure] that we are catering to what this type of clientele wants,” he said.

He said he has spoken to people both here and in London with regards to the procedures regarding procurement for the cruise pier project.

“I am still looking into that matter. I am taking it seriously [as it is] a serious matter. And it comes back to your victimization issue. People want to know that they had a fair crack at tendering on a government project and we need to balance the needs of the small community and the needs of international standards of procurement,” said Governor Duncan.

    He living in a bubble like the NDP with his head in the sand...has he even spoken to civil servants? Those who were fired for no reason, transferred for no reason only for politics, and push out and dined promotion and others forced to retire??

        Any Governor that is unable to protect the civil servants and vulnerable people from the evil and victimization of the elected government is a failed governor.

    Is the governor aware of the history of corruption in BVI government? Or at least the lax enforcement of the laws? His starting point should be where the official (objective, sanctioned) audit left off. NO ONE has ever said a land side development wasn't needed. It is HOW is was to be implemented and what the long-term predicted issues are. He has been here only three months!! Has he looked into allegations of conflict of interest?
    I have absolutely NO trust in this governor on top of declaring the airport will happen. He is in the NDP pocket.

    This governor seems to be off to a bad start. My I suggest that he start doing his job by starting to promote the principles of accountability, integrity, transparency and value for money; to promote efficiency, fairness, equity and public confidence in the government of the DAY!

    Dedicate the entire show on towards citizenry.

    I agree with all the comments above. governor just reach. Deputy Governor and PS already filled his head with nonsense. Who else have he spoke to...of wasn't any public servants or else he would not have made that statement.

    He has not seen any vicitmisation. He can only judge by what he has seen in his time here, not in the past and only with the information that is presented to him. Once again, all the bloggers are making allegations about corruption and favouritism being shown by the Governor and making this the issue. It isn't.

    The issue you should be focussing on is the root cause - the actual vicitmisation, the actual corruption. Instead you are all in here complaining that someone (new to the island) hasn't yet seen it. It's time fot Virgin Islanders to grow up and look at the real problems and stop the (easy) blame game.

    The governor is correct, it is a good answer. He cannot be expected to be caught off guard with these veiled questions . What if he answered yes do you know the can of worms that would unleash. For now nums the word, he has his job and by golly he must act the part "diplomatic". BTW would any of you want your business be put out on the street for all and sundry? Heavens no!

    I think that all civil servants should get together and write to the. FCO and request that Governor Duncan appointment as Governor of the Virgin Islands, should be cancelled , and he go back to the UK immediately. This gentleman has failed in his assignment before he even start. He has started off on the wrong foot, victimizing the people that he is to protect. So sad. Good bye Mr. Duncan, and the NDP will get their boot next year God spare life.
