SEA COW’S BAY, Tortola, VI – Third District Representative Hon Julian Fraser RA has released a statement to the media to dispel what he described as the inaccuracies being peddled in a report by the Auditor General on the Sea Cow’s Bay Harbour Development Project.

“I think it was essential that I made a release to the public in order that the misconceptions that are in the report from the Auditor General can be pointed out and the air cleared so to speak, on my position on that particular project,” he said in a comment to this news site yesterday September 15, 2014.

“I have absolutely nothing to hide with regard to the project and it was done totally within the policies and procedures of the Government and I wish for it to be complete when all the records are found,” he said.

In the press release, Hon Fraser is puzzled at the seeming urgency by the Government to release the report, laying upon the Table of the House of Assembly a mere 15 days after it was completed.

“This timing and haste is in direct contrast to the Auditor General’s Report on the Cruise Ship Pier which was submitted to the National Democratic Party Government January 31st 2013 but refused to have the said Report tabled in the HOA until pressure was exerted by the Opposition and the Report was finally laid some 14 months later in 2014,” said Hon Fraser.

Noting that the report seeks to shift the focus of attention away from the reports from the Auditor General and the Public Accounts Committee on the cruise pier project, he said that the Sea Cow’s Bay harbour project report is one that the Government is seeking to use to poison his character.

“As presented, the report is inconclusive based on the fact that a number of pertinent documents and files are yet to be located and reviewed by the Auditor General. Given the many deficiencies, it is safe to speculate that the SCBHDP report would be completed by the Auditor General once the reportedly missing documents are found within the offices and departments of Government. Failing a corrective report by the office of the Auditor General I would assume that the said report would be submitted to the Public Accounts Committee for the conduct of a study and subsequently the preparation of a report to be tabled in the House of Assembly (HOA),” Hon Fraser said.

In the statement, Hon Fraser went on to make a point by point deconstruction of the Auditor General’s findings and gave relevant details that he had given during last week Thursday’s Sitting of the House of Assembly.

“Notwithstanding any of the aforesaid statements, I am prepared to review each of the recommendations made by the Auditor General and if not being implemented already I am prepared to adopt those that are in conformity with the rules, laws and spirit of our development policies,” concluded Hon Fraser in the statement.

    I wrote something similar (but far less detailed because characters are limited) in a blog on another website who ran a story yesterday. They chose not to publish it. Based on the fact that they only published three comments, my guess is that there were a LOT of unpublished comments for that particular story. I trust VINO has more integrity as there was certainly nothing slanderous in my comments.

    Basically all I wanted to say was thank you to Mr. Fraser for his comments and for making his position clear.

    The people are being inundated with all kinds of stories containing accusations of political impropriety from BOTH sides of the floor. As a result, many of us are having serious doubts that ANY of our politicians are worthy of our trust.

    At this point, I honestly have no idea who I will vote for because I simply don't know who I can trust. This atmosphere of distrust has been created by our POLITICIANS and has become so pervasive that I don't think I am capable of trusting ANY of them.

    Each side claims they have done nothing wrong, while the other is busy calling them liars. I would like to believe that none of them have done anything that could be construed as dishonest or illegal, but that is likely naivete on my part.

    Just this morning, one minister has gone so far as to liken Mr. Fraser to Satan! Good lord! Politics in the BVI has gone to the dogs. The vile things that come out of "some" minister's mouths is simply over the top and quite frankly, unforgivable. Whatever amount of respect I had for that minister has been completely erased in one fell swoop. He has gone too far. Who does he think he is likening another man to Satan?

    I have never been a fan of Mr. Fraser. I won't go into the reasons why, but suffice it to say that humility and accountability have not been not been his strong suits. He hasn't been known to "own" his mistakes.

    However, I would NEVER compare him or anyone else to Satan or Jesus and believe that (deep down), Mr. Fraser is a good person. Misguided at times perhaps and certainly fallible, but innately good.

    I hope with all my heart and soul that the Governor will launch a Commission of inquiry into BOTH the Pier Project and the Sea Cow's Bay project so that the PEOPLE will finally be privy to the truth.

    It has become crystal clear that we can't take our elected representatives at face value. As a result, I would prefer to rely on an educated third party with access to the FACTS to let us know who REALLY has best interests of the PEOPLE, foremost in their minds.

    Until then, I am not sure I will bother to vote at all. While all of you (politicians) are busy mud slinging, you are certainly not doing what you are being paid to do. Please STOP!

    Governor Duncan, please help. The interests of the people are getting lost in all this nonsense and we desperately need to know the truth. Can we trust our politicians or not? Do we have major problems within the governmental systems that might allow trusted individuals to abuse our trust? If so, what can be done to ensure these things won't ever happen again?

      My only wish and hope is when Julien Frazer becomes the new Premier after the next elections he does not operate from under either of those umbrellas like how the Dr. Smith people are doing it or be a puppet on a string for the corrupt wealthy and some politicians (corrupt by default).

    You keep drawing attention to yourself, much like the minister of the 4rth. Both parties, indeed the two leading ministers of the 3rd and 4th are symptoms of a bigger problem-- permits are to be gotten BEFORE work begins; There needs to be a paper trail for documentation; plans are to be PRESENTED TO THE PUBLIC and published if possible. (I would like to see this so people can see what is happening); NO ONE IS ABOVE THE LAW.

    Both parties think their ministers are kings of their little kingdoms and can do what they want; Complying with what the Audit says for SCB at this point is just a formality. Much of the damage is done . I do believe that this was brought up to take the heat off of the cruise ship dock, but it just points out that procedure needs more lawful oversight and if not in compliance, someone needs to be made accountable- fired or jailed. This is what our government as a whole has come to. Self-interest and competition.

    Mr. Fraser who everybody done say will be the next Leader of the BVI will be on show throughout his tenure. With the Sea Cows Bay Harbour project now behind you the BVI will be watching to see what strategies he will bring to the table which can differentiate him from those who presided before him, like Dr. Smith.

    There are serious issues affecting the BVI right now and one of the main factors is crime and violence. Fraser continues to make promises so lets us give our support to see where this new dawn takes us.
