Hon Walwyn cries over ‘premature’ HLSCC accreditation announcement

- Dr Karl Dawson’s confirming of the accreditation ahead of him is disrespectful, according to media reports

ROAD TOWN, Tortola, VI- President of the H. Lavity Stoutt Community College (HLSCC) Dr Karl Dawson, who was pivotal in ensuring that the college gains accreditation status, has found himself facing the wrath of Minister for Education and Culture Hon Myron V. Walwyn after he reportedly confirmed the news to the media ahead of the minister.

Dr Dawson, who contested the June 8, 2015 general elections where he received the fifth highest votes as a Territorial At Large candidate, is currently on leave from HLSCC and is expected back next month.

Hon Walwyn takes issue with Dr Dawson

According to media reports on June 25, 2015, Hon Walwyn claimed he was still to be officially notified of the college being granted accreditation status but he was disappointed that Dr Dawson had confirmed the accreditation ahead of him, which he reportedly said was disrespectful since there is a protocol regarding such announcements.

Dr Dawson, when contacted on the matter by this news site, said he wished not to offer a comment.

Accreditation was always expected

It was in the year 2012 that Dr Dawson had set out on a mission to have the institution become accredited by the Middle States Commission on Higher Education. The process saw the Commission visiting and scrutinising the college and making an independent review based on their findings. The college was also required to do a self-study report.

The news of the college being accredited comes two weeks after Acting President of the HLSCC Dr Bryan Penn had announced that the college was closer to achieving that goal.

In his address to the graduating class of 2014-2015 on Thursday June 11, 2015 Dr Penn said the college is currently awaiting the Middle States Commission on Higher Education’s decision regarding its accreditation bid.

“The college has submitted a comprehensive self-study report that highlights its compliance with the fourteen best practice-oriented standards. A team of peer-reviewers visited the college and interviewed the Board of Governors, and members of the Administration, faculty, staff and student populations…the contents of our self-study report, and the supporting evidence we provided,” Dr Penn had reported.

He also noted that it was after comprehensively scrutinising the college that the visiting team concluded that the college appears to be in compliance with all 14 standards. They also provided recommendations and suggestions for improvement.

“Next, the Middle States Commission will independently review all evidence and findings, then decide on the college’s accreditation status, later this month,” Dr Penn had said.

According to Dr Penn, looking towards academic year 2015/2016, much work will be done relative to the HLSCC Strategic Plan, and the Middle States Commission’s Recommendations and Suggestions.

Efforts to get a further comment from Dr Penn were not successful.

What is accreditation?

Accreditation is a process of external quality review used by higher education to scrutinize colleges, universities and higher education programmes for quality assurance and quality improvement.

Accreditation status indicates that a college, university, institution, or programme meets the standards of quality set by the accreditation organisation, in terms of faculty, curriculum, administration, libraries, financial well-being, and student services.

The HLSCC was granted the status of Candidate for Accreditation in June 2012 by the Middle State Commission on Higher Education (MSCHE), in Philadelphia, USA.

      There is something wrong with us. DR. Dawson is fully aware of what such obtain in these matters. What he did was wrong. First, he's on vacation and there is an acting president. Secondly, it does not matter who the minister is, accomplishments like this must be made known to the government first. Lastly, the government is the biggest source of funding for the college, and was disrespectful what DR Dawson. What was the purpose for announcing it in this manner, it was not event an official statement from the college. It is actions like these that can get him fired.

    If I know Dr. Dawson well I am sure he spoke with his Board chairman as soon as he got the information and was advised. Dr. Dawson don't fight any battle with this man "leave him to the foot of the cross." It seems as whatever you do you cannot win under his reign.

    I will want to believe that the HLSCC is a statutory body. Yes he is the minister of education but not everything that the college does, they must run and inform him, they are called statutory because they are and should act independent of the ministry and I do find sometimes that these ministers wants to have too much say in statutory bodies affairs

    Although I agree with Myron in principle, instead of handling the matter behind closed doors he chose to air the dirty laundry. Now of instead of us celebrating this great accomplishment the story is now about his beef with Mr Dawson.

    just a quick question: is this matter about the betterment of our people or to inflate the myron's ego...Mr Dawson did a great job for his country now the minister having issues...this is about advancement of this territory and elected officials must understand this: the people put them in office to work for them not for their self gratification..... clam down Mr minister??!!!

    Portal yes but if I know Dr. Dawson enough he would not have said any thing until he had spoken to the chairman of the college. So if this is the way it was done the chairman of the board should also be blamed.

    If Mr. Dawson was such a great man, Why did you all voted for Ronno and Archo ahead of him. I voted for him. I knew he was a great and honorable man....This is just a country of talk, talk, talk, and confusion.     Myron just vex that this announcement takes away from him being able to announce it and receive some of the shine. It makes Dawson look good in the public eye and it also makes it hard to hinder Dr Dawson from returning as president of the college after he spearheaded such a great achievement.

      But do not agree. There have been many announcements made by statutory bodies and departments and ministries that were not done by a minister. All I see here is that as highly Dawson elated and wanted to share good news. Remember sometimes that open book that goes viral tends to open the books of others as well

    Come on Walwyn I getting sick of you bickering. This accreditation process started way before you became Minister. Instead of looking like an idiot you should have just congratulated the President & Facility for their hard work. Mr. Dawson is a good hardworking honest & honourable man. Only since he ran for office people trying to put him down.
