Hon Penn 'trying to taint & block legitimate assistance' to people - Hon Wheatley

- said Opposition Leader only criticising COVID-19 stimulus package 'for the sake of heaping scorn'

ROAD TOWN, Tortola, VI - Minister for Natural Resources, Labour and Immigration, Hon Vincent O. Wheatley (R9), who also has oversight for Social Security in the Virgin Islands, has fired back at Opposition Leader, Hon Marlon A. Penn (R8) for questioning how the Government was able to source money from the Social Security Board (SSB) to fund its $62.9M COVID-19 economic stimulus plan.

"It is clear, firstly, that the plan presented by your Government is indeed a solid plan, and that the Honourable Leader of the Opposition knows this. That is why he tried to claim credit for elements of your Government’s plan," Hon Wheatley said in a statement published this afternoon, June 2, 2020.

Explain SSB 'Grant' funding - Hon Penn 

Earlier today, Virgin Islands News Online (VINO) carried an article where the Opposition Leader raised concerns about the SSB money being pumped into the stimulus plan.

"I am; however, concerned that most if not all, of the $62.9M of funding for this plan is coming from our Social Security Board. I am even more concerned that this is being termed a grant," Hon Penn said while questioning the legality of the funds and its long term sustainability.

Hon Wheatley has responded, calling the statement erroneous, misleading and sensational, "unable to find any substantial grounds for criticism of your Government’s solid plan, the Honourable Leader of the Opposition, just for the sake of heaping scorn on your Government’s good work, has opted to go out on a very long, weak limb to question the legality of the issuing of a grant by the SSB."

'A campaign of mischief' - Hon Wheatley 

Calling the rant from the Opposition Leader 'a deliberate nature of his campaign of mischief', Hon Wheatley said it is not unprecedented for the VI Government to receive donations towards public projects.

"On a very regular basis, donations are received for projects such as school repairs and purchases of various types of equipment. These donations have come from private individuals, corporate entities and other types of organisations, including the SSB... it is not unusual for the SSB to issue donations. The SSB has been issuing donations for decades."

The Minister pointed to instances in April where the SSB partnered with the local Rotary Clubs to donate $25,000 and raise a total of some $50,000 for the Family Support Network (FSN) and then donated some $500,000 to a public body, the BVI Health Services Authority (BVIHSA), to address needs in the COVID-19 pandemic.

"Is the Honourable Leader of the Opposition saying that the SSB was wrong to make this donation to the needy?," Hon Wheatley questioned while making reference to monies given to FSN. 

Opposition Leader has 'short memory'- Hon Penn

Further, Hon Wheatley said on December 19, 2017, the SSB used its funds to purchase shares in the National Bank of the Virgin Islands, while Hon Penn was a member of the then Government.

"Why is the Honourable Leader of the Opposition trying to taint, and block legitimate assistance from reaching the BVI citizenry in their greatest time of need?" Hon Wheatley questioned while accusing the Opposition Leader of having a short memory and asking what agenda Hon Penn was trying to achieve.

"Is it not peculiar that for all these years and all these past donations, all of which were publicised, the Honourable Leader of the Opposition has had no query and no concerns?"

      Mr. Penn is CORRECT! You cannot give away people's social security money! I can see if they used it as a loan, where it had to be paid back and gain interest on the money, but to give it away is criminal! This is a lot of money and who is going to give the people who paid into this when it is their time to get paid when they come of age. No No No, I don't agree with this and Mr. Penn is absolutely correct.

      Why are you so eager for curfew to end. Yes we have no current cases but you have to remember over 300 residents will be returning to the BVI. I’m sure half won’t follow the quarantine measures that are set in place. Therefore the curfew need to remain in place for at least another 3-4 weeks.

    This is not 25k or 50k. This is 50 million dollars that supposed to take care of future retired people. There is no mention of how it will be replaced. That is not a solid plan at all Wheatley. Marlon is right to question these parts of the plan.

    Why is money being granted to each minister for people in that district. I mean, how does it work. Who will be keeping the records. Will a committee be set up in each district to help to manage this operation. And by committee, I mean people who properly represent the interests of all the people residing in the district, whether from down island or up island or a rock or a dry place or an iceberg or a continent. Will a register be set up that is accessible by all committees of all districts to ensure there is no duplication of assistance. Is there a specific process for example requiring proper identification of persons making requests and any further proof that is required. What is the checklist of requirements in order to benefit from this fund. Will they be given assistance on how best they should manage the assistance. If jobless, will they also be required to seek employment through the department of labour. Should labour provide evidence that they are registered with them and are actively attending the department every week to look for work through a documented process. Questions.... Answers?

    Hon. Penn I agree with you. I was totally lost when I heard that the Government was taking 40 million dollars from the social security board as a grant not 1 or 2 million 40 million dollars. Because this is the people money, no board should have the authority to do such a thing without consulting the people. With the economy looking so grim, less people working a 17 million housing project that they say for low income people, there is no way low income people can afford one of those units when you calculate the cost, unless it will operate on a loss. how is SS going to recover that money, to make matters worse the Premier said they want to start unemployment benefits with out increasing the contributions to SS. Please do a study before making such comments, because the suggestion to decrease contributions to 7.5% and 1% to unemployment benefits make little sense to me if you want SS to be sustainable

      Were the people consulted when $15 million dollars was taken from Social Security Board to pay bad debt for the national bank of the Virgin Islands which is still feeding off social security board to survive? No wonder the ndp did all kind of thing and didn’t tell all you ungrateful.

    Why the talk about the social security money. How many persons died and left their money at socai security. Look at it this way when we died I don't see any money in the casket. The government had a study done on the matter. You people talking about how the money will be replaced. Ask Marlon how the 40 million for the sewage is going to be replaced. Marlon please to work with Fahie government and stop being a pest.

    I agree 40 million grant no means of paying back. What come December Social Security will send out a letter for contribution increase for January 1, 2021.

    That is the only means forward to replace that money increase of contributions

    We the people of the BVI cant we see when any Caribbean country have a disaster SSB give away money to those countries no noise is made but now to help the same people that put the money in the fund you are making noise think for yourself and don't be fool government give away 7.2 mil no noise from the now leader of opposition wake up and smell the coffee
