Hon Fahie blasts NDP Govt for 4 Accts. General in 3 years

CAPOON’S BAY, Tortola, VI – Representative for the First District Honourable Andrew A. Fahie said the fact that the National Democratic Party (NDP) Administration has had four Accountants General in just three years speaks volumes for their financial management of the Territory.

He was speaking on Saturday January 24, 2015, during his delivery of his First District Annual Report at the Capoon’s Bay Recreational Grounds.

“In three years, this Administration has had four Accountant Generals and a fifth is yet to be named. In any business where the Head Accountant flies the coupe so often then something is drastically wrong with the financial management of the company,” he said.

Following the 2011 general elections that brought the Dr. Smith-led National Democratic Party government to power, Mrs Kharid Fraser, wife of Third District Representative Honourable Julian Fraser, was removed from her post of Accountant General without reason, a move many labeled as political victimisation.

Ms Anna Rabsatt was then named Acting Accountant General. However Ms Rabsatt was sent home under the Government programme of ‘take your vacation days or lose it’.

She was expected back from vacation leave by April 15, 2013. However, it was announced that “Ms. Rabsatt has been reassigned to the Ministry of Finance and has yet to decide whether she wishes to return to the Treasury Department at the end of the exercise after she completes further academic and professional studies…”

An Anguillan consultant assigned to the Treasury Department Kalleesha C. Mendie became the new Acting Accountant General of the Virgin Islands.

In August 2013 Dr Sandra M. Besson was confirmed in the post of Accountant General of the Territory. She tendered her resignation on December 2, 2014. The Government in a statement said that Dr Besson’s resignation was for personal reasons.

The Accountant General serves as the Government’s Chief Accounting Officer operating under the direction of the Financial Secretary, in accordance with the Public Management Finance Act (2004 and amendments) and the Public Management Finance Regulations (2005).

The senior post is also responsible for the overall administration and activities of the Treasury Department and the Officer is expected to provide appropriate accounting arrangements for each of the Departments across Government.

The Account General is also responsible for Government’s accounting standards, systems, policies, procedures, controls and risk approaches to ensure the safeguarding of all public monies and securities.

The Accountant General is a government job with a salary in grade 17 with a range of $62,900-$92,150 per year.

    We will not dare hire or keep searching for the right people for the job!

    I do not always agree with the views of this EdiAndrew fahie However, I believe that the concerns expressed by him regarding the 4 Accountant Genral is serious and tells the tail of the NDP

    That's Politics Mr. Fahie...When you get in, if VIP gets in, you will have your chance---Hope you would be willing to work with someone undermining you, someone you don`t trust and feel very uncomfortable about.---Hope you will have courage enough to attached a Hospital administrator to the ministry to run the Hospital and done with that damn board too much people getting easy money, thinking they are Gods and its getting worst, ---I am sure you know and understands that govt Hospitals and Schools are govt institutions that offer professional services to its people for little or no cost, these are subsidized entities, a govt obligation to its people,----- Hope you would be willing to make the adjustment on the Port project that you have been advocating for without stopping it ( we need the Port)--- To be honest, "NDP seems to be the more courageous party".--- I am waiting to see who would stand up to these churches who doing nothing to advance the community neither in the reduction in crime or morally and get us a Casino at the Port. (Make an exemption to the gambling law just for the Port Casino) Who will solve the water and current supply issues?-----I am waiting and watching !
