Hon. Christian calls for death penalty, blasted UK for its abolition!

ROAD TOWN, Tortola, VI - It was on May 12, 2017, during the continuation of the House of Assembly (HoA) that Hon. Archibald C. Christian (AL), the Junior Minister for Tourism questioned whether keeping the death penalty on the Territory's books would have been a good deterrent for crime.

The second term politician said that the abolition of the death penalty was another Bill handed down to the Virgin Islands (VI) from the United Kingdom while he was debating the Secure Search (Beneficial Ownership) System Bill 2017, as two other Ministers of Government claimed the Beneficial Ownership Bill was imposed on the VI by the UK and there was "nothing we could do about it".

Low murder rate with the death penalty- Hon. Christian

In 1991, the UK Government abolished the death penalty by an Order in Parliament that extended to Overseas Territories including the VI. However, Hon. Christian told the HoA that when the death penalty was on the books the murder rate was low.

While acknowledging that the Human Rights advocates will have a "different perspective on cruel and unusual punishment", he asked, "what about people’s right not to be killed?"

Many residents over the years have expressed similar views that the death penalty was a deterrent to having a low crime rate. Over the past six years, the Virgin Islands have been rocked by high crime, especially murders.

In the year 2017 thus far, there have been some five murders in five months, four of those were from guns. The National Democratic Party has come under fire not only for financial mismanagement, but its inability to have a crime-fighting strategy, and lack of funding for the police and the court system.

A few months ago, the United Kingdom appointed Governor John S. Duncan OBE made history when he imposed direct rule by stripping the Minister of Finance Dr. the Honourable D. Orlando Smith (AL) and the HoA of their powers to determine how monies are spent via the Budget when he invoked Section 103 (b) of the Virgin Islands Constitution.

Governor Duncan, who is on his way out, took some $1.8 Million from the Consolidated Fund and gave it to the Police, the Court system and to hire QCs, from his homeland, the United Kingdom.

    He complaining about the wrong thing. Since 1991 we had to accept what the UK passed down. We can't do anything about that. What we can do is control the crime by dishing out stiffer penalties. Also, witnesses need to speak up. Even if we had the death penalty, if we don't arrest and charge anyone, what use is it? Stop blaming the UK.

      Very good comment, the death penalty was a deterrent but times have changed where the court system is corrupt and incompetent.

      Ambiguous Laws by Law makers have allowed Criminals to appeal all the way to the privy council and supreme court based on nonsense and technicalities that happened at the high court level.

      But we need to take control of our justice system , our prison and be tough on crime and criminals. The problem is that most criminals are not afraid of the life in balsum ghut.

    I agree. The death penalty is a deterent. We have to work with what we have and make it work... Politicians are the problem.. The rich get away with big crimes while the poor goes to jail for every little thing..Think if this....Anger and frustration.... Comes from oppression and disrespect..

    Our judicial system is a joke. The police catch the people, charge them and if they get sentenced at all (due to claims of lost or corrupted evidence) it is the bare minimum. Even when we had the death penalty, when was the last time it was enforced?

    The only thing bringing back the death penalty would accomplish is that murder charges would never be laid against any BVIslander in the first place. Murderers would be charged with some stupidness like aggravated manslaughter instead. You gonna tell me that a juror would actually vote for their cousin to hang? Not gonna happen here mehson. Not nevah!

    Hon. Archibald Christian is who need the Death Penalty... a supposedly man of God here talking p*$s bout death penalty.... Are we all GOD now.... We dictate who lives and who dies now.... Yes murder in the VI has risen but we are not even on the scale to bring back the Death Penalty.....Your court system already cant do their jobs... number one they locking up and charging the wrong people half of the times... that means you will be killing the wrong set of people while murders and thieves still walking free in society. Hon. Christian please open your eyes and your ears and stop talking out your ****. You and that motion need to go sit the hell down!!!!!
