ROAD TOWN, Tortola, VI - There will be two days of heated debate when the Second Sitting of the First Session of the Fourth House of Assembly (HoA) in the Virgin Islands (VI) continues on Thursday, April 25, 2019, at 10:00am at the Assembly's Chambers in Road Town, the capital city.

The 2019 Budget is expected to be passed by Friday, April 26, 2019, according to Ministry of Finance officials.

SFC Private - Hon Willock

The Members of the whole House met last week in Standing Finance Committee (SFC), however, the SFC proceedings are private, according to HoA Speaker Hon Julian Willock.

It was noted, however, by Hon Willock that “a report will be made available to the public once the Appropriation Act 2019 is passed and signed by the Governor.”

This will be the first budget of the 8-week old Virgin Islands Party (VIP) Government, headed by Premier, Hon Andrew A. Fahie (R1), who is also the Minister of Finance. Hon Fahie, the popular leader, noted that “this is a transitional budget” in previous press statements and in his 2019 Budget Address.

It was on February 25, 2019, that the VIP swept to power. They took the four Territorial At-Large seats, along with the four districts [1, 5, 7, 9], to receive an 8 to 5 majority in the 13-seat legislative HoA.

The Hon Fahie led VIP defeated the National Democratic Party (NDP) regime led by the controversial former legislator Myron V. Walwyn [2011-2019], who lost his own seat and is currently under investigation, according to police, for a small wall built in 2015 around the Elmore Stoutt High School (ESHS). The small project had a price tag of $1.6M.
