'Guy Hill the most qualified for post!' - De Castro writes to Premier

ROAD TOWN, Tortola, VI – Radio talk show host Donald E. de Castro has written Premier Dr. the Honourable D. Orlando Smith asking him to reconsider what he believes to be the pending replacement of acting Chief Immigration Officer Guy Hill.

“He has been appointed to act for a year and his extension will be ended on September 30, 2014. As of to this date there is no word whether he will be appointed or not. But the rumours on the street is that there are some other people being considered,” said de Castro in a comment to this news site today September 10, 2014.

“This is the first time we will have someone with real qualifications,” he said. “But you see he works according to the law and they cannot control him,” he said. “The always got controversy with anybody who follows the law,” he said.

“We need qualified people…we don’t want politically appointed people. These are non-political jobs,” said de Castro.

“It would be shameful to lose that kind of person. And writing to Dr. Smith himself just like that won’t mean anything so I am publishing it for people to see. I sent a copy to the Governor so we are hoping that we get some kind of reaction,” said de Castro.

Dear Premier

I am writing to you as a concerned citizen of this Territory regarding what can, and maybe, a big and disastrous situation that is possible to affect the citizens, belongers and other concerned residents of the Virgin Islands.

I am referring to the fact that we are all aware that the present Acting Chief Immigration Officer, Guy Hill’s appointment will expire on September 30th. I have reasons to suspect that his appointment will not be confirmed as Chief Immigration Officer but will be transferred to another department so that the present Acting Deputy Chief Immigration Officer or some other individual will replace him.

I am hoping and praying that this suspicion is not true. It would be unfair to show such disrespect to the people of this Territory, as this is the first time in about thirty to forty years that we have a person in this position that is fully qualified to hold the position.

I would want to believe that you are aware that he has spent twenty five of his twenty seven years of government service in the Immigration Department. In addition, when he took a course in Criminal Justice at the University of Texas, requirements of that course were training by many Federal Law Enforcement Agencies.

When I read the Vision of the Department of Immigration, the action being contemplated by your ministry there seemed to be a conflict. The vision reads as follows; “By 2011 The Immigration Department will be comprised of highly trained and motivated officers, utilizing advanced technology in providing exceptional services to the Public”. What year this vision was published is not known to me but it was sometime before 2011 and it is now 2014. It is now a known fact that we do have an Individual at the top at this time than can finally accomplish this goal if it is not yet accomplished.

Let me remind you of some of Mr. Hill’s qualifications and training. U. S. I. N. S at San Juan. Passenger Analysis Training; U. S Drug Enforcement Agency, Surveillance Operations; U.S. postal Inspection Service, Investigation; U.S. Immigration & Naturalization Service, Criminal Investigation; Federal Bureau of Investigation, Conspiracy Investigation & Overview; U.S. Internal Revenue Services, Financial Investigation; U.S. Border Patrol Border Patrol Administration; United States Coast Guard, Search & Rescue training; ROVERTECH International Inc. (Security & Detection Consultants) Observation al techniques & Behaviour Analysis; Bond Solon Training, Court room Testimony; Immigration & Nationality Directorate, UK @ Antigua, Regional Immigration Training (OECS Officers); Multijurisdictional Counterdrug Task Force Training, Interview & Interrogation; 3M Canada, Border MANAGEMENT System Training; Federal Bureau of Investigation, WMBT training; Skillpath Seminars, How to Excel at Managing and Supervising People; Canada border Service Agency, Fraudulent Document training; U.S. Immigration & Customs Enforcement, Forensic Document Lab seminar; The Protocol School of Puerto Rico, Protocol & Diplomacy Training; Attorney General’s Chambers (Virgin Islands), Human Rights Training Seminar.

And his Performance Appraisal at the Immigration Department from 2009 until mid-2014 ranged from 2.50 to 2.63. His overall Performance rating for each year is recorded as “Exceed”.

I am making this letter public so the Citizens of this Territory can be aware of the caliber of the person that is being considered to be replaced. I could never understand why Governments of this Territory are always ready to replace people that do their job based on the Laws of The Virgin Islands.

I am hoping and requesting on behalf of all concerned persons that you re-consider your intention, if it is at all true.

    I dare say that I too believe the government will not confirm Mr. Hill to the position. There are those in management positions within government, more specifically the Premier's Office including the present premier who on a daily basis seem to either not understand or care that the Immigration and Passport Ordinance of the Virgin Islands are the group of laws that govern the decisions and actions of officers. Yet each day these same leaders would call the very officers who took an oath to enforce the laws, and instruct them to reverse a decision to benefit someone who would have broken the law.
    Mr. Hill is a man of integrity and would challenge such a directive (respectfully) and so because this does not conform to their agenda, I fear they would replace him, but that would be another sad day in the Virgon Islands.

    I totally agree. This man is the only hope right now for this very important department. Mr deCastro you are so right - we no longer care about who is best for a post or what is best for the country - sometimes we just want that person who will ask you how high when you tell him to jump. I will fold my arms and see the political games they will play with this post just because the man goes by the law and because those people who we vote in there busy looking for and trying to keep friends who really don't care about them or the country. These Ministers are something else!

    Keeping mr hill at this position permanently will change all the wrongs of the country in terms of appointing people to the positions that they should not hold. This culture needs to do the right thing all the time not some of the time.

    Mr. Governor, please ensure mr hill is not hired as the chief immigration officer. Mr Hill's outright bias' are personal and overtly displayed. The fact the "acting" status has been ongoing for so long is an indication not all is well with the individual taking up this post.

      'Like him or hate him one thing about this man is he goes by the "LAW". Your comment indicates that you probably wanted Mr. Hill to step outside the law for you , one of your friends or family members and he wouldn't entertain your foolishness. It is people like you why this country cannot seem to get any better. Go sit down and hush. This man is more htan qualified, has the experience and integrity to do this job. I along with the majority of Virgin Islanders fully endorse Mr. Hill for this job.

    Guy will get the job. The Government cannot be so foolish to play games with this one. The man has put in his work, give him his due. He's a qualified BVIslander who waited his turn and now it's time. Many don't like him because he does not wiggle or bend when it comes to the Law, but someone has to do it. Laws are meant to be enforced and he's one straight shooter.

    What a lot of these Immigration Officials should understand is this: there is a compassionate and thoughtful aspect to a job of this type- Guy Hill has a very cold and unreasonable side- that alone in my mind disqualifies him fromn the post- at least Jennings showed a heart- and Jennings was approachable- GUY HILL IS CERTAINLY NOT AN APPROACHABLE MAN-

    Some may say Mr. Hill is unapproachable and has no compassion and there are those who have no problem with him. I think once he was appointed to act for a year the days of breaking immigration laws were over. Too many people overstaying without time or work permit and getting away with it. People who uphold the laws of this Territory are watching and see how politicians intervene and the red carpet is laid out for over-stayers and they carry on as if no law has been broken at all and are allowed to stay with no consequences.

    As for appointing the acting deputy chief that would be a grave mistake because government going to have he like a "puppet on a string" after those who breaking immigration laws run to them with their half truths and playing the friendship card. All he going to do is rubber stamp and sweep everything under the carpet. The territory does not need that.

    the only good reason guy should be in is because he is a local. but this man has been very, VERY arrogant towards me and my children. He allowed the power he has to get to his head and only assumes that power to flex…. but he is like a child playing with a gun. I will not disclose on this forum the exchange he and i had but i can say one thing for sure is that he does not seem to be competent in the field to which he is playing. He approaches every situation as if it is of wrong doing and malicious intent, without realizing that his nasty and unkind demeanor can cause people to appear as though they have something to hide…… he doesnt see that by applying pressure to people who dont know if they will be able to reside in the bvi or pack up and ship out can cause them to be stressed and dysfunctional. He needs to be more helpful and understanding…stop poking holes trying to find the faults in people and follow the guidelines, leave your nasty character at home and put on your people's cap atleast when in office.

      The last thing we need in immigration is someone trying to be "more helpful" towards the people they are questioning. Someone has been far too "helpful" in allowing people to enter wrongfully and to overstay in the BVI.

    I was once a strong supporter of the current government, however the way things have been unfolding I have taken a step back. The lies the and deception are too much. I too have seen first hand how when you try to do what's right and it relates to your post and what's legal, you are not regarded as a team player and soon removed of relocated. This has to stop, and stop it must.

    Mr. Hill has good intentions and is a law abiding citizen . However there are certain traits that one must possess when it comes to Immigration. He has most but doing your job with modesty and humbleness is a trait that he lacks. What I will say is sit with him explain the concerns and turn him loose. If he come up short send him home but don't send the man home for doing his job. We the people of BVi are intelligent but our attitude is what kills our altitude in the work place.

    Hill is an enforcer not an administrator - You can't do everything by the letter of the law. If someone wants an extension on his tourist visa and they have money to sustain them and they are not working illegally, why refuse them? Why is only the thirdworldman being disrespected? What happen to Caribbean integration?
    Mr. Hill deal with the people that break the immigration laws and treat the others with respect. I wish you luck on being selected for the post in which you seek.
