'Gov’t not fooling anyone with $2 minimum wage increase'- Hon Julian Fraser RA

ROAD TOWN, Tortola, VI- Describing the recommendation of the Advisory Committee to raise the minimum wage from $4.00 to $6.00 as “peanuts” and that it “sounds like nothing”, Opposition Leader and Virgin Islands Party Chairman Hon Julian Fraser RA said the increase would mean nothing unless there is some consumer protection in place.

The recommendation by the Advisory Committee to increase the territory’s minimum wage by 50 percent was revealed by Deputy Premier and Minister for Natural Resources and Labour Dr The Honourable Kedrick D. Pickering during the period of Statement by Ministers in the House of Assembly, during the Fourth Sitting of the First Session of the Third House of Assembly (HoA) on November 2, 2015.

According to the Minister, the committee also recommended that the minimum wage be reviewed at least every five years, that the revised minimum wage is introduced within a reasonable time and that the Labour Department be provided with adequate resources to ensure that there is compliance.

‘Sounds like peanuts, nothing’

Speaking on the Morning Ride Show on Zrod 103.7 FM with host Paul ‘Gadiethz’ Peart today, Tuesday November 3, 2015, Hon Fraser noted that the last minimum wage [increase] was done by him in 1999, to four dollars, when he was the Minister for Natural Resources and Labour.

“It speaks a lot about our advancement,” Hon Fraser remarked.

He added, “Two dollars on the surface sounds like peanuts. It sounds like nothing. But my concern and where the minimum wage is concerned, by raising it, is more than just raising individual salaries to make them feel good.”

Hon Fraser said the increase will have a ripple effect as rents and prices for goods and services may go up unhindered as businesses and landlords seek to benefit from the increase as well.

Consumer Protection Agency needed

“What we need in conjunction with the minimum wage adjustment is a Consumer Protection Agency that deals with the price of goods.”

He warned that there is no protection for persons expected to benefit from minimum wage increases as landlords and business places could simply raise their rents and prices for goods and services, which tenants and consumers can do little about.

Citing an example to make his point, Hon Fraser noted that telecommunications company, LIME, has already notified their customers that they are increasing their internet service rates, while Mr Peart added that certain banks are also increasing their fees.

“The Government isn’t fooling anyone when they go and raise the minimum wage from $4.00 to $6.00. You show me how I can benefit from a 2 dollar increase. And let’s don’t forget there is a thing called the monster out there who we call NHI,” Hon Fraser stated.

8 months of research & consultations

Meanwhile, Labour Minister Hon Pickering said the Minimum Wage Advisory Committee submitted its report on July 31, 2015 after roughly eight months of research and consultations.

He said the committee took into consideration a number of factors such as the ability of employers to pay the increased minimum wage, the impact that the increase may have on the economy as a whole, the ability of families to provide basic necessities for themselves, the economic conditions of the country including job growth and the unemployment rate, the cost of living, the characteristics of minimum wage earners, the overall impact of a minimum wage increase on businesses, trends and developments regarding minimum wage in other jurisdictions among others.

Hon Pickering added that while the Committee was asked to consider various levels of minimum wage for different categories of workers, the Committee in the end recommended a single minimum wage but with the understanding that market forces will come into play to determine what each category will earn.

    How come he did not recommend that it be changed when he was a member of the Government? One does not have to pay the minimum wage, they can certainly pay more if they think it is unjust.

      EXACTLY! I don't know WTF this huge debate is about and it seems many people don't understand what the word 'minimum' means. It's really sickening listening to all the drivel about this when it's all about nothing. $6.00 per hour will now be the absolute lowest (legally) that you can pay someone. Nobody say that's what you have to pay them.

        Thank you for saying that! A lot of employers feel as though they have to pay employees the minimum wage and nothing higher. My thing is, if you can't afford to pay your employees a proper living wage, especially the hard working ones, then you shouldn't be in business.

    We all will see the out come of the increase of wages and the NHI there will be lay off and part time workers it is going to have and impact on the economy this government want to do every thing with out looking at the little man this place is in for trouble and it is the small ones will suffer people brace for it .

        @ talk that; I am not one of those island man that just reach; the last time I checked the Virgin Islands Party was the administration in charge of our affairs (the people's business) from 2006/7 until 2011)...as a matter of fact the VIP had well over 45 year to ensure that citzens of our territory were NOT disenfranchised but did nothing. Here we are in 2015 still dealing with a minimum wage issue for our people ( talk that)..After all these years under one Virgin Islands Party administration after the other and as a developing society no consumer protection for our own people and to this day we still have a set of outdated laws from the the 60s/70s......stop being poltical and calling a spade a spade( now you have ting to talk)...2015 and we now working on giving our own people 24/hours of running water and fix our sewage system.... these are facts and not my feelings( I am one of those people that will continue putting the process of my territory over poltical party)....I get NO hand out NDP/VIP/PEP or any other P

    So this is how it will be played. Don't worry about the minority small business owners hit them with NHI and an increase in minimum wage all at the same time. After all they are the minority and who survive, survive and who don't survive, don't. Come election time the platform will be we gave you NHI and an increase in salary and no one will ask or say at what cost because we are just a bunch of enslaved minorities.

      Since Gaditze and Fraser and all these people have issues with the things that Government is doing, how about him interviewing the Ministers responsible for the particular portfolios in order that the public can get a more realistic view of the matter. He is constantly interviewing the Nay-Sayers and just saturating the airwaves with nothing but opposition to every positive thing that the Government try to do for the country. I suggest he interview the ones who have the clout and can make decisions, rather than the ones who are just straight up political about everything.

    How dumb can people be meson??? He is talking about peanuts but turned around and said he was in power when the last minimum wage increase was done (15 years ago). Come to find out it was increased by 75 cents back then. If that isn't peanuts I don't know what is. What control measures did he put in place when it was raised back then?? And I remember specifically going to a fast food joint a few days after and noticed that they had carried up their prices. When asked why, the owner stated that government carried up their prices so he had to do the same. Now I agree that certain measures have to be put in place else raising it is almost futile. But with that said, what does he really expect them to raise it to??

    To be fair to Fraser, he did say "Two dollars on the surface sounds like peanuts. It sounds like nothing." What he did was leave the comment hanging for some to misinterpret. But by saying "on the surface it sounds like peanuts" he's acknowledging that when you really add the figure up it's not peanuts. But my question is once again, why didn't he put measures in place when he was in office to make sure the increase was safe guarded to prevent this ripple effect?
