ROAD TOWN, Tortola, VI - With the BVI Airways audit report at the centre of the controversy, a usually combative Governor Augustus J. U. Jaspert has remained silent days after public accusations of interference with the legislative arm of the Virgin Islands (VI) government.

These accusations came when House Speaker Hon Julian Willock announced at the Thursday, May 28, 2020, House of Assembly (HoA) sitting that the unelected Governor had written Premier Hon Andrew A. Fahie (R1) to get the House to meet so that the BVI Airways audit report could be tabled within its statutory deadline.

Given the Governor received the report on February 7, 2020, the Statutory deadline for the report to be tabled before the HOA should have been May 7, 2020.

Governor tried to 'urge' HoA - Speaker

The report; however, did not reach Cabinet until April 23, 2020, which according to the Premier was not enough time to vet the document and call a sitting of the House with 10 days notice and keep it within the deadline.

The Speaker told the HoA that a day after tabling the document to Cabinet the Governor then tried to get the HoA to meet.

"In correspondence to the Premier dated 24th April 2020, the Governor sought to 'strongly urge' the House of Assembly to meet on 7th May 2020, in order for the statutory time period of three months is complied with."

Hon Willock continued, "That I believe was an overreach as an interference in the legislative branch, and I, therefore, place on record my humble view on this matter," he noted.

Motion moved against Mr Jaspert

As a result of the report reaching late to the House, Governor Jaspert is also facing possible reprimand through a motion moved by Third District Representative and Opposition Member, Hon Julian Fraser RA (R3).

Section 20, Subsection (2) of the Virgin Islands Audit Act 2003 notes, "The Governor shall, within three months of the receipt of the special report, cause the report to be laid before the Legislative Council."

Many were eagerly awaiting the Governor's response to both the motion and the accusations of interference in the House; however, Mr Jaspert's latest May 31, 2020 statement only covered the relaxation of COVID-19 measures.

@ Earl, you are spot on with this. Too Petty for the Governor to waste his breath or response to the accusations.

Anyone who is accused of anything knows that he/she is not obliged (they are not morally or legally bound to do so) to say anything) According to one legal mind, "silence should not be treated as guilt"

lots of the movements in theterritory are in conjunction with cabinet meetings, these meetings
are chaired by the same governor so who is he protecting: something sinister is moving; the wall is paid for in full however the project not done: the plane is paid for in full and no plane: 8 million approved for the east end sewage project but cant get started/ all of these questionable transactions are now public knowledge: officials paper work were in the custody of his excellency the governor and the excuse given by our governor leads the residents of this overseas territory to believe the matters were submitted to the commissioner of the police for an investigation: somehow the 2
united kingdom appointees are simply beating around the bush; is there a cover up in the pipe line: with so called investigations in progress prevents members of the house of assembly from debating the issues during sittings of the house:so the tax paying public is simply sitting in limbo
