Governor allegedly imposed $135K per year consultant on Ministry of Finance

ROAD TOWN, Tortola, VI- Behind closed doors, the imposing of almost direct rule on the British Overseas Territory of the Virgin Islands by the United Kingdom (UK) appointed Governor John S. Duncan OBE continues to manifest itself.

Earlier this year when the UK Labour Party’s Opposition Leader Honourable Jeremy B. Corbyn called for direct rule on the Overseas Territories following the so called ‘Panama Papers’, the Virgin Islands (VI) Governor Duncan, who represents the UK monarch, was one of the first to jumped before the camera claiming that was not the position of the ruling Conservative Party or his own.

However, he continues to write the Premier and Minister of Finance of the VI, Dr The Honourable D. Orlando Smith, complaining about many financial matters that he and the UK are displeased with, including the Treasury and the management of the annual fiscal budget.

Under the constitution, the Minister of Finance is in charge of all VIs finances. The governor has interfered in one letter dated February 11, 2016 detailing his displeasure about each year why vendors have to wait to get paid because of the shutdown of the Government Accounting system.

In his letter he stated, “I understand that the Financial Secretary declined the offer of technical assistance from the UK to help with the better cash management and financial control mechanisms.”

So in putting pressure on the Government to bring in a UK consultant he stated, “Consequently it will be important that the BVIG avoids any repeat of last year’s shutdown.”

However, the government of Dr Smith and the Financial Secretary Neil M. Smith assured the Governor that they are addressing the matters raised in his letter.

High paid consultant from TCI in!

Less than a month after, a consultant was imposed on the VI Government in the person of Arnold J. Ainsely who lives in the Turks and Caicos Islands, a place where the UK had a few years ago imposed direct rule.

The Cabinet expedited the process with the backing of Governor Duncan by suddenly waiving the Tender Process and awarding Mr Ainsley a contract for two years effective May 31, 2016 to May 31, 2018.

Big money in a time when we are broke

The consultant, Mr Ainsley, is assigned to the Treasury Department “on the basic of the urgency  of acquiring his demonstrated experience and expertise” according to the Cabinet Secretary’s letter to the Financial Secretary dated April 13, 2016, read to us via telephone by a senior National Democratic Party (NDP) source.

He is being paid ninety-five thousand dollars ($95,000.00) a year plus another forty thousand dollars ($40,000) per year in allowances and at the end of his contract will earn a five percent gratuity.

His Allowances include Cellular phone, Housing, and Travel Allowances and even a relocation payment.

All this is being paid from taxpayers through the Ministry of Finance Subhead.

The matter became so urgent that there was a request for the decision to be acted upon before the confirmation of the Minutes.

Some have said that Mr Ainsley’s duties at the Treasury Department are almost equivalent to that of the Accountant General.

Others have also said that this is yet another attempt by the Governor and the UK to control the VI Finances- a portfolio of the current Premier- while saying something else publicly.

    I am with the governor on this, there has been too many dilly dally with our finances. Now the governor will see where the money is going. The government doing what they want without the public having a say.

      I have mixed feelings as while the NDP cannot manage our money because of the many conflict of interests and the allegations of corruption and stealing, at the same time I do not support a white man taking over my country. That is a step BACKWARDS

    Look and learn. The Governor knew that if he brings a whitish man to work in the Treasury, the local people would be upset. Look at the trends, people. They brought Barry Webb; he was stung by a spider and flew back to UK. Then they brought Morris, half white, who claimed he was not white but was acting white. Then they brought a white Commissioner of Police; then they brought a half-white DPP, next time, they will bring a white DPP They are playing us for foolish, and that we are not. It is their plan to white-wash the Government and the Governor is being used to bring this about. People, this is about UK trying to muzzle us and rein us in to cater to the wishes of their white counterparts in Europe. We need to have more say in our country. According to Hon. Conrad Maduro, "The Gowernor got too much power; he above the Constitution." Are we going to put our ship in reverse and pander to all the Governor's and UK's wishes? People, it is time for us to save these Virgin Islands for our grandchildren. We cannot leave them in the hands of white Europeans. I am not sugar-coating anything. They do not have the interest of our people at heart. According to some people when they are joking, next they are after our children's lands. Virgin Islanders, stop sleeping, stop dreaming. Colonialism can never be good for our people again. We are brilliant; we are wise. We can represent ourselves. Let us chart our own future and tell the Colonial power to VIEXIT.

Your talk about racism is just trying to cloud the issue and bamboozle the naive among us into making irrational decisions in order to serve your purpose.     It's not the Governor's fault that the PS and FS under the Premier are abject failures, let's stop making excuses now and call a spade a spade!! If these were white people or expats from anywhere else performing the same way, they would be raked over the coals and sent packing. Now because they're locals, we are making excuses and jumping on the Governor.

      I can't agree with you on the PS and FS. They are making do with the hand that they were dealt.

      The government just needs to decide on its priorities as it is obvious that they can't do everything that they would like to do. Once that is done, the scarce resources can then be channeled to those priorities.

      Then the PS and FS would not have to juggle so many balls while crossing over a cliff on a tight rope that is at breaking point; with a raging river full of crocodiles and waterfall below, and trying to avoid the arrows being shot at them from both sides and nightfall quickly setting in.

        They are inept, simple! They are not only there to spend money, theyre there to put forward policies and positions to better the Territory. They are just there looking sharp in shirt and tie but smart as the gravel in the complex parking lot. Senior Civil Servants are the cause of most of the nonsense in this Territory, FACT! Look at the consultancy contract awarded in Ministry of Health, that happened all on its own? As it relates to the FS, no government put him there and cant remove him, only FCO so no excuses for poor performance. No Minister can remove him from that post.

    So the Governor is trying to solve the problems of people not being paid by the government for various services (which is an issue you covered continuously over the summer). He suggests they bring in a consultant with experience to help with the cash flow.... and you're COMPLAINING? Get a life!

    I am disappointed that we continue to blame everyone else but ourselves for the position we are in. I have many investments and want some measure of protection and if that means UK supervision, so be it.

    Too much wastage in this country and i have no desire to see this beautiful country suffer the same faith as some of caribbean neighbors.

    This is an under cover Scotland yard working from the inside...He will be reviewing all contracts the quality of the work done if the work was done. Making sure the people got Value for Money and to make sure there were no hanky panky... The thing just start.. They have to blame themselves for ignoring the people and doing what they want.

    I was with you when you agitated for an investigation/inquiry into the handling of the people's money at the pier park, Peebles, wall and sixth form at ESHS, EE sewage, roadworks throughout the territory. There was a lot of questions about the government finances when belts began to tightened thre months after election. Now that the governor has seen it fitting to attach quality expertise to help keep the budget/finances in order you're playing games. What have you suddenly found favors with someone that your belief has shifted? What has been dropped as sources in certain quarters which may be true I ponder at times when I see certain people driving vehicles with Gsb on the plate. What is your beef at this very wise move on the part of the governor. Has there not been enough mischief that the governor could have used to impose direct rule already? Come on man what is your game here.

    The thing that bothers me most with NDP. Not one member stood up or spoke out of the wrong they know of. On behalf of the people who put them there and who paying their salaries.. It's amazing.     I really hope that these blogs are not a true reflection of the overall thinking among people in the BVI, particularly locals. A few months ago the Governor was dragged down in the mud with claims that he is just here on vacation and not taking action on anything. Now he is taking action and people are sounding the alarm and saying the Governor needs to go. Which is it? He needs to clean up the BVI because our own people fail to do it or he should let the place run amok? Stick to one argument and stop confusing yourselves.

    I am willing to bet the farm that by the time this Governor is ready to leave there will be many arrests made. They will include but not limited to Government Ministers, high ranking officials, and some prominent business folks. I am taking bets. The team is slowly being put together and the early morning raids are soon coming.

    His ego is now costing BVI $270k plus he has embarrassed the NDP. I think he is on the way out, and will be replaced by his new deputy who is also an IT expert.
