Fraser blasts handling of financial services sector

-says VI must become more involved in the region if it wished to stay relevant

SEA COWS BAY, Tortola, VI – Third District Representative Hon Julian Fraser, RA is of the view that the present National Democratic Party (NDP) Government needs to do more to ensure that the Virgin Islands is compliant with all the requirements governing the financial services sector so that the Territory would not be deemed blacklisted.

Further, he said during an exclusive interview with Virgin Islands News Online that the Territory must participate more in the activities of the region if it wished to remain relevant.

“Everyone knows that we are under attack and we are not the only jurisdiction under attack," said Fraser, referring to the financial services sector.

“But because the bulk of our revenues come from financial services it might appear to us that we are the only ones under attack. But we're part of a global community and we must be adaptive to the changes that are taking place in the financial markets,” said Fraser.

He said that the developed world especially the United States, France and the United Kingdom are under pressure from the underdeveloped countries and their agents particularly in Africa, which feel that their aid funding is being severely restricted as a direct result of what they call underhanded money laundering and tax evasion through companies registered in countries highly regarded as tax havens, most often small dependent Territories such as ours. "The Virgin Islands being number one in companies registration, we often feel singled out", he said.

“For us to be in the good graces of those financial markets we have to find ourselves compliant with all the requirements,” said Hon Fraser.

“We can't have France making a request for information and not responding, waiting for us to become blacklisted…we cannot have the United States blacklisting us for the apparent or actual indulgence in nefarious activities. We cannot continue to have these things happening. And these things are happening because the watch that is supposed to be placed in the service for people who are responsible for responding to these requests is not there,” said Hon Fraser.

Regional matters are important

He said that the lax attitude of what is taking place internationally has to stop. “Since I started as a Minister in Government, as a politician, [I have seen] the erosion of the participation of the Virgin Islands in regional activities. We must become more relevant in the region,” he said.

“We must become a part of the OECS Heads of Government meetings, we need to be a part of those activities. I am not suggesting for a moment that we become a full member of the OECS, but that is not a necessity for us become a fully participant member active in whatever goes on in the area,” said Hon Fraser.

    This guy is the only politician to speak to the issues facing the territory, it is as if the others either don't care or don't know how the global economy works. We have to beat these guys at their own game, we can't continue to swim against the tide looking for sympathy and when we don't get it we cry foul.       "long look me come from" your statement is so true; if no are NOT white in the BVI then you are not welcome; our caribbean sisters & brothers have help to build this BVI, take care of our children, clean our homes, teach at our schools,rent our houses BUT when it come to making them belongers of the BVI nothing is done...i know blacks in BVI for over 30-years and whites that "just reach" hold belongers status...just saying!!!!!

        Yea work permit gone up as only the island people will suffer the rich whites their companies pay theirs, visa gone up only the island people will suffer, departure tax gone up and if you not from here you got to pay extra, passport gone up, food gone up, so much tax on the poor people, NDP must go and must GO NOW, they have destroy the BVI as we know it!!!!

      I know BVIslanders who think everyone getting all the benefits and they getting nothing. They feel discriminated against and forgotten in their own country.
      I know Caribbean down-islanders who feel rejected by the BVI no matter how many years they lived and worked here. No rights, no respected, no chance because them ain' born here.
      I know whites who feel like everyone hates them regardless of what they do. They feel like it's OK for BVIslanders and down-islanders to treat them like because they are paying for the sins of some other white people 200 years ago.
      Everyone feels discriminated against. So what? Are they all right? All wrong?
      I have a dream that one day people in the BVI will be respectful towards each other and move on as one.

        Wonderful blog. The truth is everybody doing so well, Whites, Down-islanders and locals in comparison to how they would be doing in other Caribbean countries, and for the Whites, the weather and the bigger pay check for young lawyers et cetera, that nobody should complain. Just smile, enjoy the life that God has blessed us all with. Thank him for every new day. And if you can't do that, get a life. Stop complaining to me, because I don't want to hear it. Oh, and if you really can't not complain because things are so miserable here for you, move on. Good Bye. Even locals go to America seeking better education and a little respite from Island living for a while and we do come home again! Hint!

    As an experienced employee in Financial Services for more than 20 years, I can say that there is much to be done by the greedy Agents who make up the Industry and are killing it slowly before they move on the next jurisdiction that they can exploit for whatever period of time they can. However, let NO ONE be fooled. This man has no idea what he is talking about and if he ever becomes the next leader of the Virgin Islands, GOD help us all. All who on here praising him for chatting piss will be the first the cry and want him gone but it will too late!! A word to the foolish:- Seek the truth and stop being led by the blind. He who knows not and knows not that he knows not is such as this man.. Pray for him somebody. He is as confident about this as putting stop lights on the round about!!!

You don't have to take his word, go condemn the Guardian news paper, go condemn the International Consortium of Investigative Journalist. I guest they are just as dumb as Mr Fraser.

    Maybe if you are a true Latino you don't know what 'propaganda' mean, so let me tell you that when something is a matter of public record you can't call it 'propaganda' which means "the organized promotion of information to assist or damage the cause of a Government or movement". Hon. Frazer, while a bright man, concentrated, as Minister for C&W on his District to the exclusion of all others. I didn't see resurfaced roads in my District when he was resurfacing his District. Road Town was not resurfaced when his District road was like glass. And the expensive wall built in your District could have been built somewhere else that needed it where the hillside is threatening road traffic. And as far as people or posse messing up response stream, you can believe that the majority of the populous knows the same set of bloggers on here deceiving the people of the BVI and spreading 'propaganda' on the NDP Government. But we let them and we smile, and then we VOTE!!! Oh, and I am aware this blog may not necessarily see the light of day as do many others I write, but the truth hurts, especially since things are not at all neutral around this site. I will start repeating my blogs on the other sites though because I think it is bad business to let your cronies blog whatever they want and everybody else's don't show up.

      You say Fraser did work in his district to the exclusion of others. Well that is a lie, because there was sewage to the millions of dollars in east end (MCW), Hawks nest road in the east millions of dollars(MCW), frances lettsome school in the east millions of dollars; nail bay road VG millions of dollars (MCW); roadworks Anegada million of dollars (MCW), Bar bay water contract 15 years millions of dollars (MCW).

      And for the road you say he pave like glass, Carrot bay to canegarden Bay Asphalt resurfaced; Canegarden Bay to road town Asphalt rseurfaced; Brews Bay to Diamon Estate Resurfaced asphalt; Mountain to Huntums Ghut asphalt resurface, ALL THESE ASPHALT ROADS WAS PART OF THE SAME CONTRACT THAT THE SEA COW'S BAY ROAD WAS UNDER. YOUALL NEED TO STOP TELLING LIES ON FRASER.

      And also a part of that contract with BVI Pavers, was a huge portion of road for asphalting in Virgin Gorda, ask NDP why them didnt do that.

    Suddenly Hon Fraser is an expert in good governance-the very same man that installed traffic lights at the round-about in road town (only to remove them…thousands of the tax payers dollars wasted)…still trying to figure out what is the true purpose for the wall in sea cows bay other than to give the guys in sea cows bay money to spend (which is a good thing)…. I am just curious because elections are next year and I want to vote for the best person for the job…..
