ROAD TOWN, Tortola, VI - One thing all must agree on is that Chairman of the Virgin Islands Festival and Fairs Committee Marvin Blyden in his 2012 report did not hold back anything and took no prisoners.

The controversial report which attacked many of the committee members who served while praising others was laid on the table of the House of Assembly on November 15, 2012 by Culture Minister Myron V. Walwyn at the Fourth Sitting of the Second Session of the Second House of Assembly (HOA) of the Virgin Islands.

Franche Gumbs had a “feeling of entrenchment” Village Committee

The report listed Customer’s Officer and veteran committee member Franche Gumbs as the Village Sub-Committee Chair.  Mr. Gumbs was one of the sub-chairs who submitted his report to the main committee but no “challenges or recommendations were articulated” in his report.

However, according to the Virgin Islands Festival and Fairs Committee (VIF&FC) headed by Mr. Blyden in his 2012 report it stated that  they “found the biggest challenge to be the sub-chair who was very difficult to work with.”

Mr. Blyden in his report, which is now a public document, lashed out at Mr. Gumbs saying “many of the measures put in place to improve the running of Festival were ignored by the Sub-chair and communication was difficult… there was a feeling of entrenchment which can lead to stagnation in any organization.”

Mr. Blyden further stated that “this is not the atmosphere needed for the Village where most of the activities for festival take place.”

Gumbs must go moving forward

The VI Festival and Fairs Committee therefore recommended in the 2012  report that  “a new Sub-chair be used moving forward, that  more open and frequent communication between the sub-chair and the committee take place and that budgeting of the Village be more stringent.”

Parade Committee had challenges

The Parade committee had its own issues and the Sub-Chair was Ottley Hodge. One of the issues plaguing the committee on parade day was the issue of generators.  The report said that they were not delivered on time and were also not tested; an issue the report stated “caused damages to equipment”.

On parade day there were also not enough metal barricades to assist with the cordoning off of the parade route according to the report, while it added that the metal barricades are much more effective than rope.

Other issues experienced on parade day according to the report were the many persons in the street which hampered the entries, especially troupes from being able to perform to their fullest potential; this was in addition to the many gaps in the parade which affected the flow of the parade.

The current Virgin Islands Festival and Fairs Committee was appointed in March of 2012 a story firstly broken by this news site with full details of members moments  after the recommendations were approved by Dr. the Honourable D. Orlando Smith’s Cabinet.

      A good leader is marked by the actions that happen when they are not there, so attacking people who he had management over just shows what a poor leader they are. A bad workman always blames his tools.

    We need people on these committees simply put, who are just trying to be better the festival. Look for people that are workable not about their egos.

    I am not being bias but to my knowledge and experiecnce a good leader is one that can speak out about the problems that they are faced with to make a situation better. Here in the BVI we often hold back what is needed to be said because we don't want to upset anyone because he or she is your friend or family. I dont think that MB is lashing out on anyone to make them feel or look bad, but he is doing it to move forward and inproving the festival activities. I you all know Frenchie he is not a big talker so his communications level is not to standard as some but still he deserves a chance. I feel that they need to work toether as a team, motivate, and communicate with each other. LETS DO THIS THING

    There are no universal truths in leadership and management. Each leader has his or her personal style and preferences but some principles and practices have withstood the test of time. One such principle is the leader holding his or herself accountable and responsible for any organizationsl failure. Throwing other team members under the bus to demonstrate strong leadership is not strong leadership. This situation was handled poorly and is good case study for how not to.

    If the committee chairpersons did not meet expectations by failing to carryout their roles and responsibilities in a professional manner. They should have been coached and counseled in private and if they failed to respond perhaps they could be encourage to move along. Instead of using a big stick to light a fire under people a fire needed to be lit within them. True sometimes people need a fire lit under them to get desired outcome but this should be the exception. The carrot and stick is a 20th Century tool.

    this man have being dedicated to festival now for years. Everyone knows that he do not speak at all but he would work. I agrees with previous writers, I do not think Marvin should have called him out like that. Where was Marvin when Franchie was closing up the village at nights. I am sure if Marvin communicated with Franchie one on one things would have being much better. Since Marvin could put Gumbs in public records from a citizen stand point the entire festival was a disgrace. if I could help it I will not spend another festival here. What about the school from Sea Cow's Bay who was so beautifully dressed and did not participate because the parade committee did not make sure that the group had music. There were people who came home and participated and could not do it. Who is going to refund these parents for the unform made for this event. These are the thing Marvin need to look into. I hope when you fire Franchie you will find someone else as dedicated as he was.

    WHEN EVER IT COMES TO PAYING NIGHTS IN THE VILLAGE THE GROUP OF THIEFS HAVE PROBLEM WITH WHO GOES IN THE VILLAGE FREE OR WITH PASS LET THE WHOLE DAME THING BE FREE THE WE WONT HAVE ANY PROBLEM WITH FRENCHIE OR NOBODY

    MB blasting everyone without being man enough to approach Skelton, Franky, Ottley and Gumbs directly. If he had an issue with them, he should have dealt with it from early on not act like a coward and sneakily submit a report.

    I wonder who is there to write a report on MB? I guess he was a perfect chairman and had no problems!

    I know for sure nobody will hear Frenchie mouth. MB just want to take all the credit and make everyone look bad. He will throw you under the bus and then dust his self off and shake your hand like nothing happen.

    Director of Culture is back. Still waiting to see what will happen here or perhaps we will have two director of Culture.
