Final waste report recommends cost recovery

ROAD TOWN, Tortola, VI – A final report on solid waste in the VI has recommended the creation of a new Solid Waste Management Authority to oversee the development of waste facilities and to improve collection, storage and disposal of waste through cost recovery methods.

The report, entitled ‘A Comprehensive Solid Waste Management Strategy for the British Virgin Islands’ was submitted to the Ministry of Health and Social Development in August 2013 and laid on the table of the House of Assembly on April 17, 2014.

The report said the Authority will see to the implementation of a National Solid Waste Policy and the creation of an environment for the disposal of all waste types in an environmentally sound manner.

It recommended that the Authority oversees the development of new landfill facilities that are engineer-designed and that dumps, illegal dumpsites and other waste management facilities are closed.

The final report also recommended that the Authority when established oversees the administering and charging of fees, environmental levy, household levy, tipping fees and other cost recovery methods for services provided by the Authority. These methods include cost recovery from commercial and industrial generators of waste.

The Authority will also be responsible for the design, implementation and maintenance of a programme for public education on waste management and also partnership with the private sector on initiatives.

The Authority when created will also be tasked with developing Codes of Practice, guidelines and standards governing all aspects of the waste industry and identifying regional opportunities for reduction, recovery and recycling of solid wastes.

    It's about time people here pay some sort of fees for garbage/waste collection. We pay the garbage truck guys millions each year, where does it come from? Most places charge a small fee per month, per household to deal with this. Start handing out fines for law breakers as well.
