SEA COWS BAY, Tortola, VI - Close family, friends and others who knew him gathered at the Sea Cows Bay Methodist Church on June 24, 2017 giving a Christian's thanksgiving service for Carlos D. Titley, a man who went out to sea on November 11, 2016 and has not been seen ever since.
