ROAD TOWN, Tortola, VI - While testifying before the Public Accounts Committee (PAC) on the controversial Ports Development Project Chairman of the BVI Ports Authority Board Mr. J. Edward DeCastro confirmed that Tortola Pier Partners (TPP) had been paid some $1.7 Million of Ports Authority funds.
