ROAD TOWN, Tortola, VI- Residents, guests and workers from the local Village Cay Hotel, Marina and Restaurant had a hard time breathing yesterday February 4, 2018 around 9:00 A.M. when either oil or diesel ended up in the sea next to the marina from a drain next to the popular eatery and hotel.
