Female PO Starcy Huggins’ trial stalled for want of key evidence

ROAD TOWN, Tortola, VI – When interdicted Police Officer Starcy Huggins appeared in the Magistrate’s court yesterday July 15, 2014 she was advised to return on September 11, 2014 as the Crown gather some relevant key evidence necessary for the trial to proceed smoothly.

Huggins allegedly compromised police operations on November 29, 2013 when she was accused of leaking information to suspects who were to be nabbed by police at the time. Huggins was part of the team to conduct the operation when it was alleged that telephone records caught her leaking information and breaching operational procedures.

The persons targeted by the police at the time are said to be known to Huggins for some 20 years and she has admitted this but pleaded not guilty to the allegations against her. It is alleged that Huggins via a telephone call told the targeted suspects, “Hey, hey ayo owe me big time. They coming… they coming now.”

Yesterday in the Magistrates Court Prosecutor, Senior Crown Counsel Leslie-Ann Faulkner told the court that the Crown is yet to get a statement from the telephone company that is the recording of Huggins' alleged breach of protocol. The prosecution also is to get certain pivotal documents including a copy of police operation order for the November 29, 2013 operations and a transcript of the defendant’s police interview.

The charge against Starcy Huggins is breach of trust and she is currently on $60k bail.

      ONLY because "she is a local"? Really? Is that the best you can do? How about "ONLY because she is suspected of betraying the trust of her colleagues and the community by allegedly fraternising with criminals?" Oh, and "ONLY because she is suspected of breaking the law"? If she's innocent the "local" courts will find her so, regardless of whether she is a local....

      I see it as a very bad move; looks like she got set-up because her phone was bugged; I do not think that is normal to record telephone conservations....I see the white COP using her matter as an excuse not to hire the BV Islander...

        First if all I live here long enough to kno that local do not want to be police as the younger one are brain wash by there parents an thought to hate police whether it be by the parents action ,words or thought an all a dem related so no snitching or locking uo ur own

        You go ahead and hire someone and keep missing your stuff. Do you stay stupid and continue to suffer or try to find out what is really happening. Oh I know your answer. .... look it there. She's in a position needing the highest level of confidentiality and trust and those were severely breached. She has slso given the public further cause not to provide the police with information. ... need I tell you why? They should lock you up with her for being so stupid.

      'Just like the rest of us out here' Of course they are they are humans all everyone makes mistakes however just like majority of society is good I believe the majority of our police force is good. I can surely fine some persons I can trust in there, and I’m sure you can too.

    first of all this sounds like a set up and it is obvious that the police was listening to her cell phone which is not illegal but using what the heard in a public court now that's illegal

    I think this case should be important to the entire BVI, not necessarily because it involves a Police Officer, but because of a phone company recording someone's private communication. I would suppose that a valid warrant was issued to have the phone company record the calls. Now if so, is a warrant grant on simple suspicion from a police? If so, what stops them from abusing this arrangement?

    It would be great if this newsite (it is known for investigative journalism) look deeper into what could become an invasion of privacy, which is contrary to our Constitution.

      You don't need a warrant to listen to one side of a conversation and record what is heard. No phone company, interception, or warrants required, just a greedy loud mouth and a recorder.

    The reason they tapped her phone is because they suspected her for a long time of giving information to criminals, and now she is the criminal. Normally they don't check people's phone, but when they are suspects that is the only way to get evidence against them. Not only that, they had a camera in the police car and her own words incriminated her. I hope this has been a lesson for her to think really hard about what she did and how it hurt her co workers and family. Now she is on the road cooking all day to pay bills, when she could have just stayed straight and keep her job. Too too bad and I feel bad for her.

    To the unwise policy strategy. U pull in the wrong fish. You guys want victory to quick and can't wait for the right one to get on the hook. You should wait on the big fish to go in the pot then pull all of them out. When she get taken out, you got to start all over, and them people you want are aware and cover them tracks. So what we end up with. An arrest but da big fish still on the loose.

    In my opinion, I like foreign police better than the local police. I say this because you can see in this situation she knew the criminals and as they say everybody in the BVI is related. So many crimes like this would happen. Now a foreign officer is coming into the territory not knowing many people, not saying they can't leak information to anybody but they don't know as much people in the territory to be as cool to give out information to save their life. I love all my locals but sometimes you have to know what's right and wrong.
