ROAD TOWN Tortola, VI – Governor of the Virgin Islands His Excellency John S. Duncan OBE acknowledged that while gun crime is on the increase in the Virgin Islands, Government is also taking steps to curb it and bring some measure of control. He also said guns turned in during the July 2015 amnesty could lead to prosecution based on forensic tests.

“It is true that we have had an upsurge in events and we are tackling that robustly. The police I believe will be making announcements as they have been carrying out tests on a number of weapons that have been captured recently to determine in what crimes those weapons were used.”

“But we have also noticed that following the upsurge there has been a quiet period. Now that indicates that we may well have caught the individuals responsible and we are now waiting for that evidence to come through,” said Governor Duncan.

He pointed out that the Virgin Islands, being a series of islands in itself, presents challenges to curbing the inflow of guns.

“It is very easy for persons to come to the islands and bring weapons in so we are doubling our efforts to make sure that when they come in we try and capture them. We rely on the public as well so if the public hears of people who are hiding weapons I urge them to talk to the Royal Virgin Islands Police Force on a confidential basis and to use the informal lines of communication so that the RVIPF can take action,” said Governor Duncan.

When we asked about the recently passed Firearm and Air Guns Amendment Act 2015, Governor Duncan confirmed that it has now been made law and is being applied despite the issues that had to be ironed out.

“The gun crime law is passed. There were a few things that needed to be tied up with it, such as the inadvertent coverage of flare guns and things like that. That has been done. That’s finished,” he declared during an exclusive interview with this news site.

VI Population rejects gun crime

Governor Duncan said that gun crime cannot thrive in the Virgin Islands because the population does not want it.

“I think it is one of the great things of the territory that the population rejects gun crime. I call on the population to support the police in rooting out those who have got hidden weapons,” he said. “We have captured a lot of hidden weapons over my time here. Every month we have managed to find people who have been hiding weapons.”

More than laws needed

Governor Duncan also told Virgin Islands News Online that laws cannot be the only solution to the gun problem.

“Now the gun law doesn’t by itself prevent gun crime. It is there to ensure the sanctions of those who resort to guns for carrying out criminal activity are increased. So there is an automatic bigger sanction, reflecting the fact that society and the community of the BVI rejects the illegal use of firearms.”

He said that while the general attitude of the people of being against gun crime is very laudable, it is up to the Magistrates to apply the law to their sentencing, “which I have seen happen…sentences have been stronger for those who have been using guns for carrying out crimes.”

Guns brought in during amnesty subject to forensic analysis

Commenting on the recent gun amnesty, Governor Duncan confirmed that weapons brought in during the July amnesty period will be subject to forensic tests.

“Weapons from the amnesty are also subject to tests. If there is any reason for us to believe that they are weapons that might have been used in crime then action will be taken,” he said.

      Governor talking about gun crime increasing in the third quarter of this year with the robberies at Bob's Gas Station and the bar up above him. David Morris left the end of July early August. What Morris said IS true!

    "action will be taken"... these are the kinds of word twisting that leads to distrust further reduce cooperation from the public. If you say something in June you must not rescind it 2/3 months later.

    1st, I do not believe that gun control works. When gun control is fully in effect, only the criminals will have guns. Somehow they WILL get them. 2nd, I find it interesting that "pump shotguns" are excepted (along with flair guns and paintball guns). Shotguns are a major killing weapon. What special interest group got these excepted from the law? 3rd, I love that the Governor says because we are a group of islands it is hard to keep the guns out. In some mainland areas they say 'it would be easier to keep guns out if we were an island'. Cities say that if surrounding areas had gun control then theirs would work. Lets face it - When guns are control (anywhere) only criminals will have guns and I might add the police will work just as hard to enforce control as it did before.

      Sounds like SR has been reading too much of the US National Rifle Association rhetoric, and has come to believe it. Evidently, SR is not aware of yesterday's umpteenth gun assault in a school. A problem I foresee is that those here in the BVIs who choose violence to deal with their problems (read all the domestic violence) may end up using guns instead.

      I agree with you 100% how they are going to get people to turn in guns since this so call governor expose what should have keep a secret these governors they are sending to over see us is no use to the BVI I guess they come here for a long vacation and the people who we vote in to represent us entertain them.

    the sudden upsurge in crime might be persons being released from prison and return to their bad habits: there was definitely a period when robberies were down,now suddenly one robbery after the other. the authorities/police should examine the list of persons that were incaserated for this type of criminal behavior in the past and now back on the street. i personally thank that is unreasonable for the most of us to be held hostage by the few that continue to do !uck in our country. Gun crimes are very serious in nature simply because innocent people can get seriously injured: its bad enough to be breaking into to the people house; now these fools walking with gun so the property owner have no chance to defend themselves: we don't make guns in our territory ( customs & police need to get their acts today).... The Governor is responsible for security and we now have a serious security problem developing in BVI

    They told you turn in guns for amnesty and would then cheack it later on and make further actions if they where use ....amnesty is the way the police collects guns off the street without convictions if you turn it in ... Throw it the water keep it and use it

    You all wanted Morris gone and now he's long gone the place has gone mad. Where are the Police? Are they all on leave? No matter where you go night or day you cannot find an officer on patrol. All these armed robberies and home break ins but no stop and search, no operations, nothing to keep these criminals at bay. You got what you wished for now deal with it.

      @ Hmm: I agree with you about the stop and search, we need this police operation back in our territory: in other jurisdictions after most gun crime the police block the streets in BVI no such thing and one must ask why: all concern citzens and residents should ask why.....maduro & Wheatley should speak out about the escalation of crime in the territory and stop harping on NHI...
