ROAD TOWN, Tortola, VI- Facing the fallout from not having the Commission of Inquiry over the controversial Ports Development Project despite compelling evidence of wrongdoing and his alleged callous disregard for law and order by not upholding the constitution of the Virgin Islands, many have started to question the integrity of the United Kingdom appointed Governor John S. Duncan OBE in public and private.

One such person is talk show host Edmund G. Maduro, who has accused Governor Duncan of being corrupt.

I am not corrupt-Duncan

In an exclusive interview with this news site the question was posed to Mr Duncan. In a written response two days ago to the question of, if he is corrupt, as alleged by the talk show host, the Governor said, “Public Servants in the UK and BVI are subject to very strict rules on the declaration of interests, the use of public funds and the acceptance of gifts. These are intended to prevent corruption in the public service.”

He further noted that “for UK Civil Servants such as myself all this matters are accounted for annually to ensure compliance. If Mr Maduro has evidence of corruption he should bring it to the attention of the authorities.”

The NDP & I are not corrupt- Governor

When asked if he thinks the National Democratic Party Administration is corrupt, as alleged by many in the public including the media, civil society and the Opposition, Governor Duncan responded, “I have seen no evidence of corruption. If someone has such evidence, they should bring to my attention and it will be investigated.”

The United Kingdom appointed Governor was further asked, if he thinks the people of the Virgin Islands (VI) trust or believe him when he says he is for good governance and transparency.  To this the Governor, in his written response, told our newsroom, “I cannot comment on what the people believe, or do not believe since there has been no independent survey. It would be unwise to take the views, however vocal, of the less than 100 online “bloggers” as an accurate reflection of the wider views of the nearly 20-30,000 people who live in the BVI.”

He also went on to claim that “I believe strongly and have stated publicly on several occasions that the BVI needs to do more to adopt the mechanisms and principles of Open Government as befits the modern society that it is.”

Is Governor Duncan bias?

When asked by this news site, if he is one-sided and always supports the Government’s position and not that of the Opposition, Governor Duncan said “the Governor is the representative of Her Majesty and as I have said publicly on several occasions the Governor is above politics.”

In addition, Mr Duncan, who has now become a very unpopular and controversial Queens Representative, further stated “as Chair of the weekly Cabinet I naturally have more contact with Government Ministers, but I am the first Governor for some time to have regular meetings with the Opposition. In both sets of meetings we have a full and candid exchange of views.”

The Governor also claimed that he has never engaged in anything that anyone could deem conflict of interest or corrupt.

Land Purchase & an Extension in the VI?

When asked if when his tenure is up would he seek an extension, in his written response, His Excellency Governor Duncan said “my tenure expires in the summer of 2018. I have no plans to extend beyond that date.”

Mr Duncan was asked by this news site, if he has purchased land in the VI or is seeking to do so? but Governor Duncan flatly denied such accusations and said “I have no plans, or interest in purchasing land in the VI.”

    Now we all see who corrupt how can this man speak for other people when he is blind on one side . Well Brother Duncan, the Public Accounts committee Did, The Audit General Did, Huge Darley Did, the Former Chairman of the Ports Authority Did, the staff at the Ports did and you turn a blind eye.

    How could there be an independent survey when you are allowing the current administration to hand pick who they want to audit the controversial Pier Project. Besides, there is enough evidence to suggest that there may be some issues with that project that merits some investigation. A project that went over budget by a substantial amount of money should be cause for concern.

    Therefore, I cannot understand how you can make such a comment. All people are asking you to do is to hold the leaders more accountable for their actions when it comes to the public purse. If you can't see that something is wrong with this current administration then you are a big part of the problem and may be just as corrupt.

The Public Accounts Committee did taking it to the Governor, the Auditor General Did taking it to the governor, Huge Darley meet and spoke to him, the former Chairman of the Board did both in person and in writing so hush the FU as the doggie Governor did NOTING…now go talk that!!!!!

    where did you look for "no evidence of corruption" and who are your advisers? Do you really think people who work for the government are going to blow the whistle? When the question of inquiry came up, you should have supported it. If nothing was wrong, then the people would have been re-assured. But if there was, corruption would have come to light. You are being lead by the nose and don't know it.
