'Economy will sink & Territory will suffer' if tourism not revived - Julio S. Henry

- says VI should work with USVI to allow visitors in a COVID-19 era

ROAD TOWN, Tortola, VI - Tourism operator, business owner and radio talk show host, Mr Julio S. Henry aka 'Sam' has urged the Andrew A. Fahie (R1) Government to get the tourism and hospitality sector restarted with urgency since, according to him, dire economic consequences will befall the Territory and its people.

"In recognising the approach of our USVI neighbours, who are moving forward to allow hotels and villa rentals to begin accepting outside reservations, says to me that we in the BVI should continue to practice measures of safety and social distancing while moving in a direction that prepares us to reopen for tourism and position ourselves to accommodate visitors to our shores," he said.

VI must get back in Business - Mr Henry 

Mr Henry was at the time speaking in an opinion piece forwarded to various media houses in the VI, today, May 7, 2020.

He noted that a large number of our visitors opt to travel through the US Virgin Islands (USVI) on their way to the VI, hence, the VI now has a mandate to formulate plans to facilitate the interests of travellers who will be seeking to visit the Territory when the borders reopen.

'Yes, we must remain vigilant in how we open our borders and consider best practices for screening visitors. Yes, persons are fearful on both sides of the coin but our economy will sink and our Territory will suffer greatly if we do not get back to business for our tourism and hospitality industry.

He said a planned approach would be in conjunction with USVI authorities, such as the port authority, ferry companies and a team of local persons on the ground screening and qualifying persons before leaving the USVI shores, will build consumers confidence and allow VI tourism and hospitality doors to open. 

"The second line of defence is to continue the screening process as we were conducting before our borders were closed. Thirdly, we must continue the best practices that we are currently performing in order to operate our internal economy," he said. 

No malice & negativity - Mr Henry 

Mr Henry was also quick to warn that his plan is only a starting point to rethink, reorganise and reopen our economy and urged against misrepresenting his words for 'malice or negative reasons'.

"Why open you say, and when is the right time? I say for the obvious reasons highlighted above and as early as possible." 

He said the VI Government, the Chamber of Commerce, and the BVI Tourist Board should by now have a tourism recovery plan in place and should have started the process of leading and implementing communications and outreach with small villas, hotels, charter boat rentals and others to prepare for the return of tourists.

      When we reopen for business we need to get some of the old taxi drivers off the street. Not only are they a health risk with Covid due to their age, some of them look too old to be still driving for a living. The younger guys are much more helpful - opening doors, carrying luggage inside etc - and are prepared to charge lower fees. Time to stop the BVI reputation for ripping off - and the taxis are a good place to start!

    That’s the plan, once the territory falls there will be more control and more rules to follow hence the term “New Regular” this new regular will come with new laws and new policies etc... its a global plan and ain’t nothing we can do to stop it, better start growing your own food and getting the basic stuff for survival because those good times are behind us.. Remember after Irma the government was telling the people everything will be fine we’ll be back stronger than ever, now their telling you this is your new regular meaning this is your life from here on out... They said it out their own mouths stop living in a bubble and take their words at face value. Peace

    While the BVI must move diligently to reopen hotels and other tourist accommodations, one must take note that we are not operating in a vacuum. The tourism industry, as we know, it will never be the same until there are long-term solutions to the threat posed by the current pandemic. Airlines are still struggling to figure out how to transport passengers safely. The economic downturn also means that many people do not have the funds to pay for holidays. The issue could still be exacerbated by recent restrictive measures, such as those taken by the government around to world to restrict flights into and out of countries.
    The negative impact of cruise ship tourism will be immediate and will be sustained for an indefinite period as m. More people are going to be apprehensive about boarding "floating Petri dishes" that undoubtedly contributed to the spread of the disease.
    So while I agree we should work towards opening accommodations for tourists, it must be done prudently to avoid more financial hardship. Recently, restaurants in the US we eager to begin operating, but when they did, the patrons never came. Therefore, they ended up in a worse financial position than they were when places were shut down.

    I think the BVI must begin the process of brainstorming new economic ventures and begin the process of slowly abdicating from its dependence on tourist $$. The future is too uncertain for us to continue to bet on tourism.

        There are now substantial data, gathered worldwide, that indicate the risk to persons under 45 and without co-morbidities (diabetes, high blood pressure, autoimmune disorders, cancer, etc.) are at extremely low risk of dying from COVID19. Even in New York City, one of the world's COVID19 hot spots, where hundreds of thousands thousands have been infected, the death rate among those under 45 is sixty-four thousandths of one percent (.064%) - and this includes people with co-morbidities who were infected before social distancing was enacted. Note that this death rate is lower than the seasonal flu death rate, and this is in spite of the fact that we have a vaccine for the flu.

        As such, any policy modifications must seek to protect the vulnerable, while allowing those not at significant risk to return to their normal activities. The key is to identify the most prudent and responsible balance between saving lives, and living life.

    point taken and yes outside money is surely needed to reboot out economy...BUT..not at aany cost. Until mainland USA prove that their plan or reopening actually works ( and I ha e my doubts) we need to remain vigilant and safe. how can you expect testing people before they get on a ferry to protect us when it is a prooven fact that you could test today all clear....lock yourself in a room for 48 hours by yourself get retested and show positive. asymptomatic people are the real issue and there is absolutly no way to protect against that....with regards to tourism. the only way to begin this process of opening up the boarders to tourism is to ha e confidence in how well their home countries are dealing with this.....and right now one of our biggest tourism contributors (USA) are NOT in control of this. they are a shambles, no true leadership going on . we need to be VERY careful this next few months on how we consider reopening.

    The longer the Premier keep our boarders closed the safer we are. Tourists will be coming in from all over the infected world to pounce on our poor little islands, and leave us a gift we don't want and can't control. Soon all of us will be sick or dead. Do the tourists care? No! They are on their way to their next vacation spot to kill and kill again. Are we so impatient that we can't even wait to see if a cure is found? Can't we live off of the grid, like in the old days, for a little while? This is scary for everyone. More than 1/2 of our people will be exposed to these tourists, and we will go home to our families and spread it to the other 1/2.....meaning 100% of us will die from impatience. You can't spend money if you are dead. What price are you all willing to risk? The answers are out there. Use your head or wind up dead.

    The taxi drivers to take a hike. I would pay a next door neighbor and fill up their gas tank to take me somewhere before I use a taxi.     The taxi association needs to get creative and rethink how they service the domestic market. Opening the economy to tourists sounds good, but the risk in the short term is too great and our medical system cannot facilitate a huge outbreak. There are a lot of opportunities locally for taxi drivers if they think outside the box. Aim for a consistent and reliable transportation system for everyone. Taxis can be made to service every route thereby eliminating the need for persons constantly having to hitch rides. They can put efforts there but of course, that option requires actual work.

    All of us are political animals pregnant with self- interest; we are about self-interest even when we do something unselfishly for others. It is the nature of man. Back from the soap box, the BVI, a small, resource-poor locale that is located in a highly vulnerable and in one of the most disaster-prone area in the world and with a fragile service-based economy, is in a perilous situation. It is facing a perfect storm, ie, Covid-19 pandemic, tanking economy and a rapidly approaching hurricane season. Moreover, the globe is in a recession caused by Covid-19 pandemic and dangling precariously over depression territory. It is in danger of an economic shock. As the saying goes, when advanced countries catch a cold, the BVI contracts pneumonia.

    The territory, like the rest of the region, is a travel dependent locale. Tourism is 1/2 of the BVI economic pillars. And further, when advanced countries are in recession and unemployment is hig, people has less discretionary income and travel less in normal times but with the pandemic they will travel even less. The airline industry is anticipating this and is cutting the number seats; cruise lines may be doing likewise. The BVI is in for some rough seas and residents should brace themselves for some painful and hard times. Covid-19, if there were any doubts before, exposed the weakness of not having a diversified economy. Let’s be safe and fasten out seat belts for some unsettling turbulence ahead.

    The tourism industry even with the best government effort will take some time to rebound even to 2019 levels. It is more likely to get a little more robust in 2021. That is the reality and projection of travel experts. We hope they are wrong.

      I have read your Facebook publication where by you stated that the ports should open ‘as seen as possible’ for tourist. You also suggested screening for the infected at the borders to combat the spread of this virus. ‘This method is not full proof’. I believe this is the spirit of greed within you...and a very inhumane perspective you hold. You may want to consider a safer way to support your family during these times. I pray that Jesus will change your heart and mind.

    Opening up the territory for tourism is just a recipe for disaster the current cases in the BVI remains low and that would undoubtedly change following the influx of visitors which in turn could overwhelm our health system putting us in an even worst position. It's better to be safe than sorry keep the VI closed to tourists until there's a vaccine.

Without the various taxes from the tourists the crash would eventually get u guys too, the government workers it would also get u all financial services will also have trouble.     lets open the borders when the BVI is ready but when will that be? The reason the world went into lockdown was to stop hospitals being overrun, we are well past this as is our main partner in tourism the USA, that is why the states are opening not because its gone but because they can handle the outbreaks. Plenty of ventilators now stocks of PPE these were not available at the start of the lockdown, they are now. The time to open is now

    Economic dignity is human dignity. Residents are eager to get back to work to take care of their families. Out of work for several weeks, their savings are dwindling and they are getting anxious and concerned. However, on their return to work, they may find the economy is not in the same shape as they left it. The globe is dealing with a pandemic that has engineered an economic recession that is dangling precariously on the verge of a recession.

    Moreover, tourism is 1/2 of VI economic twin pillars; financial services the other. And though financial services generates more government revenue (~60%), tourism provides more direct, indirect and induced employment, ie, taxi drivers, tour operators, souvenir vendors, hotel workers, marina workers, pier park businesses and workers..........etc. Understand Sam’s desire to get tourism back on track. However, to avoid a setback and more hated and taxing lockdowns, government must effectively engineer a fast but safe reopening. IMO it is a false choice that the economy should take priority over health. Health first. The economy will come back from bust to boom though it will take time but a death is gone for ever. Further, all eyes need to be on what is happening with the US economy, the #1 economy.

    The US economy is leaking like a sieve and hemorrhaging jobs. It lost approx 21, 000, 000 jobs in April and the unemployment rate jump to 14.7%: This rate appears to be second only to the 24.9% Great Depression rate. By comparison, the Great Recession of 2008-2009 lost approx 8, 600, 000 jobs; approx 22,000,000 regain after the depression in 11 years. However, the Covid-19 recession has already wiped out the post Great Recession gain. Why should the VI be laser-focused on the the US economy?

    Most of the tourists, ie, cruise and over nite, come from the US. And with US economy tanking and unemployment skyrocketing, fewer US residents will be traveling. This will affect employment, government revenue, service delivery......etc. in the VI. Like the rest of the region, the VI will be facing some challenges ahead. Though residents will be leaning hard on government, government only has the resources IMO to provide help for a short time. In fact, if the crisis extends out further, government may be force to cut services, employment.....etc.
