Dr. Christopher Phillip Malcolm appointed VI's Attorney General!

ROAD TOWN, Tortola, VI - According to a Government Information Service (GIS) press release, Governor Boyd McCleary, after consultation with the Judicial and Legal Service Commission, has approved the appointment of Dr. Christopher Phillip Malcolm as Attorney General with effect from January 1, 2012.

Dr. Malcolm is a native of Jamaica who is admitted to practice in Jamaica, the Virgin Islands, Dominica and St. Lucia. His legal and professional experience spans over 16 years, including as a lecturer in the faculty of Law at the University of the West Indies, from which he obtained his Bachelor of Laws (LL.B.) degree.

He also holds a Master of Law (LL.M.) degree, as well as a Doctor of Philosophy (Ph.D.) degree from the Centre for Commercial Law Studies, Queen Mary University, London.

In 2010, Dr. Malcolm completed a course on Legal Instruments of International Economic Law and Regional Integration from UNCTAD Virtual Institute in collaboration with the Universities of Barcelona and Chile. His research interests and areas of expertise include Banking and Finance; Regulation and Compliance; Regional Integration and Economic Development; International Trade and Investment; Arbitration and Alternative Dispute Resolution; Corporate and Commercial Law. He has been the Head, Legal Unit, Organisation of Eastern Caribbean States; Guest Lecturer, International Financial Law Unit, Centre for Commercial Law Studies, Queen Mary University in London; and Tutor, World Trade Organisation Trade Policy Course.

Dr. Malcolm is the author of several notable publications; recipient of many distinctions, honours and awards; and has travelled, worked extensively and presented at various conferences and seminars within the region and internationally. He is also the Founder/Director of Partners for Economic Development Limited; Partner in Malcolm Gordon, Attorneys-at-Law.

Dr. Malcolm succeeds Baba Aziz, Principal Crown Counsel who was appointed Acting Attorney General from June 24, 2010.

The Government of the Virgin Islands wishes to express thanks to Mr. Baba Aziz who joined the Attorney General’s Chambers in June 2001 and was appointed on contract in the post of Senior Crown Counsel.

He was subsequently promoted to the post of Principal Crown Counsel in 2007.

    Which BVIslander can hold a Permanent Secretary post and the Attorney General Post in Jamaican????? I studied in JA and trust me when I tell you all this could never happen..NEVER!!…BVI people so fool fool. It’s bad enough we got and Antiguan an Anguillan in we Legislative council now a JAMDOWN in the mix…the other Caribbean islands keep laughing at BVI people...ha ha ha

      You are fool fool. Ok, so let's bring back all the "qualified" BVI folks from where ever they are working in to fill "key" positions here and then kick out all the foreigners (especially Jamaicans). In the US, there are many BVI citizens working in jobs that could be filled by unemployed US citizens, should they be kicked out of the US? The job was advertised and after a long process the short list did not include not even one 'Tolan. What does that tell you?

        Yea, but the BVI Citizens who work in St. Thomas or USA dont need work permits. They all have Green Cards or Naturalized. The time has now come where we must employ our own as Attorney General. Our government has to offer our locals the same incentives to take these jobs as they offer expats. Maybe the list as you say did not include one Tolian because the Tolians know that when they apply, the incentives will change and this is where we are going wrong as a government. Offer to us wht you are offering to the expats. They dont have any more knowledge than we do.
