‘Don’t punish us for your tardiness!’ – VG Resident to W&SD

VALLEY, Virgin Gorda, VI – Over the past week the Water and Sewerage Department (W&SD) has been accused of giving a raw deal to residents of Virgin Gorda by cutting off their water supply without proper notice or a fair chance to have their accounts settled.

This issue was first brought to the attention of this news site on Friday September 19, 2014. We have been making several calls to the Department for a response to the allegations made but to no avail. Director Mrs. Perline Scatliffe-Leonard did not respond to our calls.

The complaints were many from persons in Virgin Gorda. “First and foremost, Water and Sewage need to get their office on VG organized before they come and blindly disconnecting people’s water supply. They have an office here but it’s very out of order. They send teams from Tortola to come cut our waters and they even cut their own staff water and didn’t care,” said one resident Ms. O’Neal.

Their concerns were universal as almost everyone this news site spoke to had the same complaints. They said that their problem had nothing to do with them being unable to pay their bills on time but it was solely an issue of the W&S Department not issuing or preparing their bills in a timely manner.

“I for one would go to the office both here on VG and Tortola and I can never get an accurate bill, mind you I shouldn’t have to leave Virgin Gorda, pay ferry money to go all the way to Baugher’s Bay for a water bill, that’s not right, not right,” exclaimed one woman.

She further explained that it would take several months, sometime as long as four months before residents could receive a bill which reflects arrears for that full period. “Then they coming and cut you off without notice, without explanation or negotiation,” she said.

Another resident said that when she realized what was going on she went into the office in Tortola and pleaded her case as she has not been receiving bills and had offered to pay in parts to satisfy the arrears. “You know what those people had the gall to tell me? They had no feeling telling me even if I don’t get a bill is my responsibility to come to the office and pay. They have an office that is in a mess in VG and telling I must go all the way to Tortola and pay and pay for what I don’t know the bill,” she said.

Others complained that apart from the problem of having their water cut on a mass scale, the quality of the water they receive through their taps leaves much to be desired. “The quality of water we getting here is atrocious, it’s discoloured a lot of time and all sorts of things are in it. You want us to stretch and meet you well give us the quality we deserve, give us value for our dollar,” the woman said.

There were reports of the water supply to at least three seniors were also cut, however this could not have been verified by this news site as we were not able to reach any of the alleged affected seniors. “I telling you my grandmother’s water was cut too, woman in her late 70’s I telling you, her water was cut, and I know for sure of at least two others in the same mess. This in make sense,” said an obviously distraught woman who gave her name only as Mel.

    The department same to have some kinda cuss on it and the only person who could have bring under some kind of order as best he could was JW when he was there. I tell you, in this day and age people don't even have to right a check to pay their bills. My very health insurance premium and electricity bill can be paid from my account on my computer. With W&S not only you don't get bills, but they think because people don't have anything to do, they must leave their jobs from all ends of the island and go sit with them and smile just to find out how much we owe for water. The bills most of the times don't even reflect the water consumed, and in my case, its a standard $3.00, which is for the meter rental. Every time I go I will argue that I want a water bill, and would be told that what they give me on the white print out is what is on the system. Are customers now suppose to guess what they owe and pay something for when the real "bill-day" comes? Another problem with W&S is when you go there, you better walk with at least 2 years receipts because they are good for charging people for bills already paid, but God bless those of us who keep our proof of payments. I don't know who to blame but its a mess that's been plaguing the people of the country too long now.

        The worse part is that you will pay your bill. Then they cut your water. You carry all your receipts. They cannot find your payment .Are for months your payment is not posted. Wait another thing what happen to the investigation the police were conducting. They have you take time off your work and up to now two years after nothing. People please keep your bill be careful not to loss any.or you will have to pay again. But everyone have a pay day.

          Them abd Traffic use to be the worst, then Traffic overhaul the whole thing and now them on the ball. Perhaps W&S need to hire the team that revamp them. Cause they suck, my bill was uptodate and they still cut it, called and went in person twice with requisite paperwork, and 4 day later still had NO ONE REACH yet. Thank God it had rain the weekend and the cistern get water. They need to do better and mind you I live Road Town so tell me why they couldn't have arrived the same day I called?

        I really dont know much about Pearline I live on Tortola and know W S needs to do better, you have the lines run to your house for a joke, when u call for water is a whole run around, like they have no kind of team work going on .Every one blaming the other for not turning on the water. Don't even attempt to call the office, pure waste of time ,yet when the month end u still have a bill coming, they saying we should get water 3 dys a week but only receiving once and twice a month when we call and beg.

            the ones that don't even have a scool leaving certificate or ged , those that will give you a zone balance instead of a zero balance ,those that cannot add correctly and the ones that keep giving the the customers the same bill to pay over and over.

              @ Scandal - you seem to be a WSD worker with issues that need to be sorted out but NOT in this forum. Why contribute in bringing your place of work down? Is this not where you get your daily bread? I think you should use your efforts and contribute towards enhansing the department and leave the pettiness for different settings.

              Additionally, try to up lift your co-workers instead of trying to bring them down. Your senseless comment reflects bad on you. It proves that you are not a team player and probabbly only working there for a pay check.

              My advise to you is if you are not happy working there with the Directors "friends and family" as you have stated, then move on so that they can hire people who want to see the company move forward. Oh, but then again, you you seem not to be a team player.

      to shame , you fool. The Department is working on changing out all meter that are not working/ disfunctional. so if you are only receiving metr rental, its because your meter is not working. you want them to guess a bill if the meter is not spinning to create one. you all must stop bringing to paint the Department black. The department was in a mess and Mrs. Scatliffe Leaonard and her staff is trying to fix a mess they inherit.

    virgin gorda residences dont want to pay their bills, instead they want to keep calling the Minister of Communications and Works. Pay your bills and be responsible. I get my bills and if i dont, i go to the office to pay. They want to go and pay what they want and when they feel to. They office staff give too much breaks thats why the office is in a mess and so much money is owed to the Geovernment. I am one resident who is happy with the staff from Tortola coming over to collect the money. two of my tenants moved out and left a high bill for me to pay. If the office was collecting the monies and disconnecting on a regular basis, I wont be in this mess. people dont like change but this is a great change. Good job Water and Sewerage staff from Tortola. The staff in Virgin Gorda needs to be changed.

      I beg to differ,one of the problem is that bills are not printed at the VG dept,and the workers should be able to print bills,given that the software for printing bills should be installed on the computers,and it will make work easier for the staff at VG,there are able and competent workers at the office that could lead the office in having bills print on time.

        Wether the bills are printed on tortola or on Virgin Gorda, the problem remains the same. BILLS ARE NOT BEING PAID. Wether you recieve a bill or not, you are using the services, go into the office or call to check on the status of your account. Some comments on here are so stupid. How can the staff in the VG office be competant workers when VG customers have arrears and outstanding bills for years? Why did it take the Tortola office staff to, again within 2 years to overhaul the VG office for such nonesense, non payment of bills? I was waiting for this to happen, some of yall have friends working WSD that do not disconnect yall and still complaining. Some of yall have illegal connections and still complaining. Some of yall land lords have people hook up on one meter, water usage included in rent and still charging us extra money per month for water. They need to over haul the whole island.

        I am in agreement though that the system needs to be up dated. And it is not just last week that we as customers know this. But until then, if we are using water we know we have to pay for it.

    Well, you'd think that W&S would invest in an online system like BVI Electricity or LIME. While I agree with VG resident above, I also believe that fair commerce includes the submittal of timely bills.

      It is in the Biwater contract to provide a modern billing system WHEN their work of water and sewage contracts is finished. That is why nothing is being done. As for JW it was during his time that they changed billing systems to the present one. The present director first stated that they would no longer send out bills, and it is the customers responsibility to go in and pay. But you cannot even go in and pay a lump sum in advance as the system cannot cope with that! Can you believe that? She then said to cut off everyone who does not pay their meter bill! Admittedly we have some bad customers, but it must cost a lot more than$3.00 to cut off and reconnect the supply. Incidentally they do send out some bills sometimes, but often the meter hasn't been read, or if it has, the readings have not been entered. This department is a disgrace and the minister responsible needs to take action to clean it up. Falling back on the Biwater excuse is not good enough!

    Forgive me but you must be an Arse talking pi$$. How can you expect us to go pay for bills that you don't see and if you do see one the same amount that was paid previously appears on the current bill a second and third time. That is messed up the office is. Every bill at W&S you better hold on to your receipt or you are paying money over and over again. I guess the money is going into somebody's pocket as that office has a history of theft. Give people their bill on a monthly basis and people will pay. If they don't pay, DISCONNECT them but tell us NO BILL but still pay. We are not looking for handouts to pay but we also didn't eat our lunch money either. W&S need to get their act together period.

    As far as i know, disconnections have been advertised monthly on the radio stations since the new Director took office at WSD. What i think is hapenning is that disconnections are not being enforced on the outter islands as they are on Tortola. The officers in the Virgin Gorda should have been doing their jobs and not mixing up "friends and business". I was standindg in the line to pay my "current" bill when some of the Virgin Gorda residents were making a fuss over the issue of being disconnected. It was amazing though, that after dealing with the very pleasant cashier, whom i suspect was from the Town office, that most of them had arrears outstanding for over a number of years. It was also amazing to have heard that some of the persons making the most noise in the waiting area had not paid a bill for the year.

    We use the water, yet refuse to visit or call the office to check on our accounts. Every month, wether or not some of us recieve electricity bills, we are in the lines to pay before we are disconnected. Why not do the same for our water bills? We meet other financial obligations, but not our water bills as it would seem that disconnections are not carried out on VG or only selected persons are disconnected.

    I commend the Tortola officers for a job well done. I also commend you guys for your professionalism. Yall took "Hard Words" and maintained calm and professional. You should continue to come until every last account is up to currant. We complain that water is off too often, yet will not pay our bills so the money can be turned over to maintain our water system. VG residents, lets pay our bills on time. And do not feel like it is VG alone this was done. I did some research and placed some calls, it was done on all the islands so stop thinking that the VG office was targeted.

      Virgin Gordians are not treated like second class citizens, well at least not in my opinion. Some Civil Servants on Virgin Gorda act or operate as if Virgin Gorda is governed by a different government. One blogger said that they did research and disconnections were carried out on all the islands. I have searched all the on line sites and have found NO articles of the other islands going to the social media for being disconnected or for the staff ar WSD carrying out their jobs. Why have the Virgin Gordians done this? We owe the Water company, PAY and keep it moving. This is not an issue of first class or second class citizens. This article seems as one which ONE person in particular was disconnected and not pleased about it. My thing is if you did not owe the company you would not have been disconnected.

      Additionally, the article mentioned of 3 seniors being disconnected. I am sure that these seniors have family living with them who should be taking care of their bills. If not, i suggest that, since you know who the seniors are, to use your efforts and report such to the socila development office so that something can is done about this. Just my 2 cents.

    They must be using the same old JD Edwards billing software that should have been changed from twenty years ago. You go to LIME you give then your name and telephone number pay your bill and you are on your way. At W&S you have to wait in line for customer service, then you wait in line to see a supervisor who is more interested in chatting than serving the customer, then you get a bill and go wait in line to pay. How can you be talking crap about getting tough on your customers when you don't even have a good software too present an accurate bill to them. Get your house in order first.

    Get a proper billing software and capable people for data entry,
    I have not been to electricity office for the past year. Every first Sunday of the month I get a cold beer sit at my computer and pay my electricity bill. Easy as one two three. Get with the times.

      You are correct. However, in order to get to online payments there are issues that need to be rectified. What you put in a computer is what you get. You cannot enter junk in a new system, because junk will come out. So the Department will continue to rectify. It's a lot of work but with dedication and persistence it will happen. Improvement in systems also comes with serious employees who are more for the job and not a pay check, so the Director has to make the necessary changes. Your easy as one two three will come in due course-the Department will get to the times in due course. It won't take another 2 years.
