‘Don’t be afraid to send incomplete work back ’ – Gov John S. Duncan

- said senior officers in Government are not delegating properly which leads to time-wasting

ROAD TOWN, Tortola, VI – Poor policy advice and analysis lead to poor decision making and wastes time and manpower resources and this is why training of public officers involved in policy work is essential.

This is according to Governor of the Virgin Islands His Excellency John S. Duncan OBE. He was speaking at the launch of a three-day training programme last Wednesday September 30, 2015 entitled ‘Developing Effective Policy: Analysis and Use of Evidence Workshop.’

“Do not be afraid to send work back that is incomplete or inadequate,” charged the Governor to the participants of the training who hold supervisory and management positions in Government.

“You need to delegate properly and exercise quality control. Do not allow work to creep up the decision and management chain,” Governor Duncan, who is also the Chairman of the Cabinet, said.

He said public servants are not consultants. “You will not be judged on the length of what you write but by the conciseness of your arguments.

“Sadly the word processor and email have allowed people to ignore the skills of being concise,” he said.

Senior managers shouldn’t have to do it themselves

Governor Duncan noted too that both in the UK and in the VI senior managers are not delegating properly and as such they end up having to work long hours and do too much of the work themselves.

“Too often one hears the words ‘if you want a job done properly do it yourself’ but in reality this is a waste of the senior officer’s time. It is not what we pay them for as senior decision makers to do and it means that more junior staff are not encouraged to improve.”

According to the Governor, on the job training is as important if not more important than training courses and urged that persons take advantage of any opportunities to learn on the job.

      Yes send back the incomplete work. Make them finish it. Then you will have a completed mess that you will have to do over yourself. Sigh. Aint easy.

    This is what happens when you create a system where every one with a piece of paper (degree) is deemed smart, no matter how long they took to get it, where they got it, and whether they are even capable of doing the job. The system promotes the attitude of "get a degree and you get the job whether you can do it or not!" Keep up the good work though.

        A degree is not all. Sometimes it is necessary and should be encouraged, but there are people with many years work experience, very bright but never have a degree but can get the job done. This is why a proper evaluation process needs to be put in place as opposed to things that just look good. I think some people confuse 'qualified' and simply having a 'degree'. One can have a degree and not be qualified and the same way, a person can be deemed qualified for a post without having a degree. Majority of senior government persons have a degree but is that reflected in the level of service that we receive? We often blame politicians but if you take a closer look you will see what the real issues are. With that said, I would encourage everyone to further their education but also realize there's more to carrying out a job than just the paper, there should be a holistic approach to include work ethic, attitude, team spirit etc. Those cannot be taught in any University/School but play a big part in the results we get from these institutions.

    The policy makers get exactly what they want. They promote people in their party to positions knowing fully well they cannot do the work. Once they do just what they want done personally it is okay.then they expect other officers to do the work for them.

    Rework comes with a high and unproductive cost. It means that some customer is being under served either not getting the service or the service is delayed or deferred. Effective delegation is effective leadership and management. It builds confidence, morale and creates/fuel personal growth and development. Organizations must be cognizant of the Peter Principle, promoting one to a level of incompetence.
