Donald deCastro has one word for HOA: “Disgraceful”

Public activist and talk show host Donald E. deCastro believes the conduct in the House of Assembly (HOA) of the Virgin Islands is "disgraceful". Only recently former Legislator Eileene L. Parsons opined that there has been a breakdown of decorum in the HOA and went as far as to liken it to that of a “circus”. Photo: VINO/File
ROAD TOWN, Tortola, VI - The usually outspoken Donald E. deCastro has chosen not to be too outspoken on the topical issue of the behaviour of Members of the House of Assembly (HOA) as it seems his frustrations about it have grounded him to silence.

“I don’t think I will comment on that because the House is disgraceful,” were some of the few words from Mr deCastro when asked to give a comment on the issue.

Only recently, former Legislator Eileene L. Parsons opined that there has been a breakdown of decorum in the House of Assembly (HOA) of the Virgin Islands and went as far as to liken it to that of a “circus”.
Performing the role of host of the programme NDP Radio, which was aired on a local station on October 15, 2012, Mrs Parsons said the behaviour of certain Members in the HOA was a “burning issue” for persons in the community and that it was “deplorable”.

She also claimed that members of the community have even indicated to her that they no longer tune in to the House of Assembly sessions because of their disappointment with the way business was being conducted in the HOA.
“To me the House of Assembly has become a circus,” Mrs Parsons bluntly stated.

Mr. deCastro briefly shared a similar view when contacted. “First of all I think they (Members) have to learn to speak because if they can’t get up there and speak for half an hour without saying Madam Speaker for more than 40 times, how in this world could they control saying anything else?” deCastro asked.

Meanwhile, Mrs Parsons had noted that the “House of Assembly has gone from a being House of Assembly”, and added that the “behaviour is deplorable for those listening on the outside”. She also made it clear that she was saying without fear of contradiction that it “seems to some of us” that questions are not asked for information but rather aimed at “getting under one’s skin”.

According to her, “the word on the street”, is that questions from the Opposition are “trivial” and “foolish” and made reference to the recent question asked of Minister for Education and Culture Hon. Myron V. Walwyn by Member for the Third District Hon. Julian Fraser RA about why monies were not paid to the H. Lavity Stoutt Community College between 2009 and 2011. “...and people are wondering what is going on in the House of Assembly...decorum has gone to the dogs.”

I am afraid that the last election enabled us to change the party that was in power but we gone from bad to worst. Unfortunately this change has not brought about not one meaningful change in the way our taxes are being squandered and it has brought us international disgrace in our house of assembly. I am packing up and leaving the BVI.

The Speaker is very biased. She lets the NDP speakers do what they want.. She frequently disrespects the opposition speakers speaking to them in very harsh tone always warning them using the standing order of the house.... In the highest court in the land the whole atmosphere is like a circus (good point Ms. Parsons). No wonder the people are losing respect for our Parliament

I agree Donald their behavior represents monumental abandonment of all the tenets of civilised behaviour that are expected of parliamentary representatives!!!!!!
