Disrespect! Manager blatantly refuses to meet Labour Minister during ‘spot check’

DUFF'S BOTTOM, Tortola, VI- Calling it a troubling situation which makes him wonder what kind of country we are living in and building, Minister for Natural Resources, Labour and Immigration, Honourable Vincent O. Wheatley (R9) recounted in the House of Assembly on June 8, 2020, an incident where he was disrespected by a manager of a business in the Territory.

Speaking under ‘Public Business’ at the Eighth Sitting of the Second Session of the Fourth House of Assembly (HoA) at the Save the Seed Energy Centre in Duff's Bottom, Tortola, Hon Wheatley said as the Minister responsible for labour he gets lots of complaints from employees and employers but he likes to get both sides of the story before he even acts.

Spot checks

That is why he said he has told his [labour] department to do spot checks on businesses and such a situation came up a few days ago.

“So I just decided to give it a little dry run. So I had some complaints where I decided to go to this property unannounced.

“Mr Speaker, when I got there I was appalled. Made me wonder what century I was in, what country I was in, the way the whole situation was.”

He said he called the manager of the business but he did not answer the phone and he also “Whatsapped” the same manager but his messages were not returned.

‘It was like going on to a plantation’

“When I got there it was like going on to a plantation. The gates were locked and his employees were outside and I asked them what you all doing” and they responded they were there to collect some documents “and the security was there giving the documents, you can’t even go inside, you can’t even go on to the property.”

Hon Wheatley said he was not going to stand outside any fence as if he was visiting a zoo and told the security who he was and that he wanted to see the manager.

“So I went on to the property and told him [security] let the manager know I am here. I guess he went and told the manager I was there.

‘The level of disrespect’

“And I waited a little bit and I realised the manager had no intention of entertaining me.”

He said he was then told by the Labour Commissioner, who was there also, to go upstairs and knock, but he declined to do so saying “no, this is a minister of Government at your place of business in the BVI, I shouldn’t be begging you to see you. So I left the property.”

Minister Wheatley stated that the manager eventually sent an email “totally discounting” the fact that he had visited the place of business.

“I say well this is something else, the level of disrespect. I mean, I don’t understand what certain people think about in this country. We work together with investors and employees and whoever, but you cannot be in here as an investor and think you can do what you want because we need you? And we’re not going to survive without your presence?” Minister Wheatley said, adding that he didn’t think that was a good attitude to have doing business in the Virgin Islands.

Totally unacceptable; ‘Imagine poor employees’

“And it’s not going to end there, I can assure you of that, but the level of disrespect that an investor would show a Minister of Government… I find that totally, totally, unacceptable. And I will be dealing with this matter because you’re still in this country and you intend to do business in this country and I think if you’re going to be in this country and doing business in this country, at least show respect,” he said.

Minister Wheatley also expressed concern about the welfare of the employees adding, “If you’re going to disrespect me a Minister, an elected representative, I could imagine the poor employees.”

The Minister stated that he is happy that he had an opportunity to witness the hostility first hand since many of the complaints received by his department tend to be false.

“Yes it was unannounced but you know I was there. I went to two businesses. I went to another business, unannounced, the manager wasn’t there. They told the manager I was there. He came out in a breath. Wherever he was he drove and came there. He heard the Minister was there just to visit the place and see what is going on.”

He said they then had a discussion on how the business was managing during COVID-19 and his plans for his employees as well as steps taken to keep the business afloat.

He said the manager even offered to introduce the Minister to his staff and took him to see each staff.

“That is what you call respect. That is true partnership. Yes, I was unannounced, I respect that I was unannounced, but I am still an elected member and a minister of Government and that should count for something Mr Speaker.

Eye-opener

“But the blatant disrespect of some people in this 21st century in the British Virgin Islands. I would never dream this would happen in the BVI,” Hon Wheatley said, adding that he has heard Members in the House of Assembly speak of such issues but he never thought he would have experienced it firsthand.

“This is an eye-opener for me, Mr Speaker. I have to really rethink how we go about doing business in this country.”

He added that even the Commissioner of Labour was shocked. “That means she had never seen that kind of behaviour either.

“As a matter of fact, the labour violations that this person is currently doing, Mr Speaker, I don’t know what to even say. And that was last Thursday, almost a week later, and I am still upset as I was then to experience that.”

Belongers being shown the door first!

Hon Wheatley said, nevertheless, there are some good employers in the Territory who mean well for their staff and have been assisting them in many ways, including by giving interest-free loans and shopping vouchers.

‘But then they got a next set, they using this COVID to abuse their workers and sometimes they are choosing the Belongers first, to abuse.”

The Minister said the Territory has survived many hardships, including Hurricane Irma in 2017, and does not need persons to think they cannot survive without them.

“I know where we come from…sardine and soda crackers aint no trouble to me, so if they think that without their presence here we’re going to go hungry and die, therefore we should just take whatever they dish out, whatever abuse they want to dish out here, that we will take it. Well no, that is the wrong set you’re dealing with, to say the least.

“I am not prepared in the least, to tolerate an abusive situation in this country under a pandemic.”

    NDP open up the door and in came the KKK: certain developers were granted permission to develop but do not employ any local persons and that sat well under NDP: 2011 until 2019 a number of these investors were allowed to move forward primarily in the best financial interest of the then administration: the department of labor should execute the law of the lands: some of us are given a hard time while the special interest groups waltz in and do as they dam well people

    A lot of these "investors" show little to no regard for their employees. Some are even racist (I am saying this from personal experience) and a lot of these persons are going unchecked while the majority focus on the Caribbean men/women. At least the problem has now been realized. I do hope that this is handled appropriately. I do wish the the employees are treated fairly in the end.

    You are the minister of labor and Immigration why don't you and your Government revoke his License and tell us his name. This soft politics won't bring respect. I bet if he was local or black you and your government would take serious action and not just talk. But you all will continue to set laws that will be beneficial to them and not us.

    There is so much racism and mistreatment of local people happening all over the BVI, especially since the arrival of the Covid 19 pandemic. I will dare any company, local, regional or international to bet against the BVI People. Who do you think is going to win? The people of the British Virgin Island will always win because we have the law on our side. Mr. Minister, you also have the law on your side. Please use it forcefully. Do the right thing for our country and our people.

    The handwriting has been on the wall for a long time now, even though subtly written and quietly ignored. Now the chickens are coming home to roost as true colours are beginning to show.

    Maybe it is time that we remind people of that seemingly haughty and definitely overbearing type that they are here by invitation only, and that the invitation can be easily revoked. Please, Mr Ministers, I beg you to address the issue now, and under no circumstance allow it to get out of hand. Don’t let us become second hand citizens in our own country.

No company should be allowed operate in this territory if they cant work with the people. The power of the people is mighty and we should use it to help ourselves.

    Mr. Minister, you should not have put yourself in that position to be disrespected by visiting the site. More than that, you may be guilty of trespassing.

    Follow the protocols in your own labor code that deals with violations and penalties. You have the power to do more for the employees than talk and complain. Some African countries have stopped complaining and they are mass deporting the Chinese who violate their laws. It is working.

    Some of them so greedy they charge service Charge for the services rendered and keep all do not give the staff a dime , talk about that sir let Hotel and restaurants and other enterprises know that service charge belongs to the staff not them else they should be locked up for that . And poor staff working for minimum wage scared to report that because again WORK PERMIT might be cancelled SMH

    Is there a law in the BVI that say the manager must respect the Minister of Labour?So because you are the Minister the manager must respond to you?Where is the Labour law that say,if he don't respond to you he disrespectful.
    That manager have a right to respond or not to respond.You go playing politics to impress voters,and because the managre stand up and refuse to play your politics you taking to the HoA,to talk what?

    The company name is m****g .They Lock the Gate so when you go to work you can get out and still you finish work.This no good for the bvi. Tha t. manger name is p*****r Co****. Put him on the plane .he is a ndp man.He have all them Guyanese working . And bvi islander home . These guy on work permit .please do some thing bvi Goverment.

    The manager of Business X felt self-assured that he could dis you and so what you and your government was too weak to do anything. When you play with dogs they tend to want to lick your face. Ah yu cozy up to them and treat locals like sh*t so take your some licks and blows in your backside. It is a high probability that the business is not locally owned or managed. External investors think they have the upper hand because the territory is heavily dependent on external investment. However, it is not a one way street. The investors are not coming because it is some charity cause; they come because they see an opportunity to turn a tidy profit. But ah yu so less with such low self esteem that you want to brown nose.

    Here is a news flash. It is not about respect; respect is earned, not demanded. Clearly, the manager does not give a flying f...** or a rat’s @$# about you or your position and just sees as another n....r that is not at level. Follow the law, for your mere presence is not enough to command any attention or intimidate anyone. This is the state of affairs in the VI and we cannot blame the folks for the attitude, for we give them license to behave the way they are. Could this happen in any other country?

    Honorable Wheatley, Just for the disrespect alone, this sickens me to the core. You need to go back with full police force. Order this piece of disrespecting trash to open his gates and doors to you to investigate. What is he hiding? If he again refuses, temporarily shut down his business and lock him out. If he doesn't adhere to your order again, then send him out. He is laughing at you to his KKK friends. You have the upper hand right now and these outsiders need to know who is in charge HERE in the BVI! This is not South Africa, Haiti, Anguilla, Jamaica, or any other place on earth, where they come in and take over.     Why should a minister of government be going out in the field to confront a manager of a business.I can bet you that manager ent from here,that is the kind of racist behavior we have in the bvi.when its a person from here incharge,we fraid to challenge.
    A big minister going out in the field to confront people,so what about the labour officers,what if the manager had become violent or aggressive,then you call police,what happen to the court system if the manager is in violation or what ever.The minister have no authority under the labour law to go and confront the manager.
    Blame the governor for that too..

    when funny fellow was in ministry the political might was used for personal influence and that establishment did as they wish; once the bloke was not returned to public office he was asked to vacate the area. that establishment continues to act as a law unto themselves but political leadership have shifted and the new members must enforce the labor code and immigration laws of the bvi

I have been on the receiving end of being ignored by the department of labour when I was wrongly terminated. How does it feel now? You are still working and collecting your salary. But people... YOUR PEOPLE are being put out of work. If they do that to you Mr. Minister, what do they do to us? When you play wid puppy....
