Dillon Findlay banned from 'ghetto' for alleged drug offenses

- mandated to attend drug counseling programme

ROAD TOWN, Tortola, VI - 21 year old Dillon Findlay appeared before the Magistrate’s Court on Friday May 20, 2016 on charges of possession of a controlled drug.

It is alleged that on January 4, 2016 in Road Town on the main island of Tortola he had in his possession 17.4 grammes of cannabis. 

He pleaded not guilty to the charge.

The court heard that on Monday January 4, 2016 at about 6:15 PM members of the Royal Virgin Islands Police Force were on a random operation based on information that there were illegal activities in the Crabbe Lot 'ghetto' area.

On arrival in Crabbe Lot the police saw the accused standing in an open area with what appeared to be a white piece of paper in his hand.

The chase

The court heard that when the police approached him he began to run. During the said chase the accused allegedly dropped a brown paper bag and continued running. 

The officer who had been in hot pursuit stopped to retrieve the bag and thus the defendant escaped.

The policeman retrieved a transparent ziploc plastic bag and its contents were taken to the Road Town Police Station where they were weighed and determined to be 17.4 grammes with a street value of $174.

When he was later confronted, Findlay allegedly told police he “only ran because I had a little bit of weed in my pocket. I did not drop anything.”

The Crown objected to bail on the basis that the defendant was on bail for another matter.

New complaint

In the new complaint for which he had not yet before appeared before a Magistrate, Findlay was charged with possession of a controlled drug, along with Omari Winter and Javaughn Harrigan.

The court heard that on April 22, 2015 the smell of cannabis was emanating from a blue Honda Civic bearing private number plates in the Crabbe Lot 'ghetto.'

A police officer approached the vehicle and identified himself and allegedly found the three men to be in varying states of recline.

The court heard that Findlay exited the vehicle and was searched. He was found to have a stash of money on his person.

A quantity of cannabis was then allegedly found under the right passenger seat of the said vehicle. Officers reportedly found more cash and cannabis in the car and also found a bag containing various paraphernalia, including scissors.

Bail was set at $60,000 each in both matters. Findlay is to report to the Road Town Police Station Monday to Friday between 6.00 am and 6.00 pm and he is restricted from going to the Crabbe Lot ghetto or the Scatliffe Alley area.

He was also mandated by the court to attend the Sandy Lane drug counseling programme.

He is to return to court on September 2, 2016 for reporting.

      I wonder if people calling for legalization realize that once that happens, these boys will no longer be able to make this big money on the street selling it, what happens then? I'm all for legalizing it but you think they selling it for its good qualities or to make as much money as possible? They only profit big because it's illegal and the risk involved. Once legalized, they lose out and will probably graduate to selling something else. Legalizing is fine, but don't think that will stop the youths hustling from being arrested because legalizing it doesn't put money in their pockets, they will hustle something else.

        You have NO CLUE as to what you're speaking about, NONE! Lol... REGARDLESS of the legal status of marijuana, the street market will ALWAYS exist, especially in the BVI due to the simple fact that it's not regulated; and also, many users still won't feel comfortable openly purchasing marijuana from a "dispensary." [if we even get that far] ...There are hundreds of locals that use marijuana in secret. From our top officials to the everyday Joe that doesn't want to be prejudged and/or labeled. Which is a practice I think we must try to discontinue.

            @Hmm I with you whether or not it's legal, people who use it goin get judged. This is Tortola we talking bout. The older generation still swearrr that weed is bad for you, and still associate weed with criminals; but it's fine to drink til ya stupidy cause it legal right ? SMH

            I smoke my weed after work in the privacy of my home. Mannn I'm telling you my wife bake some weed brownies and cookies the other day, finger licking good. When we really want to kick back, we go to Amsterdam. You can order weed in Amsterdam like you are ordering coffee.

    wise up who told you that ppl are banned from going places in Havana? have you ever visited Cuba? Maybe you are one of those who have swallowed the hook line and sinker of American propaganda?
    I suggest you take a trip to Cuba and other Caribbean countries I am sure your way of thinking would certainly change

    I agree that the legalization of "Pot" in whatever quantity deemed legal would provide some relief to the legal system.However, until then if having it in any amount is against the law, then the law should be respected. Everything is not about our opinions concerning right and wrong. If you break the law, you take the punishment. Otherwise we would have no structure and can rationalize why any law should be changed to pacify or accomodate those who take exception to it...
