ROAD TOWN, Tortola, VI- Commissioner of Police Mr Michael B. Matthews has said a detective is being hired by the Royal Virgin Islands Police Force (RVIPF) to tackle cold cases involving murder.

A cold case is an unsolved criminal investigation which remains open pending the discovery of new evidence.

Mr Matthews, whose contract is scheduled to expire in six months’ time, was at the time a guest on the Honestly Speaking radio show with Mr Claude O. Skelton-Cline on October 27, 2020.

69 murders since 2001; just about half unsolved

According to the Commissioner, there have been some 69 murders since January 1, 2020, and just about half of that number remains unsolved.

“A specialist post that was advertised for, one of those posts, in particular, is all around looking back at the other undetected murders. Because, we had 69 murders since 1st January 2000 in this territory and we detected about 52, 53 per cent of those so just less than half of those murders are undetected and I want to see more victims of crime have justice because they can’t answer for themselves.”

It is unclear where the detective will be recruited from but back in December 2017, Third District Representative Hon Julian Fraser RA had criticised the importing of expertise to solve cold cases since, according to him, the hirings had not yielded much success.

Hon Fraser had also expressed alarm at the many unsolved murders since 2001, which was 27 at the time.

"It means when you go to Riteway, they are right there; when you go to the cinema, they are there; wherever you go they are there,” Hon Fraser had said in a tone of concern on December 14, 2017, during the Twelfth Sitting of the Second Session of the Third House of Assembly.

Legislation changes needed- CoP

Meanwhile, Mr Matthews is also calling on the Government of the Virgin Islands to make some amendments to the existing legislation governing the RVIPF.

According to him, it is critical that more time be allowed for officers to charge suspects, especially in murder investigations.

“We desperately need to update our legislation. When you are dealing with the most serious end of crimes, especially homicides and you only have 24 hours from the point of arrest to charge, that is not enough in anybody’s book to do all the work it takes." 

He added: “You interview somebody and they give you their version of events you then have to check out and disprove those version of events. We are hopeful that the House of Assembly will see it fit to bring in the new Police Act as soon as possible in that regard.”

    Only one...We need atlease 2..One female one male, they should stay away from the statoon, R they will get Rat out and become ineffective,, When u get a good dedicated, committed, Loyal and honest female detective she is better that any man, However, they are hard to find, They quick to fall inlove and lose focus..

    Just don't know what to say.
    I think the force still did a good job of solving 52 / 53 % of those crimes.
    That's how it is all over the world. People will talk and people will not talk.
    Just continue to install as much as possible, those footage cameras on most of the electricity poles or buildings around the island. It will really help to solve most of those unsolved crimes.

    A lot of people around here knows some of the people who commit some of these murders but they ain’t talking and the protecting the criminals because they are friends and families, but that is sad because once a killer always a killer, they will do it again because they know they can get away with it, what happened to all these drug money the law enforcement are seizing, pay out rewards with it and I guarantee you someone will talk.

    This is a waste of tax payers money! They come with their wives and families, drink rum, live in paid for apartments and walk around soaking up all the tropics sun and leave with their nice tans. The last set of detectives came here from the UK to solve Mr Penn's murder and said that they were close to solving it. The case was nowhere near solve and where are they (detectives) now? PLEASE keep our hard earned money in the treasury for rainy days. We need it...
