Dep. Premier remains in conflict of interest – Commentator

- says Hon. Christian should push for public Register of Interests

ROAD TOWN, Tortola, VI – While he considers Deputy Premier Dr The Hon. Kedrick D. Pickering to be an honourable and well intentioned person, commentator Natalio Wheatley aka Sowande Uhuru said he disagrees with the legislator’s view that there is no conflict of interest with Dr Pickering’s involvement in the BVI Investment Club as expressed in the House of Assembly on July 26, 2013.

“As far as I am aware, any investments that I have with respect to the BVI Investment Club have been put in a Trust or under some other person’s name or whatever legal advice I was given to ensure that I was not involved in any way to create any conflict of interest,” the Deputy Premier stated in the HOA last Friday.

The commentator said he did not feel that taking one’s name off of the investment club and placing it in a trust equated to the avoidance of a conflict of interest.

According to Sowande, elected representatives have a lot of power to influence those to whom contracts are awarded. He also added that situations where any elected representative stood to benefit from contracts were representative of a conflict of interest and were prone to abuse since they could lead to elected representatives taking actions that are directly in their own personal interest as opposed to that of the public.

The commentator spoke about the necessary level of sacrifice required in becoming an elected representative and also said such persons should be willing to divest any shares in companies that do business with the government. 

“When people enter public life that should be one thing that they consider, that they [elected officials] must at the least forego the potential for personal individual wealth in favour of service to the community,” he said.

Regarding the issue of the Register of Interests which concerns the financial dealings of elected officials, Sowande believes that steps can be taken to make the Register public whilst still keeping the privacy of legislators in place simultaneously. In doing so, he said, this will lead to a greater appearance of transparency. “Generally, I favour transparency as it pertains to the financial interests of elected representatives,” the commentator stated.

Sowande argued that it was also not enough for legislators to simply be transparent in taking steps to avoid legal actions regarding conflict of interest issues, but they also need to be cognisant of the fact that there are ethical issues involved as well.

Archibald C. Christian should press for public Register of Interests

He felt that At-Large Representative, Hon. Archibald C. Christian’s comments on a recent broadcast of the NDP radio programme stating that the public can access the Register if they needed to, was an unfortunate bit of misinformation despite statements made previously in the House which reflect the opposite. 

“[Hon. Christian] should push for the register being public,” Sowande stated, “He assumed it was so because it makes sense… I would encourage him to advocate for it being [made] public.”

While arguing that the Territory has not had the most accountability and the best governance over the past few decades, he stated that going forward it was important that this type of behaviour [lack of accountability] be cleaned up.

    This is total conflict of interest. The law only applies to every other citizen except the NDP. Only God can help us. If this was anyone else they would have done been investigated & jailed. This is a strange country.

    You are still a part of this investment. Imagione if I say to you I am not going to think of you anymore!! even not thinking of you is still thinking of you philosophically. Get real. after the politics you will collect wont you??

    Fools and poppyshows who don't know how trusts and investments work should shut the h**l up... In this case, the minister is NOT in conflict of interest because the firm is investing the money FOR him... he is given a guarrantee of the LIMITED amount of money he should get back and then he makes the agreement... so he is not directly involved! It is perfectly legal and the truth is most likely the minister may not even know for sure where the money is going... (all he probably know is his guarrantee) Sowande need to shut up and stay off Picko... IF YOU ARE NOT INFORMED ON THIS TOPIC SHADDAP....

      The fact that he is in a position to make decisions that AFFECT the investments of the club is conflict of interest. Are they involved in the airport? the cruise ship dock? marinas on VG? commercial buildings which may require permits? He may not know what they are directly doing, but he is certainly in the position to help.

      Oh please! The bottom line is that he has an INTEREST in this company. His interest may be conveniently wrapped up in the disguise of a trust, but he or his immediate family members are the direct beneficiaries of these trusts and will ultimately benefit from such investments. Let me make this clear, I have no issues with the Investment Club making strategic investments. HOWEVER, these so-called investments are to heavily wrapped up in governmental affairs and the shareholders of these private investments are ALSO members of government, which results in glaring conflicts and corruption! It is precisely for this reason that I cannot and will never trust the NDP. White collar thieves...............

      You plainly confirmed it, BAM it's conflict of interest. When you invest in something do you go to lose? no. Do you invest to get the same thing back? no, and that don't even make sense. you invest/put in to get a "guaranteed" higher amount. come again buddy

    I am saddened by this. People you need to educate yourselves. This is corruption. You cannot benefit whether directly or indirectly through your involement with a business entity that is contracted with your Government without there being a conflict. This is clearly wrong. Pepole educate yourselves. Right it right and wrong is wrong. I respect the Deputy Premier but this is a clear conflict of interest.
