ROAD TOWN, Tortola, VI- The decision to close Rosewood Little Dix Bay Hotel and Resort on Virgin Gorda for a year and a half from May 1, 2016 for renovation was done without consultation with Government, Premier Dr The Hon D. Orlando Smith has lamented.

In a statement issued to the media late this evening, January 15, 2016, Premier Smith also said he will hold the hotel accountable for its promised deadline for re-opening and providing job opportunities during the renovation stages.

Some 300 workers will be out of work when the hotel closes.

No consultation with Gov’t

“Although it is the right of Rosewood Hotels and Little Dix Bay Hotel's principals to determine how best to serve their clients, their decision was taken without any consultation with this Government,” Premier Smith said, adding that closing one of the island’s most popular and iconic resorts for this lengthy period of time is unfortunate.

According to Rosewood Little Dix Bay Hotel, the refurbishment will include the complete redesign of the resort’s guestrooms and suites, its three restaurants and overall enhancements to the landscaping. It further said that upon reopening towards the end of 2017, Rosewood Little Dix Bay would welcome back its "associates" to the resort to interview for available positions.

Workers welfare paramount

According to the Premier, he understands that the redesign and modernisation of the plant was needed, however, the welfare of the workers of Little Dix Bay is paramount.

“We must never lose sight of the fact that it is the 52 years of excellent service to our visitors that has enabled that hotel to remain one of this Territory's signature hotels. I have seen a copy of the letter circulated to employees that among other things sets out benefits to them. I expect that certain aspects of the letter as it pertains to seeking employment and severance will be negotiated further.”

Gov’t holding hotel accountable for all promises!

Further, Premier said Government will be holding Little Dix Bay accountable for all promises made verbally as well as in writing and to keeping the deadline for reopening.

“My Ministers and I visited the property shortly after the announcement was made by Little Dix Bay principals.  We have already arranged to hold a meeting early next week with employees to decide on the best way forward. I want to take this opportunity to also reach out to our tourism industry partners and the business community to provide new opportunities for the affected workers.”

The Minister for Tourism, Premier Smith, also said he has been assured by the owners of Rosewood Little Dix Bay Hotel and Resort that throughout the construction phases, job opportunities will arise for the people of Virgin Gorda and that millions of dollars will be injected into the local economy.

“This promise is another to which I will hold them accountable,” Premier Smith stated.

Meanwhile, Managing Director of Rosewood Little Dix Bay, Edward Linsley, said: “While the decision to close Rosewood Little Dix Bay was not easy, we determined that we would not be able to deliver the experience our guests deserve during a renovation of this caliber. Our goal is to expedite the process so that our associates and guests can return to our island paradise as quickly as possible, which will be better than ever when it reopens.”

    Primier this shows how far down the road your government has taken this territory. That information should have first reached your desk so negotiation could begin. These people have no respect for your government or the people of this territory, we reap what we sow. This is the second under your watch. I am shure you were thinking on them when you decided to pump taxpayers money in an airline. Stop short hanging the people of this territory. Will they be allowed to bring in material free of taxes?     Little Dix Bay was one of the first major resort in the territory. It was in the forefront in the transition from subsistence agriculture to a service economy. For 52 years, it has been a partner with and a fixture in the Virgin Gorda/BVI community, delivering exceptional service to guests and providing employment to residents. Thus, with this relationship, it is surprising that it did not work close up with government on it projected 18 month renovation plan, given the lost of beds, impact on the economy and lost employment. Why would it diss the Premier, government and territory like this? Hmmmmm! Per the Premier, LDB did not consult with government on its planned closing for renovations. As such ehat leverage does government have in holding LDB feet to the fire on its projected reopening timeline?

    Undoubtedly, LDB has to stay at the tip of the spear and competitive in delivering high quality service to its guests. Renovating and moderning its facility is critical to delivering high quality service to its guests. The renovation plan seemed to be in an advanced stage. And since there were not any consultations with government on its renovation, will it be pursuing duty free concessions on construction material, equipment, furnishings........etc?

      The loss of jobs, benefits and livlihoods without consultation is deplorable, immoral but perhaps not illegal. I'm sure this will be pursued for the sake of the people.

      But what I also worry about is LDB history and significant architecture. This is classic "Mid-century Modern" which the larger world is beginning to appreciate as historically significant. I hope they don't ruin a gem of design as many developers do in the quest of money- which is every bit part of the attraction to this resort-- how it fits into the landscape-- and its layout. Please don't do anything stupid, "New York/ Miami", because you will end an era started by the Rockefeller's as part of their legacy and every bit a part of BVI history. It would be a shame to lose the historical thread on how the BVI started to turn the corner. Can you imagine if Caneel Bay was torn down?

        Pete, I have not paid any attention to the architecture. Would you put LDB on the historical register? If so to the maximum extent practical its renovation would as close to its original construction as possible, increasing the construction cost.

          It may not be as expensive as you think to maintain the bones of the architecture. Sure, electrical, plumbing and the like need to be upgraded. But if they could maintain profile and building materials and character they would be helping themselves. If it is torn down and a flavour of the month put up, it will mean nothing to travelers looking for something different. Have you traveled to an older hotel or district where buildings were preserved? the character is worth it. The rock-resorts are very historically significant because they started everything and set the bar in trying to protect the environment while creating a get-away. You might want to see what world heritage sites has to say though I suspect it may not be old enough. But the things that are protected now are the things that people ALLOWED to get old. LDB is important and the owners would be shooting themselves in the foot to change things visible from the public way. If they want to change bedrooms fine, but be careful of the open air dining rooms and beamed ceilings etc. Better yet, get someone in there who knows and understands what they are looking at!! It may be somewhat more expensive depending on the materials-- but you would win in the long run. It would be an exciting destination.

    This is by far the worst leadership this Territory has ever seen. No establishment of this size closes it's doors without consulting government. It would have been better if the premier and his colleagues did not show their faces at Little Dix Bay yesterday as that only added insult to injury.

    As for this second statement on the closure of the hotel by the premier he can save his time pretending that he is looking out for the "people"...nobody believes that crap anymore and there are persons who never did. It's like pissing on people and calling it hot rain.

You let off cable and wireless lime with the same thing, then you allowed others to let off ptheir employees to runto philipene for cheeper labour and we saw these robbing the firms in high fashion. You and yourgovernment just made nhi mandatory ,how are we to survive.? You said minimum wages gone up, but for who and when? Our paid in moneys for taxes wherever it goes is constantly used up unnecessarily or stolen, no accountability, people working on contracts from you all doing work and not getting paid unless they are your givebackers,and you alldont have any money yet outside airlines are ass sisted leaving local ones to fail and be devouwered ,

    It's not the governments fault that the passage of time leads to deterioration requiring renovation, but it is the governments fault that businesses close for extended periods in order to shed the dead wood in their work force. The Labour Code is so anti-employer, it allows this population to stagnate and become lazy safe in the knowledge that they can never be fired. This closure is not a surprise. There will be more.

    I personally think that the culture of disrespect in this country has now gone far beyond what I expected. It is a companies rights to close or layoff people but i think most of these companies don't respect this current government. Everybody wants to do what they want and when they want with no regards to the country and its ppl.

      These companies here can see and hear the way this government is treating their own people so they do the same to them what goes around come around the leader and the done deal minister do what they want behind close doors and then put it on the news .Look what they are doing with seven millions dollars did it approved in the HOA no that is an example of how they do under hand things .Let me tell the leader they tell who they had to they only closing for remolding it is not changing hand so this to is a done deal. I am sorry for those people affected by this. What this government should look into is unemployment insurance scheme for situation like this. Every one is getting help except the hard working class of people.

    What impact will the now 300 unemployed have on the government now that they will not be contributing to NHI. NHI's success is heavily dependant on a high majority of healthy bodies and a high majority of contributors. Any major slip in unemployment or sickness will cripple the territory's finances. This is already the first blow to NHI.

You fully well know what was going to take place at that meeting at little dix yesterday, the deputy premier, the minister of education and the ninth district rep was in attendance at the meeting with management and that meeting took place behind closed doors first and then after that the staffs was informed after. So don't act like you are so surprise.

        I'm one million percent correct.....the police officers on VG had to rush over at little dix cause the staff them were done ready to cause chaos over there because what was said to his ministers in the meeting that information got leaked out to the staff them before the general staff was kept and that's why the workers them behaved in such a manner, but I guess the premier forgot to mention that....smh

    This hurts! In a small economy, 300 employees being out of work at once is a big hit. It will be a body blow to VG’s economy. Finding employment for these 300 employees will be challenging. The layoffs will stress and disrupt the lives of many families, especially those with children, who may have to relocate to take up employment. Government may have to weigh in to soften the blow. What can government do?

    Government can put in place some creative, one time temporary actions. Some possible actions include 1) working with banks and other financial institution to lower and/or defer loan payments, 2) offering interest free loans with delayed paybacks, 3)temporarily increasing public sector employment rolls, 4) working closely with private sector employers to incentivize hiring of displaced workers (lowering taxes), 5) government absorbing NHI payments for displaced employees, during period of unemployment, 6)waiving employment tax for the spouses/partners of laid off workers, 7)preferential hiring of displace workers,……etc. Admittedly, some of these actions will be setting precedents for the future. These are just some quick off the top of head thoughts. For the longer, it needs to put unemployment insurance in its bucket of things to explore.

    Things must get better.truth be told the hotel need to stay on the cutting edge but not treat its employees like trash after all it is them that help you get to where you are today. Yes some Johnnie come lately to the resort head of a department she needed to respect herself and the employees she met there. God don't like the things we do to each other so he sends rain on the just and unjust.

    Don't loose heart God have a way of doing things and shifting us to bring out the best in us. Removing the crutches to help us walk by our self.

    Look. For the message in this closure yes all of us have bills to pay including the Government who need to run the country 18 months is very long but God's hand's is.Not shorteneds

    Many hotels renovate however, other hotels who care about their workers do it in phases, not close down entirely. 6 months closure to renovate the restaurants would have been hard but an easier pill to swallow. After restaurants are renovated then close down east or west-side to renovate then do the other. At least this way some people would still be employed and still be able to provide "excellent service". Caneel Bay in St. John went through major renovations and it was done in phases in order to minimize the negative effects on the USVI economy meaning it is possible to do the same at Little Dix Bay.

    Not only will this closure of the only 5-star hotel in the BVI cripple the economy of Virgin Gorda but it will hurt the Territory overall.

    Loss of 300 + jobs for VG = loss of business for banks with foreclosures on homes and apartment buildings. Reposition of vehicles still being paid for and closure of accounts. Closure of some small businesses. Lay-offs at other businesses whose revenues are going to be affected by persons who lost their jobs and tourists such as airlines, taxis, supermarkets and other retail stores and also ferry services. Some persons will have to uproot their family and leave the Territory to find employment elsewhere.

    On Tortola supermarkets and retail stores will feel the pinch too, as well as other providers of goods and services. NHI and Social Security will take a hit too. Loss of revenue from income and hotel tax will be felt in government. Even the Electricity and Water and Sewerage departments will see loss of revenue as I am sure a hotel that size generated hefty monthly bills to those two departments.

    Tourism numbers will be down overall so air travel through TB Lettsome Int'l Airport will go from skeletal to an almost ghost town....and the list goes on.

    18 months of the closure of Little Dix Bay is devasting and perhaps crippling to an already damaged economy of the BVI.

    Wondering how many went to work daily with a grateful heart and Thanks to the Almighty for a job.
    Five months is more than ample time to make adjustments.
    Two weeks notice at the most is what most of us experienced. Five months notice and with severance???Shoo, I could update my resume with new courses and take it easy and look for a better job.

    Those with work permits should return to ther countries, grumbling always,hating the VI and its people, pay check they complain.

    Over the past 15 or so years, big VG construction firm has done at least four spells of renovation and obviously their workmanship has had to be below par to be overlooked! No entity hiring even a dozen persons, should be able to just get up and do what these jokers have done. The foot soldiers built LDB from the ground up and with LDB's history, government should buy out the hotel, put it in capable hands for them to manage it and continue its legacy! With the many Master Degrees and Doctorate here, there has to be a team of capable clean hands, that can be trusted with spearheading such a project. If the government is speaking the truth on the matter, they should refuse them any tax break they will seek to get in renovating the hotel! The government needs to put strong policies in place to protect the tax mules of the territory! This is now thrice we have had such an embarrassment, enough is enough! Many heads need to roll for this abuse and lack of action! Vg has been dubbed a tourist island for years, people here work hard for little money, groceries here and Anegada are more expensive! And for many as recent as a few months ago their rent was increased by $200.00 and there is no system in place to bring genuine relief to such persons. Shop owners and apartment owners are allowed to do as they like, like the elites at LDB, they will sink VG and the economy! I wish all at LDB well, God made moth and he will supply bread!

    Hotels come and go everywhere. These jobs are not lifetime guarantees. They close for renovation as they choose and open with a staff after the weeds have been weeded out. The expats return to their homelands and locals get jobs elsewhere or take a vacation. That is how life goes. In order to remain afloat and give the best service, they did what they deemed necessary. What does that have to do with Gov...months of notice and a severance package..good for the workers and good for LDP. No losers unless you choose to be one. Other Hotels should give 2weeks notice and avoid flak, dammned if you do and dammed if you don't with these part time workers with full time salaries. Hire all Filipinos upon reopening.
