Contractors storm NDP Caucus meeting; Want Airport Project to stay local!

ROAD TOWN, Tortola, VI -The issues of the Airport Runway Development Project and who should be awarded the contract, if the airport project moves forward, are still hot topics.

It was yesterday August 16, 2016 that some 25 contractors, heavy equipment operators and other interested persons met with the National Democratic Party (NDP) caucus to again let their feelings known about the proposed runway expansion project.

Our newsroom had first and accurately reported a few months ago that two companies made the final list on the runway extension project. They were China Communications Construction Company Ltd, which has since obtained a local partner, and IDL Group, which merged with Sir Robert McAlpine Holdings and local partner ADC of the Virgin Islands.

Many contractors, most from the Seventh and Eighth Districts, when hearing the news a few months ago spoke out publicly against the Deputy Premier and Minister for Natural Resources and Labour Dr The Honourable Kedrick D. Pickering (R7) whose portfolio is the Airport.

Dr Pickering has said the project is a “done deal”.

According to information received from our NDP sources, China Communications Construction Company Ltd’s bid was approximately $154 Million and IDL Group, the Sir Robert McAlpine Holdings and local partner ADC bid, was reportedly $199 Million.

Meeting with contractors

At the meeting yesterday in the Premier’s Conference Room, the group of contractors and truckers insisted that the airport project must stay local and made several proposals to the Government on a way forward.

The Elected Members of the NDP listened attentively and is to get back to the contractors. Calls to some of the Seventh and Eighth District contractors and other persons with an interest in the project, who were at the meeting, were not returned and Government is tight-lipped about the meeting, the issues proposed and when they will get back to the contractors and heavy equipment operators on the items raised.

The Airport Runway Expansion Project has been mired in controversy. A media report showed the United Kingdom has serious issues with the project that were not made known to the public before the 2015 general elections.

Premier Dr The Honourable D. Orlando Smith has claimed that the issues were addressed, however, has provided zero evidence to substantiate his statement to the public.

    These contractors goin be the death of us. Blatant high prices they want taxpayers to cover. They give one price at the beginning then its millions over and i the end they darn thing aint do properly. My head already hurting me thinking about this project. These district 78 contractors want everything and they killing us the people.

      Say that again. They raping the treasury. I prefer for the UK Government to oversee this project. To much envelopes will be passed under the table. If the UK Government can't oversee it it shouldn't move forward period. We dont want another Pier Park feasco....

    I don’t usually get involved in civil warfare, but let me stop to say just how simply this could be handled. If BVI contractors are proven capable of carrying out any portion (s) of the project, why not give it to them, it’s plain common sense and economic movement for the territory.

    If they are not capable of carrying out work they claim they can and the minister can prove this then let the people know and stop beating around the bush. The key here is to give as much of the project as possible to your people IF they are capable and stop playing games.

    The Chinese down sign the deal giving govt numerous concessions that they cant refuse, like charging in Chinese currency and providing labour direct from china and filipines. Much reduction in the cost favourable to the UK and the Chinese has the international experience in airport construction, they giving value for money. At the end of the day Millions is saved in the Govt treasurery.

    These same contractors up oil nut and mosquito working their big trucks and hymacks for less than 500 dollars a day, now they want to make up with taxpayers money at 7 and 8 hundred a day.

    Both companies have local business interest only difference one company is based in BVI while the other company will come in from China....we had a similar issue with the cruise project and if you think that project was outrageous here come the airport!!!!!

    keep it local for who to put potholes in the runway? The quality of their work is already known to us locals. Outsiders do not need to experience this first thing when they enter the country. Make more than enough money with the hacked up road job, now you want to carry your carelessness to the international stage. Plz go take a seat.

    Airport Runway Development NEEDS A HIGH LEVEL OF EXPERTISE because it need to be at international standard for the NAA TO COME AND CHECK. IS THEIR ANY LOCAL COMPANY(Contractors) WHO IS SKILL AND Have KNOWLEDGE OF DOING A BIG DEVELOPMENT LIKE THAT ? IF YES I THINK THE PROJECT SHOULD GO TO THEM.. DONT LOOK AT THE MONEY, LOOK AT WHO AND DO THE BEST JOB FOR BVI...

    It's quite simple really. If local contractors insist and are awarded the contracts, we'll have a repeat of the missing funds at the pier park project, only this time on a larger scale. So, it is my belief that the "storming" of the meeting by contractors was planned by our beloved government to ensure that local "willing to reciprocate" contractors will have a significant role in this major heist......I mean project.

    The local company might seek professional advice from outside on this project...runways have to precision what a relatively smooth surface...the quality of the landing surface have to be engineered well to withstand landing after landing over a period of years: it is a vast difference between building a house and building a highway also an airline landing surface; both the highway and the lading surface have to be engineered precisely(do we have such skills on island)...

      We need the proven best to execute this project. Been local and in need of money is not enough to execute a quality and long lasting project that we need this to be.. Honestly even as sub-contractors I'm in doubt. No confidence in them. Just sabotage, confusion and delays we will get...Watch !

    I remember when a local company had resurfaced the runway on Anegada, every time the plane rev up to take off the asphalt was going airborne before the actual plane.

    The Minister and the government got burnt too many times from these people.. They get contracts after contracts not delivering as contracted to.. They had their chances didn't deliver ..it's only fair for the minister to look other places. It's time we get value for money...The minister love his people but they are playing him and making him look like a fool..instead of doing good and on time work to make the minister look good. They keep failing him.. Selfishness and greed..

    Yes the locals should benefit from this project BUT be aware that the locals have no conscience when it comes to over charging Government. The money will finish and the airport would not. It will be safe to give it to a capable company with the provision that local contractors will be sub-contracted. At least we will have competent people managing the project and keeping cost and the local contractors inline.

    Hannibal made an excellect proposal during thelast that its time for us to invest in our own airlift..it made sense runways does not make money for an airport. Its the airport them selves being landlords - is where the revenue comes from. Instead of investing in outside airline lets do it local.. All sucessful tourism distinations have there own airlifts. Certainly if we are going to be sucessful in this sector then we have to have own...I recall hannibal in 2015 political meeting saying at the anegada community centre -that we will get much more bang for the buck... and the country on whole can be stakeholders in such an investment... He even joked that it could significantly reduced the price of airtravel thoughout the region. He call the airline TRANSAIR BVI (TAB)

    These greedy @$$ BVI contractors want to do every kind of work whether they are qualified to do the work or not, just to line their pockets. Just look at the shoddy workmanship carried out on the never ending sidewalk construction. The work is shabby, and the worst looking sidewalks I have seen in all my travels. Now these novices want to get the contract to expand the airport. What is sad is that NDP government continue to buckle to the pressure of these parasites and give them millions of dollars to do work that they are not qualified to do. Well we all know why this is happening. They have their hands under the table to get their share.

    Which one of these local contractors has knowledge of building a runway to meet international standards? You give them the contract they still gonna subcontract the whole project to an outside company to do. I personally think that a project like this needs to be giving to someone who have the know how, because at the end of the day its hundreds of lives are at at risk with not doing it properly.
