ROAD TOWN, Tortola, VI- Contractor and businessman Seymour Fonseca was summoned by the courts for monies allegedly owed by him to a subcontractor.

It was Tuesday June 14, 2016 before Senior Magistrate Tamia N. Richards where it was disclosed that the amount he owes was $500.

It is alleged that Fonseca subcontracted welder Reynold George to complete a welding job for a government project back in 2014 for the sum of $1,100.

According to the details revealed in court, Fonseca allegedly paid only $600, promising George that he would receive the balance of his money when a government cheque paid to Fonseca had been cleared.

According to George, he received word that the government cheque had been cleared, however, he still had not received the balance of his payment from Fonseca.

According to George, he spoke to Fonseca on numerous occasions but to no avail. He said Fonseca would tell him that he should wait and that he would get his money soon.

Out of frustration, George said that he hired a bill collector to recover the funds from Fonseca through the serving of legal papers. However, this too yielded nothing.

Following the submission by George, Magistrate Richards awarded the sum of $500 as monies owed to him and an additional $150 as costs.

Speaking with this news site today June 16, 2016, Fonseca said that he paid George what was owed and that the man wanted more money, contrary to what had been agreed upon. He said that the matter had been in and out of court for some time and there were occasions when either party or both of them failed to make appearances. However he would not disclose the details of what was agreed upon, what was paid and what was demanded after the first payment.

This is what happens when the government owes a contractor for long period of times.

If he was waiting for the payment at the time the man put him in court, I would agree with your comment. But he has already been paid by the government but it would appear Mr. Fonseca had no intentions of paying the man the rest of his money and was just giving him a run around.
