SEA COWS' BAY, Tortola, VI – Project Coordinator Dr Drexel M. Glasgow has expressed concern over the apparent lack of bids coming from contractors in the Third District and has made an appeal for bids to be sent in on new projects being tendered.

“We have just tendered three additional projects… we’ve tendered six projects so far, I don’t think that we have seen any bids from the [Third] District,” Dr Glasgow said during a community meeting with residents at the Valerie O. Thomas Community Centre on April 28, 2014.

The meeting was held to provide an update to residents in Pleasant Valley, Palestina Estate and surrounding areas on the National Disasters - Infrastructure Rehabilitation Project - Pleasant Valley Road and Bridge Rehabilitation Project that is currently ongoing in Pleasant Valley.

Dr Glasgow said he observed that contractors had a lot of energy at the beginning of the current projects being executed in the District and questioned why this may have decreased.

“We encourage joint ventures,” Dr Glasgow continued while noting that this may help to persuade contractors to offer their services in conjunction with others.

Tree preservation

During the meeting, Third District Representative Hon. Julian Fraser, RA questioned whether a number of trees located in the vicinity of Pleasant Valley and Palestina where the works were being conducted will be cut.

He advised that they be preserved at all cost and said he would hate to see one of those trees destroyed. “I think we have work to do but it shouldn’t come at the expense of the environment,” Hon. Fraser said.

Works Minister Hon. Mark H. Vanterpool sought the assurance of project managers Dr Mark Taylor and Mr Richard Taylor that the trees would not be touched during the works being executed.

How are they going to bid when this man only taught them how to beg him for work, rather than set up a proper business? When you look at the requirements for the CDB Loan, the same loan he negotiated, those guys would not come close to qualifying. To make matters worst, no real established entity would joint-venture with them because they do not really bring a proper entity to the table. I'm not bashing anyone but just being real. People built 'construction companies' on the fact that they know a politician, they get a $90k contract, they find a few Santo and Island men who know the trade, get them to work for minimum and the job is done half-assed and they pocket about $30K in a few months without lifting a stroke. Those days are done and this is why you won't see many bids for upcoming projects. It's not only in the 3rd District either, it's island-wide and I think it is happening for a reason. They don't want to attend courses at the college or better themselves, they feel they supported VIP or NDP and therefore should get a job on that basis. If they don't realize those days are not coming back then they're in trouble.

I agree with trying to preserve the trees, but I also advocate for preserving historic ruins!

What sense it makes to bid when you already know that the NDP is not going to consider the bid?

Oh when you talk about cutting down trees, that must be a favorite of this government. Remember the massacre of the trees outside of the Queen Elizabeth II Park? Such beautiful trees just ruined.
