Commissioner Frazer is a man of integrity, firm but fair- Morris

ROAD TOWN, Tortola, VI- Assistant Police Commissioner David Morris has described outgoing Police Commissioner Reynell Frazer as a man of integrity, who believed in the law and upholding it and that it was an honour and a pleasure working with him.
Commissioner Frazer proceeds on pre-retirement leave from April 1, 2012 after serving for 38 years in the Royal Virgin Islands Police Force (RVIPF).

In an invited comment following the parade held in honour of Commissioner Frazer yesterday March 29, 2012, Mr. Morris, who will take over the reins of the RVIPF when Mr. Frazer leaves, said his superior was also a firm individual in terms of his principles but also very fair. Mr. Morris joined the RVIPF in 2010.

“As everyone has testified to, I found him as a man of integrity, firm individual in terms of his principles, honest, and believes in the law and upholding the law. He is also very community focussed. In terms of our views, our principles, our opinions about what policing is about- and it is a vocation that we dedicate ourselves to- we are on the same page, we are exactly the same,” Commissioner Frazer said.

Mr. Morris noted it has been an honour and a pleasure for him working for a Commissioner such as Mr. Frazer. “I have worked with a number of Chief Constables over my years and I certainly put Mr. Frazer at the top there with them as a good leader of men and women, a good manager, firm individual but fair.”

Asked what would be his firmest memories of Commissioner Frazer, assistant Commissioner Morris replied it would be discussions with him on discipline of the Force and “that he recognises, that in order to serve the community, we need to be well disciplined, we need to ensure, as he said this morning, that we are fair, that we treat everybody fairly and with quality without favour. I really supported him on that and, to be honest with you, I am going to find it a loss not having him in the office along the corridor for me to go and speak to and when I get frustrated, for him to calm me down.”

Mr. Frazer, who started out his public service career as a school teacher and rose through the ranks of the Police Force to become the top cop, is only the second local Commissioner of Police. The first was former Legislator and Attorney Vernon E. Malone.

In a radio and television statement on March 28, 2012, Mr. Frazer thanked the Government of the Virgin Islands for the opportunity to serve and the wise counsel, advice and mentorship given by his predecessors, past and present colleagues as well as the rank and file of the Police Force.

    Mr. Frazer your retirement has put us back to the stone ages with not one Virgin Islander in any of the two top positions in the RVPF. Well sir, Send help to my little BVI someone!!!!. As a Virgin Islander I am truly ashamed of this unfortunate situation…. we locals hate our own as Stoutt is one of us but we embrace the white man as head along with an island man as Deputy!!!!!!
