ROAD TOWN, Tortola, VI – “Change must come and we must be ready… we must be willing to accept change,” Opposition Leader Hon. Ralph T. O’Neal OBE argued yesterday, April 8, 2014 in the House of Assembly.

Hon. O’Neal, the Ninth District Representative and Leader of the Virgin Islands Party, was at the time making his contribution to the debate surrounding the Social Security Amendment Bill which was passed last evening by legislators.

While hinting at the processes associated with the passage of legislation generally and the accompanying exercise of consultation, the veteran politician said persons should be able to share their ideas with government Ministers if they are so inclined.

“This National Health Insurance is something that is needed,” he stated while adding that all Members of the House have had instances where they have had to take monies out of their own pocket to assist persons with medical treatment both local and overseas.

He praised the new Peebles Hospital building and said it now needed staff, but this would take some time to be achieved.

Expressing concerns about the social security fund, Hon. O’Neal said he hoped the funds required to run the NHI would be separate and apart from this, “I believe that the Minister will make sure that the Social Security money is kept apart from the National Health [Insurance] money.”

He also reflected on a Bill passed decades ago which he described as not being perfect but was passed and later amended several times.

Funny he preaching "change must come". I hope he is "ready" because it is long over-due that he must go. He is power hungry and can't see past his own ego that people no longer see him as physically capable of leading. Please accept that change MUST come Mr. O'Neal and step down as chairman of VIP and from politics altogether.

Everyone especially Virgin Gordians realise that Mr. O'Neal aint able but look at the choices, that the problem, they dont want Laurie Rymer nor Osborne someone else needs to step up to the plate thats for damn sure. Thats the problem with most of the districts, we don't want who we have but there is no one to choose from. People aint please with NDP nor VIP, and although we have a new party we dont want some of the persons in it and the young people dont have no confidence in either party no more. The older ones disappointed and the younger ones vex/angry. This going to be a mash up cause people going split their votes by selecting persons who they feel will good but not for any party

Please be fair to Mr. O'Neal. He did a lot of good for the country. Even if some of you are not pleased with his representation of the 9th district now, you don't have to disrespect him like this.

It is not today that all and sundry are calling for Tilford to step down. Unfortunately, his refusal to heed the call is what is causing him to attract all this criticism. the look of a Knighthood is not worth the shame which his family must be feeling.

I think the majority of people recognize that he has done many positive things for the 9th district (mainly Virgin Gorda) over these many years. However, the general concern seems to be about him leading the country. He has been a very good leader but people would also like to see one of his younger and more able counterparts at the helm and he take on more of an advisory role. Some people in the 9th district realize that he can't represent that district for an eternity and would be proud and respect him very much if there was at least one good person whom he could groom to represent the district. I don't think anyone wants to see him lose but to rather step down gracefully, respectfully and in an honourable manner before that happens.
