ROAD TOWN, Tortola, VI – A caller to the Speak Out BVI radio talk show last night March 8, 2016 complained about the alleged runaround his mother was getting to deal with her land and he sought action from the Complaints Commission whose Commissioner and former Commissioner were guests of the show.

Aired on ZBVI 780 AM between the hours of 8 pm and 9 pm, the show hosted by Doug Wheatley had on as guests Sheila N. Brathwaite and former Commissioner Elton Georges.

“My mother bought some Crown land and she can’t get it to out in the bound. They have been putting the spin on her for about two years now and I went to everybody to find out what the problem is. It is just to go and put in the bound,” he said.

When Brathwaite asked whether the man spoke to Surveys department, the man said that he spoke to every department already.

“That is why I’m glad you’re here because I want to expose them. I have everything here documented. I would like to come in to your office and tell you who I spoke to,” said the man.

“I have been begging them for at least two years now and they wouldn’t go put in the bound,” he said.

Department questions Commissioner's authority

Farther along during the show, host Wheatley asked how accepting are the departments and agencies to the work of the Complaints Commission. To this Brathwaite responded that some of them are accepting while some are resistant and become very difficult.

“I have a case right now where I am being asked what is my legal authority to investigate. But I think they are just stalling and that particular department has always been resisting our inquiries and investigations,” said Brathwaite.

She said that there is one department in particular which caused her to be pleasantly surprised, saying while am lot of complaints come from that department, the head of that department has been very cooperative and has tried to do things to improve the service they provide.

Improving the Service is not the problem." A Manager is an individual who is in charge of a certain group of tasks through planning, organizing, staffing, directing and controlling organizational goals effectively and efficiently.
A leader is a person who has a vision, a drive and commitment to achieve that vision, and the skills to make it happen". These Head of Departments who act as leaders and Managers needs to understand that, while they the Leaders and Managers are busy Organization and restructuring the Organization they promote staff members to be supervisors. These supervisors has to deal with the day to day running of the office, which include the staff, evaluations, increments, vacations and complaints etc....... Instead of the Leaders and Managers do their part they go and do the Supervisors jobs, do the evaluations, deal with the leave forms and complaints. How can the Leaders or Managers evaluate the staff and they have supervisors who suppose to lead the employees to very high performance, threat them with respect and not like robots, thus leading them to treat their work. These Supervisor need to get a chance to threat their internal (employee)and external (public) customers with great respect. it is vital for senior individuals in positions of great responsibility to be able to play their roles. They are complaining to the Human Resource Managers, endless complaints and they are call to meetings and the HR Personnel just choose the leaders or Manager sides. its a shame but all good thinks comes to an end. Prays changes things sometimes God answers prays but in his own time not when we want him to.

The VIP government installed the first Complaints Commissioner in February 2011, in an effort to improve upon the services of all government agencies. They were voted out of office in November of 2011 and ever since then, the Complaints Commissioner has had to put up with being ignored, marginalized and generally disrespected by high ranking members of the NDP government.

It is not unusual or even uncommon for this government to do as they please, regardless of rules, regulations or even laws. The lack of co-operation by some departments should come as no surprise to Ms. Brathwaite, but as this department was put in place to serve THE PEOPLE, it would behoove us all to insist that ALL ministries and ALL departments co-operate with every aspect of the commission's investigations. We cannot allow ministers (or anyone) to take away OUR ONLY MEANS OF RECOURSE through official channels.

Give me a damn break. There's no difference between NDP and VIP except their way of doing things and the fact that they have different supporters. Otherwise it's the same damn thing! No politician will ever listen to any complaints commissioner or nobody else. Their job is to pretend to care 3-6 mths before an election and then show their true colors for the 3yrs + once elected, then rinse and repeat. There is also the issue of senior civil servants using their positions to spite persons they may not like so don't blame the commissioner. We have archaic laws here and there's a reason why no Government will change them and that is because those old laws give them absolute power in certain areas. We will continue singing a sad song and just wishing things change by putting different individuals in Government. However, once the civil service and the attitudes remain the same, it will be like swapping pilots on a plane with severe mechanical issues.
