ROAD TOWN, Tortola, VI- Information just reaching Virgin Islands News Online is that burglars entered Bobby's Marketplace on DeCastro Street, Tortola, in the wee hours of January 24, 2020 and made off with cash.

According to reports, the shopping centre was broken into some time after midnight when the store was closed.

It is unclear how the burglars gained entry to the building but they managed to "pick" a safe and made off with an undisclosed amount of cash, a source close to the business entity stated.

It is unclear if the establishment had security personnel on duty.

Proprietor of Bobby's Marketpace, Mr Elton S. Leonard confirmed to Virgin Islands News Online reports of the burglary but did not wish to disclose any information.

More details to follow.

Elton really need to make some serious changes in regard to security. He also need to humble himself because when you go and shop there and greet him, he think he is too big to say good morning or afternoon. He have a hog that is always marking receipts, she is no better than him. Anyway. I it's good to know they didnt strike when the store was open and it's good to know, nobody was hurt

This report that Elton does not greet and talk to people is a complete lies . At least we usually see Elton and Mark have you ever seen the folks at Rite way

Not because you see Elton it means that he greets people cause I have witnessed him ignore people many times...sometimes he's by the food section taking videos of the food and people talk to him and he ignore them. Also, one thing I can say about Mark....he really is a down to earth person and will ALWAYS greet ANYONE in his store. Elton need to come down and humble himself cause it was not too long ago the Dept of Health was in there because of the numerous items there had expired and were still being sold. And like the person stated, his staff by the door is in terrible need of some customer service training cause she have NONE!

It would appear so if you don't know him, he is always thinking and busy so sometimes he see you but he still didn't see you because he have so much on his mind, it happened to me already but I know that that is how he is.

I've only been in Bobby's 3ntimes. Each time I bought out of date stuff in my shopping and each time the milk was off, the cereals had weavils and the fish was inedible. Other than that, it was great!

Sorry for the loss. Hope insurance covers.
Don't go there often because I am off put by the seemingly look of "duttiness". The entrance especially.,I am wanting to get Clorox, dietergent and stiff brush and scrubb off the phone the grime on the floor at the entrance and area which might be reserved for patrons but has the look sound and feel of vagrant headquarters. Very unappealing.

He usually has someone sweeping outside, but I guess you are right it needs more work. I am sure he can get someone to pressure wash the place from time to time. But it seems like he is just letting the place go and like it was stated some of the staff have no customer service skills at all, it does not hurt to reply when a customer greet you, it's like some of them are just plain pigs

I avoid walking in that area between the supermarket and bolos very smelly and dirty water always running . Business people should have more pride in their business that area outside look like a ghetto and it is in the center of town it is not only government responsibility to make the town attractive the businesses in Road Town the Capital should take pride in the country. Some of these businesses don’t even put a little paint on their building Irma was a blessing in disguise some those build had need to go .Modernise the town so tourists don’t have to see me in town and asking me where the town is SMh.

I shop for only certain items at Bobbys because he alone carries them. But I wash everything well before packing away or consuming. I do not buy their cooked food. Not with the way the surroundings of the place looks. He really needs to clean up the outside and definetly sanitise the inside from time to time.

Bobby’s need to harden its physical security posture. Physical security includes: CCTV (close circuit television) surveillance, security guards, cameras, locks, access control, intrusion detection system, alarms, along with other other techniques. With effective physical security, it is possible to see who enters and exit the building (especially after hours) at what time, who enters and exit the safe location at what time, what comes into and leave the building (especially out the back door and even the front door), activity(s) at the cash register, screening employees, remote monitoring ........etc. The physical security system must comprise of multi layers, be interdependent and with built-in redundancies. Limit the number of people with access to the system to only those that have a need to; trust but be cautious and verify. Furthermore, Bobby’s needs to hire a physical security specialist to assess the current system and to devise changes to hardened the system. It is an investment demanded by the business; it is a cost of doing business. Reducing losses (thefts), waste, fraud ...etc will result in lower prices for customers. Fam stay strong, focus, be on guard and on watch.

Some bloggers refer to E. Leonard as Elton Leonard. But from reading the E. Leonard comment by deduction they cannot be the same person. Are they the same person or are they related ( most people in Tortola are related)? Can someone clarify. Got a friendly no wager bet with a family member. By the way, E. Leonard listed some good points, especially the recommended hiring of physical security expert. Thanks.

The focus seemed to be on technology but some focus needs to be place on the human factor. Most robberies have an inside connection. Current and former employees need to be investigated. Further, here in the VI security personnel for the most part are just bodies. It is just a job to them. They are low paid, grossly untrained and history unknown. What does employers really know about these security guards? Cheap labour is not cheap labour. Manage smartly and wisely. Security for the security.

Cheaper sometimes end up being dearer, ie, more expensive. Security people need to go thru a background check and should be bonded. You get what you pay for; you want it bad you get it bad. Here is a news flash. They are cheap labour yes but some of these people are not who they say they are; they are using false documents and name. Finger print them. Security is watching operations but who is watching security. Hmmm!

Something sounds suspicious about this theft. The thief(s) broke into the building, entered the safe location and pick the lock on the safe, took an undisclosed amount of cash and haul ass undetected. Something is not adding up. It is either that the thieves had the place under surveillance, taking note of weaknesses and vulnerabilities and familiarizing themselves with the operation before striking. Or they (thieves) had inside help. Or it was strictly and wholly an inside job. Every employee needs to be investigated. Further, did the place have cameras and if so were the cameras disabled and did the disabling set off an alarm and send a signal to the police station? Advertising the presence of cameras acts a deterrence to people with bad intentions. How often does police patrol this area and do they change up its patrolling process.

Some of these young girls will do anything for a man they love. Their criminal gangster lovers. Provide them with all the information they ask for and need. That's exactly where my mind is going. It starts inside...Beef up your security Elton. It worth it. This is also a lesson for businesses. Get your camera at your office door see who goes in and out.... and also at your entrance and exit doors......You never know when it's going to be you.

Clearly, something is not adding up; the sequence of events is not passing the smell test. The RVIPF CID will be investigating this robbery. And we may find out or not who did it and if they had inside help. Typically, studies have revealed that most business robberies, thefts.....etc have linked to inside sources. Thus security must be focused not only on customers but also on workers, including security guards.

As others have suggested, going for the low bid or cheapest person may not be in the best interest of the business. Cheap invariably is often not the best option; quality may cost a little more but it is a better investment. As E. Leonard and others have stated, Bobby’s/Elton needs to boost, strengthen the business’ physical security posture. He needs to harden the perimeter, interior and access control. For example, only people who have a need to (keep number small) should have access to safe location. There should be a combination lock to control access to the safe location and the pass word should be changed frequently; perhaps there should be two doors (creating a man trap, ie, getting thru the first bust but may be trapped between the first and second).

Further, there should be cameras to monitor entrance and exit to the safe location, and cameras to monitor activity(s) with in the safe room. The monitoring equipment should have a back up UPS (uninterruptible power source) that should take over when commercial or local power is lost, alarming and alerting the monitoring station. As Human Factor noted all current and recent former employees should be investigated. Security guards should not be exempted from being investigated; the watchers should be watched and not anyone with a pulse should be a security guard at certain location.

A security guard at a bank or supermarket or money wiring service is not the same as a security guard that monitors the perimeter of facility. Security guards at sensitive and special locations must be trained, certified, bonded and comprehensively background checked. Meeting these requirements mean that they should be paid more. Over the years, Elton has taken some licks (remember his dad being shot at a few years ago making a night deposit) and rose from the setbacks so hopefully he can rise again like the Phoenix from the ashes. No doubt, he has a strong constitution and will rise again. Elton take care of your business, ie, get some trustworthy help, for you cannot do it alone. God’s richest blessing and good luck.

Another Black Letter Day for Bobby’s; Bobby’s has had a few Black Letter Days in its lifetime. Nonetheless, as Diaspora noted, it like Phoenix will rise from the ashes again. This robbery story seem to have as many holes as Swish cheese. But we don’t know what we don’t know. Was there force entry into the building and the safe room, what type of safe was it, ie, pad lock, combination.....etc, was there security guards on duty, is there an alarm system and was it set, did it activate and if no why not.........etc. Further, security is so important that the highest level affordable should be put in place. Cheap labor is not the best option. As others have noted, security guards should be more than live bodies and should be effectively trained, certified, bonded and background checks conducted.

What happened to Bobby’s is a tragic. And hopefully the RVIPF can investigate and bring the perpetrators to justice. Nevertheless, looking towards the future, Bobby’s must hardened its physical security posture. Specifically, it must take a close look at the project triangle for improving its security project. The three sides of the triangle are good, fast and cheap. Typically, two of the sides are attainable but rarely can all three sides are attainable. For example, you can get good and fast but not cheap, good and cheap but not fast or fast and cheap but not good. Good, fast and cheap can be approached but not easily attained, if at all. Bobby’s should strive for good and fast.

Bobby’s is struck by another tragedy; how tragic! Nonetheless, Bobby’s needs to look in the mirror and fix what ails it. From outside, it seems to be plagued by employee turnover, store thefts and poor customer service. Hardening the physical security posture may reduce the store thefts but it will take strong and effective leadership, management and organizational restructuring to fix the employee turnover and poor customer service. Further, Elton is afflicted with a common ailment among business people, ie, they think they can do things better, over burdening themselves. A person can only be in one place at a time. A successful business needs a team of effective people. Elton needs some good help.
