‘Bully’ Walwyn’s ignorance is self-revealing –Hon Fahie

- said the Education Minister does not have the authority to instruct the Auditor General

ROAD TOWN, Tortola, VI – Opposition Leader and Chairman of the Virgin Islands Party (VIP) Honourable Andrew A. Fahie (R1) has labeled Minister for Education and Culture Honourable Myron V. Walwyn (AL) as the “Bully” Minister who is now seeking to unconstitutionally instruct the Auditor General to audit a consultancy contract awarded when Hon Fahie was Minister for Education and Culture.

Nevertheless, Hon Fahie has stated any audit will come up empty handed.

According to the Opposition Leader in a press release issued on March 31, 2017, on Thursday March 30, 2017 the National Democratic Party (NDP) Government through their Minister of Education, announced that he had instructed his Permanent Secretary to issue formal instructions to the Auditor General to conduct an audit of a consultancy contract awarded during Hon Fahie’s tenure some six years ago.

This came after the controversial Walwyn, during a debate in the House of Assembly, alluded to $602,345 said to have been paid to a consultancy, Effect Incorporated, to examine the feasibility of establishing a medical school here in the Virgin Islands (UK).

‘Nothing there’

The Opposition Leader, however, said he can assure the public that the latest attempt to smear his image and distract the public from the real issues at hand will conclude with the same result as when the public go to any government Ministry, Department or the Treasury seeking payment for work done under this government, “NOTHING THERE!!! I can further assure the public that anything that was done during my tenure can and will stand the test of time. This then is not my concern.”

However, of more concern to Hon Fahie is that after six years in office, “Bully Walwyn seems unaware that neither the Auditor General, the Public Accounts Committee nor any Constitutional Body can be directed by him as Minister and indeed not by a Civil Servant.”

According to Hon Fahie, Hon Walwyn’s attempt to derogate the professionalism of the Civil Service is truly unforgiving. “While the Minister’s ignorance is self-revealing, I am convinced that senior civil servants are aware of their authority or lack thereof.”

“What is the motivation of this Bully Minister and this Bully Government? After six consecutive years in Governance the Premier and Minister of Finance will best be directed by his Minister of Education to complete and deliver to the House of Assembly the Constitutionally mandated ten years of audited financial statements.”

The real issues

Hon Fahie, who is proving to be no push over in the House of Assembly, especially against the bully tactics of Hon Walwyn, listed some of the issues that Hon Walwyn and the National Democratic Party (NDP) would best serve the public by addressing.

“To allow the Cabinet of the Virgin Islands to seek from the Courts a clear definition and a clear guide of what constitutes Conflict of Interest and what contracts must be presented to the House of Assembly for approval by Ministers and all Assembly members.”

“To advise that a Commission of Inquiry into the thirty million dollars of unauthorised expenditure on the Pier Park Project would be in the best interest of the territory and to attempt to adhere to the provisions of the Protocol for Effective Financial Management and thereby cease and desist the development of major capital projects without tender and without transparency and accountability.”

Hon Fahie insisted that these issues are Constitutional and the continued violation of these has placed the territory directly in the path of direct British sanctions and eventual intervention.

More distractions

Turning the lashes directly on the entire Premier Dr The Hon D. Orlando Smith administration, Hon Fahie said they have to appreciate that the distraction tactics, including attempts to try to intimidate, discredit, as well as to instill fear will not work because God did not give him or the people of the Virgin Islands a spirit of fear.

“Crime is now a challenge. The economy is not robust. There is no accountability. There is no transparency. Residents do not feel safe like before. Many projects under this government are not in conformity with the Constitution, the Protocols for Effective Financial Management or the Public Finance Management Act. Instead of these being this government’s focus they have chosen to make trying to discredit me their agenda.”

Hon Fahie said for now he will conclude by informing the “bully minister and this bully government that I will not be distracted from the mission of restoring accountability, transparency and good governance to these Virgin Islands. No matter how long moonlight runs daylight will catch it and they must be aware that ‘when destruction is your motivation, your motivation becomes your destruction.’”

    Why can Andrew say what he wants in the house and then everyone has a problem when Myron says what he wants... There is a Wize saying that says " No matter how wrong a person is the people who like him will always find a reason to make him look right...And no matter how right a person is the people who don't like him will always find a reason to make him look wrong".I'm neither a fan of Andrew nor Myron, I'm just a Rasta who promote fairness, truth and Justice..

      Get your information straight. Myron started to come after Fahie when Fahie questioned him about his million dollar school wall. Myron is about himself and the BVI is now seeing him for who he truly is.

        You get your information straight. This is not about the wall, this is in relation to a Bill brought to the HOA, to give medical schools the opportunity to operate in the BVI. Andrew spent over $600 G's for a study that didn't result in any laws being established, not even a report/findings. However, the current Minister used the Civil Servants resources to bring a bill to the HOA and not having to spend a penny to any outside firm. The Minister in dealing with the establishment of the bill, found telling/negative information with the process that was being used by the former Minister, "Useless Spending of Money" (USM).

      @ street reporter: bad leadership; bad leadership; listen some of us know where this little territory came from and the steadfastness of our forefathers BUT look at us now simply due to bad leadership and I feel It have worse to get between now and next election: politics is a deadly game because the elected few is causing the rest of we so much shame and hardship: it is wrong!!!!

    let me phrase it this way: the current membership of NDP and VIP should just sit down: our young men kill one another while the political leaders back talking each other: we have such a wonderful country up until the year 2000; from then till now our territory gone down a collision course....it is our own to blame; the politicians in the house of assembly cuss each other simply for political gratification while our young boys gone wild.....look at the conduct of those we voted to safeguard our destiny????

    To be honest that million dollar spent on wall should have been spent on putting some buildings in place my child/ children and teachers cant even go in some of those classrooms they filled with mold children falling a sleep from the mold some teachers skin/ moldy some cant speak due to loss of voice they out for weeks due to mold and he hear talking piddle so I guess Andrew have the mold there as well go sit your "$$ DOWM MYRUN Bull sh*t man tired of all this pulling and hauling.

      @ LOL: well said; the big concern is the money because if returned to electrical office they need to know how much remaining in the treasury for them to spend: that cheese, all of them looking their slice: at the end of the day most in electoral office only care about their political career because you and me only see the them during an election after Election Day the only time some of see them is on the television
