FREDERIKSTED, St Croix, USVI — Two brothers, one of them a Federal Emergency Management Agency (FEMA) employee, were found dead on Monday morning, August 19, 2019 lying in a relaxed position in their Mary’s Fancy home on St Croix, US Virgin Islands (USVI) [US] Virgin Islands Police Department (VIPD) Public Information Officer Glen Dratte has announced.

According to police, the house is the home of 69-year-old John Rapine, the FEMA employee. The other deceased, John’s brother, was identified as 61-year-old Joseph Rapine.

Mr Dratte said the 911 emergency call center received a call at 11:09 am Monday for a welfare check on a FEMA employee who did not show up for work. When officers arrived at the home, they discovered the two unresponsive males in the interior of the house.

A preliminary investigation revealed no signs of foul play, Mr Dratte said.

The case remains under investigation by CIB. Both men were identified by next of kin.
