BAUGHERS BAY, Tortola, VI - The Baughers Bay, Tortola, fisher folks wharf is currently an eye-sore, even more so following the passage in 2017 of Hurricanes Irma and Maria.

A visit to the area reveals tons of garbage laying waste on the dock, bottles, cans, debris and old cars, as well as old boats–some even half sunk.

It is indeed the conditions that one will find in an underdeveloped county.

It was on August 14, 2018, in the House of Assembly (HoA), that the Sixth District Representative, Honourable Alvera Maduro-Caines, spoke on the issue.  

The second Term Legislator warned residents she is ready to take action against persons who do not remove those items.

Ms Maduro-Caines noted that she has gotten to the point of action because all her warnings have failed.

She told HoA members, “I am making means to finish the project on the Baughers Bay Fisherman’s Wharf… I have sent out three notices for persons to remove trailers, old boats, containers on that strip of land adjacent to the Fisherman’s Wharf… I am going to make my final appeal, get with the departments to put stickers on these items that are there that are holding back the progress of getting that Fisherman’s Wharf sorted out” she said in her normally soft tone.

Hon Maduro-Caines noted that this is her “final warning” to residents before she takes action, as she has tried repeatedly without success.

However, even if the area is cleared up, it is unclear how much money was allocated to finish the Fisher folks Baughers Bay project and when it is expected to start. 

Political history

Hon Maduro-Caines was first elected to the Legislature in 2011, defeating the late Councilman Honourable Omar W. Hodge.

She is now in her second term, having won overwhelming again in 2015 against the Virgin Islands Party (VIP) Elvis J. Harrigan.  

In the 2018/19 elections, she will face former Acting Permanent Secretary, John Samuel, from the Opposition VIP.  

Mrs. Maduro Caines has already announced she will seek another term under the NDP banner.

    This area has been a mess all your two terms in office. So you are telling us only now August 2018 you're seeing this?

      If you were following the rep trail of talks and works, you would have known that this has been a continuous project talks of hers. In 2014 she had that whole area clean and painted. In 2016 she started work (after finally getting funds approved) to start work on that area. May I jogg your memory that the boat ramp was constructed in 2016. Work on the strip started the following year but was stopped because of the
      hurricanes. Some of us need to
      Investigate before talk. Don't just talk negative because you don't like the person. We must learn to give Jack his jacket. Can she do everything that needs to be done in her district for the time she has been in? Not even the rep before could attend to all the problems and he was there for 32 years. This lady is doing her best with what she has and is doing better than a lot of other reps.

    This area has been a eye sore since tropical storm EARL when most of those barge was sank and most still same place up to this date. Government alone cannot do everything. Ppl need to understand the state the country is in.

        Colour wigs indeed but they are not suitable for all ocassions or for everyone. We have to weigh this carefully when we want to wear a new style that is trending.

      Her hair is grey and black (naturally). What does that have to do with anything? Allu to back in the 18th century. Women in the house does not always have to be in drab looking clothes and hats..that's long out played. Some of you need to cut Maduro some slack. Exactly what is the dress code for HOA members? None written.. as long as they are covered deceantly I have no

    Every election Hon Caines comes with this fisherman’s wharf project. She is blaming the boat owners for the delays but even if they were to move the boats tomorrow the project still will not get done due to lack of funding. Stop taking the people for foolish, you are likable not indispensable. You lack the requisite political clout to get this done. Quit with the games.

    To keep the cost of cleanup down, there should be an auction of items there, and the bidders have to remove them within a week or lose their money, then commence with the cleanup.
