ROAD TOWN, Tortola, VI- With months remaining in the life of the contract of Commissioner of Police (CoP), United Kingdom (UK) national Michael B. Matthews, the Royal Virgin Islands Police Force (RVIPF) is inviting applications for the top post.

Mr Matthews, who previously served as Chief Constable of the Cyprus Sovereign Base Area (SBA) Police Force, was appointed Police Commissioner in the Virgin Islands in April 2016 for three years and received an extension of two years on his contract in April 2019.

The UK CoP quickly developed a reputation of being of friendly demeanour and approachable and one who paid attention to public relations via the media.

He; however, came under criticism this year when his ranks were accused of using excessive force during arrests, including tasing of persons in non-threatening situations.

Mr Matthews was quick to defend his ranks, despite the wave of public condemnation against the actions of the police.

Additionally, there have been reports of low morale among officers and lack of camaraderie. The latter came out in full display on April 22, 2020, when two of his officers were engaged in a verbal spat, which almost turned physical over what was allegedly bad parking by the entrance of the One Mart Supermarket in Purcell Estate.

The incident was captured on video and shared on social media.

Mr Matthews had replaced another UK national as CoP, Mr David Morris, whose appointment had caused controversy since there were on-going formal complaints against him, including allegations of unfair dismissals and abuse of authority.

Time for a local CoP

Nevertheless, what the Virgin Islands public would want to know is whether the new Commissioner of Police will be another UK national or whether a local will be given a chance at the helm, providing a local applies for the post.

There have been only two local Commissioners of Police since the RVIPF was formed in 1967.

The Virgin Islands last had a local Police Commissioner in Mr Reynell Frazer, who retired in 2012.

The first local Police Commissioner was former Legislator and Attorney Mr Vernon E. Malone.

The tenures by both local Police Commissioners were regarded as successful, proving that locals can effectively serve in such an important post.

Our own can do the job

Further, it has been the philosophy and policy of the Virgin Islands Party (VIP) administration led by Premier and Minister of Finance, Honourable Andrew A. Fahie (R1) that all senior government positions should be held by locals.

Meanwhile, the deadline for applications for the post of Commissioner of Police of the Royal Virgin Islands Police Force (RVIPF) is October 13, 2020.

      I just beleive that we should find a local to fill every top post in the BVI from Governor to Public Works and beyond and see what will happen. Lets get some popcorn and sprite (my favorite). Add a few fireworks, take a seat and wait..wait for it. Give the Job to a local.

    As expected this commissioner moved like he was going in retirement. I doubt he will take up another top post. What is disappointing is that he has his officers terrorizing the public. Commissioner Matthews you have criminals on the royal Virgin Islands police and you turn a blind eye. This is the legacy that many will remember. Congratulations!!!

    The hiring of a "local" COP is not sufficient to solve the issues currently plaguing the RVIPF. It will be welcomed greatly of course but he or she will have a Samsonite task on their hands.

    The tenure of Mr Matthews has left a lot to be desired and I hope that he departs sooner than later.

    As for the DCP being promoted to the top job, that is definitely not the solution. He is not the answer to the rebuilding and rejuvenating of the RVIPF towards an elite and professional level. What has he done as the 2IC to help the force to achieve the desired goals and objectives?

    The RVIPF has the ability to do well by God and country. The most suitable candidate for the position of Commissioner of Police is a female. We all know who she is

    If you want a local to be the commissioner of police well you can put the senior female police officer but you are not going to get much accomplish. There are some people that can sat and pass exams but many of these same people cannot apply what they learn and this is the perfect case here. Look her age. This is someone that is already 60.. We need someone with knowledge and experience . Someone with good tract record in fighting crimes. Some would say lets put our local female but this a country with the main security being the police force. Do you people really think that we going to get much accomplished?? I very much doubt it.. We need a good commissioner of police and i really don't see any in this present police service. Good crime fighting skills is what we should look for and not just a manager to do paperwork.

      Firstly get your info correct before committing. What you need to do is find the individual correct age. Also you probably have a greviance with that person why not take it up with her and stop using the media. You probably also one that sits exams and can't put what you have learnt to use so you think all are in your shoes. If you're a police officer that's why the force is the way it is acting in crab like mentally.

    You want a local comminisioner of police that is good but can they really work to get things in order remember the police is Under England and Englend has a part to play in thos. Let me say sometging rge BVI is better of wiyh a comminsioner from overseas and england is going to send one, Mr, James is good but he needs the help Ms. vanterpool is also go but as a woman she will have a lot to feel. England is going to send a tough dog so be careful who wish for. with tye new commisioner things in the BVi will drastically change and some of us will be cussing and saying Tge old commissioner should have been here. look see with the new Governor the BVi might see the realms of glory he may have police members go on patrol with guns gointo the areas and clean up yje ill people in yhose places Yhings in tortola is going to change spo people better stop tyheir stupidness/ If by chance tge jsil geys too full he know where they can go amd it will not be easy so people wise up and stop doing the nonesene one day it is going to come back to hurt you.     It is time for us to accept and acknowledge that women can lead. I have seen qualities in officer Vanterpool that can take the Force forward. There is an urgent need for improved police community policing. I think Ms. Vanterpool can lead from the front and contribute vastly to the work of the Force and the safety of the Territory and its citizens.

Policing is not about gender equality it is about moral,integrity,accountability, critical thinking, ethics,knowledge, good decision making. And positive change. Once politic is involved in policing it creates room for corruption,bias and discrimination. Politics should be an option. The cop should not be politically appointed because law enforcement should not be loyal to no political party.

    I have red all the comments persons expressed, however being COP is a daunting task. The problem is there is too much ethical corruption in the force and if the Lady Vanterpool is to be COP, it will not be wise to have those other guys around her, they will have to go, if she is to be successful. They will undermine her and try to hide certain things from her. A clean slate will be needed to managed the force and improve it, if the govt is serious about stamping out corruption, ending nepotism and cronyism not building empire for individuals and personal gain, no self service. They better wake up and smell the coffee. Obeah working, restaurant building, persons are promoted and put place where they alone making all the money, report where one put a gun to his wife head was covered up and the coverupers are reaping reward. Let they continue to reap, but when GOD strike we will know who will be the COP. In GOD we trust.

He ws incharge and refuse to carry out investigtiobn when his countryman was implicted in nefarious activitie and has taken vendetta on those who spoke out. He should have been sent home long time bit *** has no backbone so he allow ****to do ad he please. Those who support *** are those who got position by way of nepotism or nationality.     What is happening to the police force is that it has nationality preferences. No matter how good of a police you are only one nationality benefits from the prestigious departments just because where they are from. The police force is long over due for a review. To much nationality preferences.
