ROAD TOWN, Tortola, VI- Mrs Antoinette Skelton, now 69 years of age, who first joined the BVI Social Security Board in 1982 as Deputy Director and became its Director in 1990, has gone on pre-retirement leave.

It was months ago when, according to our news centre’s sources familiar with the decision, Mrs Skelton, who will turn 70 in May of 2021, and had wanted to stay on until then as agreed by a previous Board, advised the Board of Directors that she is “willing to go now” once they pay her out up to May 2021.

Golden parachute?

The Board agreed to her request and there was no “abrupt departure” as some in the sensational media are now claiming. In addition, according to those familiar with the Board’s decision, the outgoing Director will also be given (besides being paid up until May) a generous cheque of $150,000 as a gift from the Board and a lavish banquet where she will be allowed to provide the invitation list, including overseas guests.

Her last day on the job was reported to be December 31, 2020.

Mrs Skelton will be replaced by the Deputy Director, Mrs Jeanette Scatliffe-Boynes, a Virgin Islander who has been with the Board since 1991. It’s also our understanding that Mrs Skelton had reportedly handpicked the Chief Operating Officer Michelle Todman-Smith to replace her, overlooking two senior officers; Mrs Scatliffe-Boynes and Roy E. Barry, a Deputy Director responsible for the National Health Insurance (NHI).

Crocodile tears?

Former Premier, Dr D. Orlando Smith took to social media on Sunday, January 3, 2021, thanking “Mrs Skelton for your contribution to this very important aspect of our economy.”

Many believe Dr Smith, whose National Democratic Party (NDP) Government [2011-2019] was notorious for the victimisation of locals, may have been insinuating that Mrs Skelton was forced out unfairly.

Dr Smith, who many considered a failed political leader, with his NDP splitting in two mid-way through a second four-year term under his watch, noted that with Mrs Skelton’s leadership “the fund of the Board continued to grow, most recently at 31st December 2020 being recorded at over $744M”.

Mixed bag?

However, many of Mrs Skelton’s critics claim that under her tenure, staff morale at the Organisation was low and she did not have a good record while being Chairwoman of the Public Service Commission (PSC), as many local civil servants were displaced during a dark period of NDP victimisation.

Her supporters noted; however, that she has kept the Social Security Board on a path of growth, ensuring the financial viability and profitability of the organisation following the death of the first Director Joshua J. Smith.

Mrs Skelton was the first woman to represent the English Speaking Caribbean on the Bureau of the International Social Security Association (ISSA).

According to the Social Security Webpage, Mrs Skelton holds a Bachelor's Degree in Human Resources Management and a Master’s Degree in Business Administration (with honours).

Meanwhile, efforts to get a comment from Mr Smith on Mrs Skelton’s pre-retirement leave and replacement were not successful up to the time of publication.

    Before you all go bashing Mrs.Skelton she is a very fine and pleasant lady and have done much for the people of the BVI in preserving their contributions.. and I agree with “discretion” why did her age and gift from the Board needed to be made public???.. we all need to say Thank you to her for her years of service for it has others that have passed 65 yrs and are still working (locals and expats alike) so please no negative comments here about Mrs. Skelton .. let us all come together and show Gratitude because if she was a different person many of us may not have social security monies to look forward to when we reach the age of Retirement..if she was pushed out all I will say to this is that God DON’T like UGLY! And I say no more.. Mrs. Skelton I personally take this opportunity to say Thank you for all you’ve done and I pray that God Will continue to Bless you as you go forth to Retire.. When covid is finished see the world and do all the things you wanted to do but couldn’t do with the constraints of working yourself to the bone .. I love you and I wish you all the Best!!!

    Those of us who worked alongside her knows the cr****y that she imparted on us. We are not bashing her, we are just telling you what we experienced and it was not nice. She did everything to make h*****f look good and kept o*****s down, including J******e.

    First of all the success of the Board was built on Allen Wheatley's great investment idea that put over a 100million dollars in the accounts when the BVI couldn't make that. The board was built on that. She kept the board on a path of growth because the foundation was laid he was working at the board at the time.

    There was a regime where one contractor was getting everything and the doctors were stripping the Board with NHI and she and the Board members just stood there and did nothing.

    good ror jeanette she will do a good job she feel the needs of people jeanette pray and as god to help you NDP frig our country and she was behind that Girl lets stand behinf jeanette and help her to build the country retirment no is 65 and not 70 something, Dr smith is a real deer what is behin Dr dmith speech does he not think that by comming out anssd talking is going to save him time will tell what he need to come out and speak he keeping quiry but it will come out.     BVI is the one place where we don't understand that a person was put in a position to do a job. They do a job and we feel the department should belong to them. One person in one position for near 40 years. That mean the person would feel like the organization belong to them. If the person you put in the job causing a mess, you vacate them and move on. Social security can be run by any competent person. Place so small for everything to be NDP or VIP. Geeze. See why so.many of us can't work anywhere else.
    Yes she did a good job and yes she moved the board, but guess what? That's what she was paid to do and that's what was expected of her. Now it's time to.move on. Ayo mind too shallow.
    You want to tell me you put a doctor in the hospital and he save a life we get surprise? No, that was the expectation. Always be thankful in everything and for everything but please folks, keep the main thing the main thing. She did well, but somebody else can probably take the board to greater heights. We too accustom of one thing and get nervous of change.

    The art8cle say she handpicked Mirs Todman and not none of her deputies. Sound odd to.me. anybody know why?       same thing i'm saying. If you leave one person in a position too long it is not good. Just like one person the head of state of umteen years and then become a dictator. Shuffle people around across the board so they don't get too comfortable. So she did no recommend none of her deputy? then why have them as deputy if she dosn't feel they competent? Whatever happens, the social security funds must be protected from politics at all cost. It should not be a politics issue and it should not be touched for anything other than what it was meant to be for.

    BVI FSC is next, too many non-progressive seniors in key positions too long and has adopted the Attitude its my way or the highway forgetting they are there to do peoples business. With Mr. Mactavious on retirement, a sweep of change is urgently needed at BVI FSC to move the financial services forward
